About this file
This document is a Request for Sole Source Authorization (SSA) submitted by the Idaho State Board of Education (OSBE) to the Division of Purchasing for a membership/license with the 1EdTech Consortium. OSBE is requesting a 3-year term from October 1, 2024 to September 30, 2027, with the ability to renew. The 1EdTech K12 Contributing Membership will provide OSBE the ability to utilize 1EdTech's digital standards frameworks, access resources, receive support, and contribute to the development of the standards. OSBE is undertaking the modernization of its K12 data system and requires the use of 1EdTech's Competency and Academic Standards Exchange (CASE) framework to manage the workflow and publish competency and academic standards.
The estimated cost of the 3-year membership is $19,500. OSBE certifies that it has sufficient appropriation balances and that the 1EdTech Consortium is the sole provider of the required standards and frameworks. No other suppliers were identified that could provide the same or similar products or services to meet OSBE's business needs. The Division of Purchasing must approve the SSA request for OSBE to proceed with the purchase.

| 1: The 1EdTech K12 Contributing Membership provides the member agency with the ability to utilize the 1EdTech digital standards frameworks to develop and integrate solutions, access on demand resources, receive support and assistance, and allows the agency to help define and steer the standards to better meet the agency needs. One can not use the standards to integrate and publish solutions without being a member. | |
| 2: OSBE is currently modernizing its K12 data system and is focused on using standards to increase interoperability with partner systems and 3rd party platforms. We are about to undertake the buildout of a system to manage the workflow of Competency and Academic Standards and to publish them in a digital manner for ingestion by LEA and other systems. The CASE framework is the best toolset for our team to deliver this outcome. In order to utilize the CASE standard, the state SEA is required to be a contributing member of 1EdTech so that the results can be published and ingested. This membership will also cover use of the other 1EdTech standards for use in credentialing and managing learner records. | |
| 4: The 1EdTech Consortium is the licensor of the most comprehensive standards used for performing this work. There is no other competitor solution that provides the same purpose or function. | |
| possible suppliers: The CASE standard, as well as other standards such as LTI, CLR, and Open Badges, are essential to successful implementation. They are managed and overseen by 1EdTech and are not available to be licensed from any other entities. | |
