Purpose
WorkForce Central seeks to identify entities qualified to assess our current fiscal processes and recommend improvements and to obtain projected costs for completing this work.
WorkForce Central Information
WorkForce Central’s mission is to steward the workforce development system in Pierce County, WA, working on behalf of the Local Workforce Development Board and Chief Elected Officials.
We bridge the gap between job seekers, employers, and community organizations to build a robust workforce and ensure economic vitality across the region. For more information, please see www.workforce-central.org.
Our work includes administering, procuring, and subcontracting a combination of federal, state, local government, and private funding, each with distinct and often complex budgetary, documentation, and compliance requirements. We aim to improve the efficacy of our fiscal responsibilities while remaining compliant with regulatory requirements. Fiscal processes to be assessed include, but aren’t necessarily limited to, documentation collection and storage, subcontract reviews and approvals, credit card reconciliation, and invoicing and payment processes.
Scope of Work
If an entity is selected for a contract, they will complete a high-level assessment and mapping of WorkForce Central’s current fiscal processes and provide recommendations to improve efficiency and effectiveness, while maintaining compliance requirements. WorkForce Central will discuss and clarify the scope of work and expectations with a selected entity, but the assessment is anticipated to cover the following areas:
• Budgeting and planning
• Accounting and financial reporting
• Invoice review and payment processes
• Internal controls
• Journal entries
• Cash management
• Credit card reconciliation
• Payroll
• Procurement and expenditures
• Documentation collection and storage
• Subcontracts development, review and approval

The expected assessment approach will include:
• Review and analyze financial policies, procedures, and reports.
• Conduct interviews with key personnel, to include the three-person Fiscal Department team and 7-10 additional staff members most frequently involved with fiscal processes.
• Observe execution of financial processes.
• Review financial data, processes and transactions for accuracy, efficiency and compliance.
A written report will be submitted that:
• Provides an overall assessment of WorkForce Central’s fiscal processes
• Summarizes key takeaways
• Highlights key strengths and opportunities for development in each assessed area
• Provides specific examples and evidence to support findings
• Offers detailed and actionable recommendations to improve process and workflow efficiency
• Prioritizes recommendations based on impact, costs and feasibility
• Outlines steps and a suggested timeline for implementing recommendations
Desired Qualifications
• Significant experience assessing organizations’ fiscal processes and providing improvement recommendations; experience with local government organizations is highly desirable
• Knowledge of and experience with general accounting standards
• Knowledge of federal, state and local government funding sources and requirements
• Familiarity with 2 CFR (Code of Federal Regulations) 200 Uniform Guidance
• Understanding of the workforce development system in Washington State and Pierce County

2. QUALIFICATIONS: Please describe your qualifications and areas of expertise, addressing each item in the Desired Qualifications section of this RFQQ.
3. EXPERIENCE/REFERENCES: Provide descriptions of three successful projects similar to this RFQQ scope of work, with emphasis on fiscal process assessments for organizations which receive federal and other government funding. Please also include the organization name, when the work was completed, and contact information which WorkForce Central may use for a reference.

4. TIMEFRAME: Estimate the timeframe and/or number of hours it will take to complete the fiscal processes assessment and submit the report.
5. QUOTE: Provide the projected cost of completing the assessment and report, including an hourly rate if applicable. Please include explanations and assumptions on which the quote is based, as appropriate.
