About this file
This document is a Question and Answer (Q&A) file for the Petroleum Master Agreement Request for Proposals (RFP) KATA 2026000038, issued by the State of Colorado. The RFP addresses procurement requirements for petroleum-related services and includes clarifications on personnel qualifications, proposal formatting, and submission requirements. Key clarifications include that OSHA 40-hour and 8-hour certifications must be submitted for all personnel expected to enter the field on State Lead projects, including field technicians, scientists, and project managers, with the exception of key personnel who will never access field sites. Previous reports or examples of past work already submitted to Colorado may retain their original formatting, while new proposal materials must adhere to specified font and formatting standards.
The Q&A document provides essential submission guidance regarding proposal formatting requirements, specifically clarifying that double-spacing requirements apply only to Attachment C, Section C (Characterization) rather than the entire proposal. This distinction enables respondents to optimize proposal presentation while maintaining compliance with specific section formatting standards. The document serves as an official channel for resolving ambiguities in the RFP instructions, ensuring all bidders receive consistent guidance on submission requirements and personnel qualifications prior to proposal deadline.
