OSH-RFP-13-0002

1. Is there an incumbent?

Agency Response: The requirement outlined in solicitation OSH-RFP-13-0002 is based on a need defined in fiscal year 2013. The Agency considers the audit function and quality control measures to be essential elements of the requirement.

Agency Response: The Agency currently uses Adobe Acrobat Professional.

3. Are you requesting resumes to be submitted with proposal?

Agency Response: Potential offerors are encouraged to submit proposals that provide the Agency with the ability to evaluate a potential offerors ability based on the evaluation factors listed in section 18 of the combined synopsis/solicitation.

4. Is the dollar amount of $150,000 for the entire four years or is it per year?

Agency Response: The total estimated value of the contract, including the base year and three one year options is not expected to exceed $150,000.

5. How many Administrative Support Services (FTE) are required?

Agency Response: Potential offeors are encouraged to submit proposals that they believe satisfy the requirement as stated in Section 16.6 of the combined synopsis/solicitation.

6. I am interested in responding to the above solicitation and wanted to see if you can tell me who the incumbent is or is it possible to contact the current employee?

Agency Response: The requirement outlined in solicitation OSH-RFP-13-0002 is based on a need defined in fiscal year 2013.

7. As a fairly new business entity, I am curious to know if the Occupational Safety & Health

Review Commission would consider awarding contracts based on the past performance of the management team? We have supported Federal clients over the past 15 years (as employees of larger companies), and have run into the challenge of being without a contract number that is associated with our company. As such, I would like to respond to the solicitation and provide former Federal PMO/client’s direct contact information. Will that be sufficient for your evaluation team to consider our capabilities?

Agency Response: Potential offerors will be evaluated based on the factors listed in section 18 and 18.1.

of the combined synopsis/solicitation. All potential offeors that satisfy the small business set aside stated in section 16.3 of the combined synopsis/solicitation are encouraged to submit proposals.

8. Is this a new or follow on requirement? If follow on, please let us know the contract number, incumbent name and dollar value.

Agency Response: Please see response to question 6.

9. Is the resume submitted for this position?

Agency Response: Please see response to question 3.

10. Do we need to have Secret facility clearance?

Agency Response: The Agency has not established a requirement that potential offerors have a secret facility clearance.

11. Is this a new or follow on requirement? If it is a follow on, please let us know the current contract number and contract value?

12. Who is the incumbent? Is it still eligible to bid as prime for this contract?

13. Let us know how many total FTE’s (Key Personnel) are required under this requirement?

Agency Response: Please see response to question 5.

14. Do we need resume to submit with the response?

15. The RFP states “The Agency anticipates the award of a labor hour contract not to exceed

$150,000 (includes base and three 1 year options)”. Can you clarify if the total project cost should not exceed $150,000 per year for all three years?

Agency Response: Please see response to question 4.

16. Section 16.6.1 of the RFP states, “extensive knowledge of Review Commission case management docketing procedures, practices and operations.” Does this eliminate contractors if they do not have this specific knowledge?

Agency Response: Potential offerors will be evaluated based on the evaluation factors stated in Section

18 of the combined synopsis/solicitation. All potential offeors that satisfy the small business set aside stated in section 16.3 of the combined synopsis/solicitation are encouraged to submit proposals.

17. Is a resume required with submission?

18. In reference to Sol. OSH-RFP-13-0002, the solicitation specifies 1800 hours per year for its estimate. However, there are 2080 hours in a 52 week year. Will the government clarify if it intends to sue the contractor service for the entire year or only a fraction thereof?

Agency Response: The Agency anticipates that the period of performance will be fifty-two (52) weeks from the date of award. Therefore, potential offeors should be prepared to provide 1800 hours of services over the course of a 52 week period.

19. Incumbent company name and Solicitation #?

20. FOIA Officer name and contact info.?

Agency Response: FOIA requests should be submitted to Jennifer Marr, FOIA Public Liaison, at

21. Is the Agency willing to extend the proposal submission deadline to allow small business enterprises more time to respond to the solicitation?
