Justification for an Exception to Fair Opportunity or to Use Brand-Name Restriction

UNCLASSIFIED

November 2018 UNCLASSIFIED Page 2 of 5 lines. A second proposed approach, which would incur another 6 to 9 months of development and additional software of Oracle Data Integrator (ODI) paired with GoldenGate and additional server hardware, would eliminate some of the MV objects completely by re-architecting the system, and this code development would coincide with an upcoming transition in System Integrators (SI). In the interest of delivering the quickest solution to a major problem, the O-5 program lead as supported by Senior Materiel Leader (SML) O-6 at the Financial Systems Division (HIG) level has selected the first option, while holding the second option in reserve for future consideration. To assist with this endeavor, Oracle proposed a best-value approach to suit the program office's urgency and Fiscal Year End budget, with license coverage bundled for all of environments, as follows:

• Oracle GoldenGate software, used for data replication capability:

1) Processor licenses, for development in Production environments:

Part number L75978, Oracle GoldenGate - Processor, Quantity 256.

Part number L75978-S, Oracle GoldenGate - Processor, Software Update License & Support, Quantity 256.

2) Named User Plus licenses, for Non-Production environments, in the Base year:

Part number L75967, Oracle GoldenGate - Named User Plus, Quantity 3,200.

Part number L75967-S, Oracle GoldenGate - Named User Plus, Software Update License & Support, Quantity 3,200.

• Oracle GoldenGate Foundation Suite software, used for monitoring capability:

1) Processor licenses for development in Production environments:

Part number L104710, Oracle GoldenGate Foundation Suite - Processor, Quantity 256.

Part number L104710-S, Oracle GoldenGate Foundation Suite - Processor, Software Update License & Support, Quantity 256.

2) Named User Plus licenses, for Non-Production environments, in the Base year:

Part number L104716, Oracle GoldenGate Foundation Suite - Named User Plus, Quantity 3,200.

Part number L104716-S, Oracle GoldenGate Foundation Suite - Named User Plus, Software Update License & Support, Quantity 3,200.

Note: The products will require annual renewal of the Software Update License & Support.

The GoldenGate licenses will deploy to the existing e-Business Suite (EBS) Databases that reside on Oracle SuperCluster (SSC) M7 hardware, while the GoldenGate Foundation Suite (bolt-on) licenses will require a Windows-based server as its host. The Windows-based servers are being separately acquired in Oracle Managed Cloud Services (OMCS) and Defense Information Systems Agency (DISA).

In OMCS at Austin, Texas, EBS Databases (DUSA5I, DUSA4I, and DUSA3I): 1,280 Named User Plus.

In DISA enclaves, EBS Databases:

- In SSC1/SSC2 (Test): 640 Named User Plus.

- In SSC6 (Pre-Production): 1,280 Named User Plus.

- In PROD (Production): 128 Processor

- In DR/SSC3/SSC4/SSC5 (for Disaster Recovery [DR] operation, or Test): 128 Processor.

Note: Each physical processor normally requires a minimum of 25 Named User Plus licenses of GoldenGate for license compliance; however, Oracle's proposal tailors this to 10 per processor, so long as the licenses are restricted to certain environments within the system, and the entire order must be completed in September 2020. With Oracle's proposal, the procurement and sustainment costs will be reduced significantly from public sector pricing, based on the ordering volume

(4) Justification for restricting consideration to a brand-name item:

Pursuant to FAR 16.505(a)(4)(i), “The contracting officer must justify restricting consideration to an item peculiar to one manufacturer (e.g., a particular brand-name, product, or a feature of a product that is peculiar to one manufacturer). A brand-name item, even if available on more than one contract, is an item peculiar to one manufacturer.”

No other supplies will satisfy agency requirements than Oracle financial management Enterprise Resource Planning (ERP) software, consisting of application and technology products, based on the operating concept of .

At program inception in 2005, selected Oracle from competing brands of financial management ERP as the best value to the government. The program has since delivered capabilities on an Oracle-specialized platform. An alternate brand of software would not be compatible with existing license inventory, the acquisition of which would necessitate a significant redevelopment effort. The Oracle brand for financial management ERP is software is inextricably linked with the program, thus the ordering of licenses and technical support for the ERP must continue to be restricted to Oracle. The solution is built on the Oracle EBS Federal version for Financials, in which modular application products are integrated into a web-enabled interface to perform business transactions across the AF enterprise.

Acquisition of an alternative solution to Oracle ERP products would require the program's SI to produce a full Analysis of Alternatives (AoA) on the current solution's architecture, which is not currently on contract, and this lead time would exceed the remaining Period of Performance and threshold, to implement the program's solution. As such, this would require a new contract and likely a new SI contractor, which is estimated cost of an additional annually. Further, the re-baseline effort would cost the program months of rework, transition of its knowledge base, and unacceptable delays in addressing the performance problems experienced by 's user base of 16K on a daily occurrence.

MARKET RESEARCH:

The commercial products considered for meeting the Government's data replication needs included: 1) Oracle Change Data Capture, 2) Oracle GoldenGate, 3) Quest SharePlex, and 4) HVR Software. These products were reviewed for their technical compatibility with Oracle EBS, along with their learning curve, licensing and hardware requirements, and additional resources needed to operate.

The first product, Oracle Change Data Capture, was eliminated based on two factors: a) the deprecation of its support beyond the EBS version on which is based and b) the need for additional custom code to process the data, which is incompatible with guiding principle for new capabilities.

Compared to Quest SharePlex and HVR products, Oracle GoldenGate offered the following advantages: a) reads the Oracle Databases' “Redo Logs” to capture changes, so there is no impact to the transactional EBS system, b) provides near real-time data integration, to reduce latency, c) has built-in mechanisms for data recovery and fault tolerance, d) provides zero downtime for upgrades and migrations, e) provides a foundation for adding near real-time data into the Reporting data warehouse environment, and f) bundles licenses for XSTream and Active Data Guard, thereby providing additional support at no additional cost. Without these listed advantages, the Government would be delayed 6 to 9 months of schedule before implementation for an AoA, 3 additional months for implementation (if the AoA yields results that it is a working technical solution), and costs of for an Agile Software Development team to integrate alternative products into the Oracle database, plus new software costs.

Oracle GoldenGate is already certified to work with the existing architecture and will be maintained for the foreseeable future, providing reliability and support as grows:

• EBS 12.2.5 and later 12.2.x releases

• Database 12.1.0.2 or 11.2.0.4

• GoldenGate 12.1.2 and later 12.x releases

Based on analysis by Oracle Subject Matter Experts, Oracle GoldenGate integrates well with the other Oracle products that already employs in its implementation.
