About this file
This is Amendment 1 to a Simplified Bid Request issued by the University of Wisconsin Shared Services on behalf of UW-Oshkosh for Athletic Event Timing Services. The bid (OSH-20-8110-S) encompasses timing services for 20 line items covering indoor track and field meets, high school championship events, and cross country races scheduled between January 2020 and March 2021. The services include FinishLynx fully automatic timing for indoor track events, online entry and results posting capabilities, video-board integration for indoor meets, and automatic chip timing with finish mats for cross country events. Expected attendance ranges from 80 to over 700 athletes per event. The original bid due date was December 4, 2019 at 2:00 PM CST, with bid prices firm for 60 days from the bid opening date. Amendment 1, issued November 27, 2019, clarified three bidder questions regarding Item 10 that was omitted from the original itemized bid list, power supply requirements for different event types, and confirmation that all events must be bid as a single lot with no breakdowns permitted.
The bid requires contractors to assume all travel, per diem, and equipment expenses, provide employee identification at contractor expense, and supply power equipment for cross country events while the University provides power for indoor track events. Contractors must provide online registration for all events, deliver results in PDF or html format via email, and produce printed result copies as specified per event. Award will be made on the lowest net lot total price basis, with bids disqualifying any bidder guaranteeing specific order quantities or dollar amounts. No specific incumbent information, set-asides, or funding sources are identified in the amendment. The revised Attachment C itemized bid list and Attachment B specifications of services are incorporated as part of the amendment and must be submitted with all bid responses.

Amendment 1
TO BID # OSH-20-8110-S
Issued November 27, 2019
OSH-20-8110-S is amended to answer bidder questions as follows:
| Question 1: | Attachment C appears to skip from Item 9 to Item 11. Should there be an Item 10? |
| ANSWER: | Event Item #10. was omitted in error from the ITEMIZED BID LIST. |
| An amended ATTACHMENT C. AMENDMENT #1 ITEMIZED BID LIST is attached and must be submitted with your bid response. Discard the original ATTACHMENT C. |
| Question 2: | Section 6.2.3 states that the timer shall provide all power. I assume this is meant to apply to cross country meets and not the indoor track meets held in Kolf. Furthermore I assume that power inside of Kolf will be available in the same manner it has been over the past 16 years of providing services there. |
| ANSWER: | Section 6.2.3 on ATTACHMENT B. is amended as follows: |
| Contractor shall provide all power to operate all timing equipment for Cross Country events. No power supply shall be supplied by the University for Cross Country events. | |
| The Department will provide all power to the Contractor for Track and Field Events. |
An amended ATTACHMENT B. AMENDMENT #1 SPECIFICATION OF SERVICES TO BE PROVIDED is attached and must be submitted with your bid response. Discard the original ATTACHMENT B.
| Question 3: | Am I understanding correctly that these events will be awarded as a lot? For example, in the past, as part of the larger timing contract, we have timed one of the meets for free. As such I have listed the price for the event as $0. I just want to make sure that this bid can not be broken down, as our pricing structure is based on doing all the events in the bid. |
| ANSWER: | Page 5, 3.8 Method of Award, first paragraph, is amended in total as follows: |
| 3.8 | Method of Award |
| Award shall be made on the basis of the lowest net LOT total. Bids that state the University shall guarantee orders of a specific quantity or dollar amount will be disqualified. |
End of clarifications and corrections.
Bidder must sign below to acknowledge the clarifications and corrections included herein and attach this Amendment to your bid response.
