a. OSMAPS - The Open Skies Management and Planning System
(OSMAPS) is a very complex Aircraft Planning system that also provides mission management for the execution of the Treaty on Open Skies. Adding to the complexity is a suite of imagery sensors, which are fully integrated into the planning process for Open Skies Missions over the Russian Federation and other treaty signatories. OSMAPS consists of three functional variations: (1) Active Overflight System (AOS) - provides the National Geospatial-Intelligence Agency, Source Operations Management
(NGA/SOE) with the ability to plan U.S. missions over other countries; (2) Passive Overflight Module (POM) - used by DTRA to analyze other countries missions over the U.S. in order to provide notifications to U.S. facilities and provide past mission analysis functions; and (3) Operational Planning Systems (OPS) - used by DTRA in order to analyze missions for Treaty compliance, safety of flight and operational feasibility, as well as generating crew mission materials for flight crew members.
b. Data Preparation Facility (DPF) - The DPF is the storage source of all common data for synchronizing of all systems. The DPF identifies anomalies and reformatting of cartographic data from National Geospatial-Intelligence Agency (NGA). It supports eight treaty data formats and exports refined data for updating OSMAPS, TOPS, and IDARMS.
c. Transportable Operational Planning System (TOPS) – The TOPS is a transportable version of OSMAPS that allows Deputy Mission Commanders to monitor and direct Open Skies Missions in flight and to update missions in the field and produce treaty required reports. The TOPS also records all flight path and sensor event data and displays all sensor and flight path data on a moving map display.
