Consortium Manager for National University Consortium for Applied Hypersonics

Audience: Members of the Department of Defense (DoD) and Industry Representatives

When: 1 June 2020; 12:30-2:30 PM EST

Where: Teleconference (Government will provide the teleconference call-in information for the general session upon registration, and the company will provide the call-in number for their respective 1-on-1 session, if applicable)

Abstract: The Washington Headquarters Services / Acquisition Directorate (WHS/AD), on behalf of the Office of the Undersecretary of Defense for Research and Engineering OUSD(R&E), intends to award an Other Transaction Agreement (OTA)-Prototype or Federal Acquisition Regulation (FAR) based vehicle for a Consortium Manager to establish a University Consortium with applied hypersonics expertise. The OUSD (R&E) has been tasked by the 2020 National Defense Authorization Act (NDAA) to establish a Joint Hypersonics Transition Office (JHTO) to strategically guide the science, technology, research and development of hypersonic capabilities across the DoD. One of the activities directed by law is a competitive process to establish a University Consortium related to hypersonics with the goal of creating a strong pipeline of research and workforce development to meet the future needs of the department. The University Consortium can be led by a university, a university-affiliated entity, a non-profit, or other entity but will have a governance board consisting of individuals from some of the member schools.

The “University Consortium will be a multi-institutional, cross-disciplinary, self-managing legal entity with a Governance Board representing the member universities and a Director and oversight conducted by a Department of Defense-contracted Consortium Manager. The Consortium Manager will represent the legal entity and is responsible for basic functions including (but not limited to):

- Determining Consortium membership;

- Selecting the Governance Board;

- Implementing and ensuring compliance with security policies

- Ensuring compliance Operations Security (OPSEC) policies

- Ensuring compliance with International Traffic in Arms Regulations (ITAR)

- Overseeing Consortia-related financial transactions

Industry Day Objectives:

- Communicate the Government’s intent for the University Consortium and general requirements for the Consortium Manager

- Provide a forum to communicate challenges and mitigation strategies

- Improve the quality of any future solicitations

- Identify vendors interested and capable of providing requirement

Who Should Attend: The Government intends to compete this requirement under NAICS 541715a Research & Development in the Physical, Engineering, and Life Sciences (except Aircraft, Aircraft Engine and Engine Parts) (< 1,500 employees); the Government welcomes qualified entities to attend the Industry Day. Non- Government advisors will be participating on the Government team.

1- on-1 Session: 1-on-1 sessions will be limited to 15 minutes, and invitations will only be offered to companies that both register for the industry day and meet the following criteria:

1. Company/Organization met deadline for industry day registration;

2. Company/Organization submitted information that demonstrates experience in managing consortiums; and

3. Company/Organization submitted information that demonstrates experience in managing related technical disciplines.

During the 1-on-1’s, the Government is interested in hearing about the construct of the entity’s consortium management approach (e.g.-management structure and governance philosophy of their existing or anticipated organization, current university charter membership and process for new members to join, work opportunities and internal selection processes, etc.). Specific information regarding the 1-on-1 sessions will be provided to each entity when registration information is submitted.

Registration: Pre-registration is mandatory for attendance and must be received NLT 5:00 PM EST on 27 May 2020. This event will be held via teleconference at the UNCLASSFIED Level. In addition to the call-in number for the general sessions, information addressing 1-on-1 session time along with the general industry day briefing slides will be provided to respondents upon confirmation of their registration.

6. The organization’s experience in managing a Consortium (to include number of members).

7. The organization’s ability to be the legal entity with a governance board for a consortium.

Note: The government will review questions submitted by organizations that participate in the industry day and anticipates providing responses to all participants of the industry day.

Therefore, questions should be phrased in a generic manner to allow both questions and responses to be shared with all VID participants.

The government anticipates issuing Request for White Papers (RWPs), Request for Solutions (RFS), or Request for Proposals (RFPs) to the participants of the Virtual Industry Day.

Any submitted information may be used to structure future solicitations. Sensitive, proprietary, or otherwise confidential information must be marked appropriately in the response. The Government intends to encourage collaboration by sharing the Company’s name and the Strategic Engagement Contact with all vendors.

The Government anticipates utilizing non-Government advisors throughout the acquisition process. As such, respondents are advised that data submitted to the Government in response to Industry Day will be released to non-Government advisors for review and analysis.

This notification does not constitute an Invitation for Bids (IFB), a Request for White Papers, a Request for Prototype Proposal, a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation, award a contract, or conduct an acquisition in any particular way. Information gathered through this meeting may influence RFP, RWP, or RPP development.

The Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement or incurred for participation in the Industry Day will NOT be reimbursed.
