One test result shall be provided/submitted, per material source, showing that material used on the project meets the following requirements:

Classified as CL (lean clay) based on ASTM D2487, Standard Practice for Classification of Soils for Engineering Purposes (2017).

Test result for Atterberg limits based on ASTM D4318, Standard Test Methods for Liquid Limit, Plastic Limit, and Plasticity Index of Soils (2017; E2018) verifying that the topsoil meets CL requirements.

Test result for % passing the #200 sieve based on ASTM D1140, Standard Test Methods for Determining the Amount of Material Finer than 75-um (No. 200)

Sieve in Soils by Washing (2017) verifying that the topsoil meets CL requirements.

Test result for pH based on ASTM G51 Standard Test Method for Measuring pH of Soil for Use in Corrosion Testing (2018) verifying that the pH of the topsoil is in the range of 5.5 to 7.

Test result for organic content based on ASTM D2974, Determining the Water (Moisture) Content, Ash Content, and Organic Material of Peat and Other Organic Soils (2020) verifying that the organic content of the topsoil is between 3 and 20 percent.

1.8.2 Seed: The permanent seed mix to be used in the project shall meet requirements for mix number 25-141, Mesic General Roadside as specified in Section 3876 of the MNDOT Standard Specifications for Construction. Seed for temporary cover crop shall meet the requirements for seed mix 21-110 Oats Cover Crop.

1.8.4 Erosion Control Blanket: The erosion control blanket shall at a minimum meet the requirements of category 4N of Table3885-2 of the MNDOT Standard Specifications for Construction.

1.8.5 Erosion Control Blanket Anchors: The anchors for the erosion control blanket shall meet the requirements for blanket category 4 in Table 3885-4 of the MNDOT Standard Specifications of Construction.

1.9 PRECONSTRUCTION MEETING

After the Contractor has received the notice to proceed, the Contractor shall attend a preconstruction meeting with the Contracting Officer Representative (COR) at the project site.

The purpose of this meeting is to discuss the construction schedule, safety, work area and traffic constraints, work hours, scope of work, and to review other contract requirements. All work shall be coordinated with the Contracting Officer.

1.10 PERMITS

The Contractor is responsible for obtaining all permits required to complete the work.

1.11 CONTRACT PERIOD

With the exception of turf maintenance, the Contractor shall complete all work within 60 days after award. Once the Contractor begins work, the work shall proceed and be completed in a continuous manner, including final cleanup of the site.

1.12 DESCRIPTION OF WORK

The Contractor shall complete all work in this section in a complete and acceptable manner.

1.12.1 Work Limits: All work shall be conducted within the work limits shown. The Contractor shall notify the Contracting Officer if it proposes to do any work outside of these limits.

Approval by the Contracting Officer is required before any work can be conducted outside of the work limits.

1.12.4 Stripping: The Contractor shall strip topsoil as required to remove all vegetative material. Material around the scarp face shall be stripped until competent material is encountered. Stripped topsoil material shall be temporarily stored on site or at the designated storage area as shown and spread back in the project after imported topsoil has been placed. Vegetative material obtained from stripping operations shall be properly disposed of offsite in accordance with all local, state, and federal regulations.

1.12.5 Placement of Topsoil: The Contractor shall place and compact topsoil in lifts not to exceed 8 inches. Compaction within the scarp area shall be achieved by a minimum of three passes of standard compaction equipment such as sheepsfoot roller, pneumatic-tired roller, hand-operated compactor, or other approved equipment well suited for the type of soil being compacted. The top 4 inches of topsoil throughout the disturbed area shall not be compacted prior to seed placement. If compaction equipment used leaves a smooth compacted surface, the surface shall be scarified prior to placing additional fill or seed.

The final graded surface of the topsoil on the levee face shall have a constant slope that ties into the undamaged portions of the levee face both upslope and downslope of the restored area. This finished surface shall prevent water from ponding on the levee slope.

1.12.6 Seeding: The Contractor shall place seed at the application rates as specified in Table 3876-1 in MNDOT Standard Specification for Construction using standard seeding methods. The permanent seed mix shall be placed during the identified seeding window specified in Table 2575-1 in MNDOT Standard Specification for Construction. In the event that the permanent seed mix cannot be placed within the specified seeding window, a temporary cover crop shall be placed with the permanent seed mix placed during the next available seeding window. Fertilizer shall be placed at the same time the permanent seed mix is placed at a rate recommended by the fertilizer supplier. The erosion control blanket shall be installed and anchored as recommended by the erosion control blanket manufacturer or supplier immediately after the permanent seed is installed.

1.12.7 Maintenance of Turfed Area: The turfed area shall be watered as necessary until the permanent seed is fully established. Turf is considered to be fully established if there is a minimum of 100 grass plants per square foot and is reasonably free of weeds and visual imperfections as assessed by the Contracting Officer.

1.12.8 Clean-up / Restoration: The Contractor is responsible for clean-up and disposal of all debris offsite in accordance with local, county, state and federal regulations as well as for restoring the site to pre-project conditions, including all areas within or outside of the work limits that are damaged by the Contractor’s operations.
