Section C - Description/Specifications/Statement of Work

Performance Work Statement

Maritime Expeditionary Security Group ONE

Force Generation Professional Support Services

1. BACKGROUND

The Maritime Expeditionary Security Force (MESF) represents a unique capability within the Navy and, as such, squadrons require specialized / advanced training at the individual and unit levels prior to deployment. Maritime Expeditionary Security Group ONE (MESG ONE) units maintain an operational presence in all Navy Numbered Fleet Areas of Operation and are based in San Diego, CA; Seal Beach, CA; Bangor, WA and Agana, Guam. The MESG ONE Training Department (N7) is responsible for standardized Echelon IV policy, process, procedure, and doctrine that aligns Force Development (Fd) and Force Generation (Fg) requirements for the tactical units of action (UoA).

MESG ONE is comprised of the Maritime Expeditionary Security Training Evaluation Unit ONE (MESTEU ONE) to support Maritime Expeditionary Security Squadrons (MSRONs) Unit Level Training and advanced tactics training requirements for two Active Component (AC), four Reserve Component (RC) squadrons, two High Value Unit (HVU) Escort Detachments and one Forward Deployed Naval Force (FDNF) Embarked Security Detachments. The MESTEU is the sole unit responsible for applying training across all echelon five commands and providing certification recommendation to the MESG ONE for each MSRON, FDNF Embarked Security Detachments prior to deployment. Due to the nature of the evolutions conducted, most of the training events are High Risk Training (HRT), as defined by OPNAVINST 1500.75 (Series), NECCINST 1500.3 (Series), and MESFINST 1500.1 (Series).

MESG ONE Echelon V units are staffed with a diverse mix of personnel with limited MESF experience, many with no background in MESF operations, and only a very limited number with consistent MESF expertise. This composition results in a lack of continuity, long-term consistency of effort, and significant gaps in policy, doctrine, and professional knowledge across all levels of tactical leadership. To address these shortfalls, the training force must be augmented with professional contractor personnel who can develop, maintain, and deliver curriculum and policy aligned with Naval Education and Training Command (NETC) requirements. Contractor augmentation is also critical to support exercise planning (both internal and integrated), advance Fd, and ensure compliance with established learning standards throughout the optimized fleet response plan (OFRP) for Fg requirements.

MESG ONE is located aboard Navy Outlying Field Imperial Beach, CA. This location is the administrative and curriculum headquarters for the units and where most of the classroom instruction and practical exercise training are conducted. The majority of MESG ONE's maritime, field exercises /training, and weapons training are conducted typically at various military ranges in CA, in the waters of Southern California and their surrounding littorals. MESG ONE personnel travel to required sites, both stateside and deployment sites, if necessary, to execute training and, upon completion, return to Imperial Beach.

2. PERIOD OF PERFORMANCE

The period of performance associated with this Performance Work Statement (PWS) shall be for a twelve-month base period with four option years and one (1) six-month option period exercised at the discretion of the Government.

The objective of this requirement is to obtain professional contractor support services that enhance MESG ONE's ability to develop, deliver, and sustain standardized training and readiness programs in alignment with Naval Education and Training Command (NETC) (e.g., NAVEDTRA M-142 requirements) and higher headquarters guidance. Contractor support will ensure the development, maintenance, and delivery of curriculum and policy that directly addresses these gaps, while supporting MESG ONE initiatives to project and prepare for future training and readiness requirements.

4.1.4. Fd activities to align training with future capability requirements.

4.1.5. Echelon V training program management to reinforce consistency and standardization across subordinate commands.

In addition, contractor personnel will provide analytical expertise through comprehensive research and review of MESF, NECC/NECCPAC, NFC /NECTF, NAVSEA, and joint service technical documents and publications. This support will inform curriculum development, policy updates, and doctrine integration, ensuring MESG ONE's training force remains aligned with emerging requirements, future force structure, and evolving operational environments.
