The sole source justification is based on the facility's existing proprietary MEI System edgers, which require direct interoperability with the 4D Tracer for seamless data transfer and workflow integration. Comprehensive market research was conducted across multiple databases (SBA Small Business Search, GSA Advantage, FPDS-NG, Microsoft Copilot, ADDS UP, CPARS, SCMC, and DLA ECAT) and alternative manufacturers (HOYA, National Optronics, Essilor), yielding no compliant domestic alternatives. A Sources Sought Notice was published May 14–25, 2026, with only one vendor (BHPE LLC, an SDVOSB) expressing interest but submitting no documentation and lacking authorization to distribute MEI System products. The OEM has confirmed these are proprietary items available only through MEI System Inc., 200 Pierce Rd., Itasca, IL 60143. Responses demonstrating competitive advantages must be submitted by 12:00 PM EST on September 14, 2026, to LouAnn Gilliland (louann.gilliland@va.gov). The NAICS code is 339115, and the FSC/PSC is 6540. Remote support from the vendor at no additional cost is required for installation and machine operation inquiries.

Notice of Intent to Sole Source Requirement

The Department of Veterans Affairs, VISN 10 intends to negotiate a sole source order under Federal Acquisition Regulation (FAR) 12.101(a). The Richard L. Roudebush VA Medical Center, located at 1481 W. 10th Street, Indianapolis, IN 46202, requires an order for a firm-fixed purchase order for a MEI 4D Optical Tracer, installation and training for the following items:

4D TRACE: Perfect Fit system, ready to be integrated with specific frame tracer, to perform the frame groove depth measurement in combination with frame tracing. A simple interface will combine tracer data and groove depth for the Perfect Fit.

Location of Work Delivery of requested equipment will go to the Richard L. Roudebush VA Medical Center, located at 1481 W. 10th Street, Indianapolis, IN 46202. Upon receipt of new equipment, Biomedical Engineering will conduct a formal inspection to verify proper functionality and compliance with technical requirements. After verification, the equipment is assigned an official asset identification tag and documented in the department’s inventory management system to ensure accurate tracking and lifecycle oversight. The official asset of this equipment and where all work shall be performed, will be at the on-site location: VA VISN 10/12 Optical Lab, 5610 Dividend Rd. Suite B, Indianapolis, IN 46241. Hours of operation at this site are Monday through Friday 6:00AM – 4:30PM; closed on all federal holidays.

The Department of Veterans Affair, VISN 10 Prosthetics Services requires an upgrade/replacement of one (1) of our present analog Tracer to the MEISYSTEMS 4D Tracer. This equipment is presently located at the VA VISN 10 Optical Lab, Indianapolis, Indiana. As with all previous MEISYSTEM procurements, the government expects remote support in the installation, and/or any questions regarding the operation of this machine, should the need arise, at no additional charge to the government.

The associated North American Industrial Classification System (NAICS) code for this procurement is 339115. The FSC/PSC is 6540. The vendor will be Meisystem Inc., 200 Pierce Rd., Itasca, IL 60143.

A firm-fixed price contract is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source.

This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 12pm EST on September 14, 2026. No phone calls will be accepted for this solicitation package.

Justification for Single Source Awards IAW RFO FAR 12.102(a) For Over Micro-Purchase Threshold but Not Exceeding the SAT ($350K)

1. Contracting Activity: Department of Veterans Affairs, VISN 10, Richard L. Roudebush VA Medical Center, Indianapolis, IN 46202, is seeking to procure 1 (one) MEI System 4D Tracer for the Richard L. Roudebush VA Medical Center – Ophthalmology Clinic, Indianapolis, IN 46202.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The requirement is for the procurement of one MEI System 4D Tracer, a specialized optical measurement and tracing system engineered to capture precise three‑dimensional profiles of optical components. The 4D Tracer provides the high‑accuracy, automated measurement capability necessary to support production, inspection, and quality‑assurance functions within the facility.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The MEI System 4D Tracer is required because the facility already utilizes the proprietary 3 (three) MEI System edgers, which is specifically designed to interface with and receive measurement data directly from the 4D Tracer. Acquiring the 4D Tracer ensures full system interoperability, maintains the integrity of existing workflows, and enables seamless data transfer between equipment. Without the 4D Tracer, the facility cannot fully utilize the capabilities of its existing MEI System edgers, resulting in reduced efficiency, increased manual processing, and diminished measurement accuracy.

· Must provide high‑precision, automated 3D optical measurements with accuracy sufficient to support detailed tracing and verification of optical components.

· Must include advanced sensor and scanning technology capable of capturing complex lens geometries and profiles with repeatable and traceable measurements.

· Must be fully interoperable with the facility’s existing proprietary MEI System edger, including the ability to transmit measurement data directly to the edger without manual data transfer or configuration workarounds.

· Must utilize the MEI System proprietary communication protocol required to enable seamless data exchange, workflow integration, and automated processing between MEI System devices.

· Must support the facility’s existing software environment, including compatibility with current MEI System software, data formats, and workflow configurations.

· Must allow real‑time visualization, validation, and adjustment of traced optical profiles prior to production or edging.

· Must be capable of handling a range of optical component sizes and shapes consistent with the facility’s mission requirements.

· Must provide stable, repeatable operation suitable for high‑demand production and inspection environments.

· Must offer user‑friendly controls, calibration systems, and maintenance features to ensure high uptime and minimal operational disruption.

· Must maintain data integrity and measurement accuracy compliant with established facility, industry, or technical standards.

4. Description of market research conducted and results or statement why it was not conducted: Market Research was conducted, beginning with the SBA Small Business Search (SBS) was searched on 05/14/2026 under NAICS Code 339115 and SD/VOSB, which yielded 14 results. SBA SBS was also searched on 05/14/26 under NAICS 339115 and the keyword “Tracer” and yielded no results. GSA Advantage was searched 05/14/2026 using the keywords under the subsection, Scientific & Medical, “Tracer” and were used and this yielded no results. Searched the National Acquisition Center (NAC) Contract Catalog Search Tool on 05/14/26 using the keywords “Optical Tracer” and no results were found. Searched the Federal Procurement Data System (FPDS-NG) on 05/14/26 using the advanced filter key word, “MEI System” and NCO 10’s Office Code “250”, which identified 10 procurements from 2021-2024. However, another FPDS-NG search, using “Optical Tracer” and “250” identified no vendors. Searched Microsoft Copilot on 6/22/26; findings indicate that there are no prior actions for an Optical 4D Tracers. The Analytics, Data, and Decision Support Unified Platform (ADDS UP), using key words “Optical Tracer” which did identify 194 actions. Additionally, the Filters, “Product”, “Funded or Awarded”, and “Medical” were all checked, providing 70 potential vendors. A review was conducted of those 70 vendors, which identified no vendors/awards for an Optical Tracer. Contractor Performance Assessment Reporting System (CPARS) was utilized in Market Research, which led to no additional information. Searched the Supply Chain Master Catalog (SCMC) on 05/14/26 under “Tracer” and “Optical”, which provided no findings. Searched Defense Logistics Agency (DLA) Electronic Catalog (ECAT) on 06/22/26 using the keywords “Optical 4D Tracer” which yielded no products. Made In America (MIA) Waiver Library was reviewed on 5/14/2026, which did identify an MEI System Eyeglass Edger approved 4/3/2024, although no MEI optical 4D Tracer was located. The Nonmanufacturer Rule (NMR) was searched using the NAICS Code 339115, which was not found under the NMR Listing.

Sources Sought Notice 36C25026Q0578 was published on 05/14/2026 and ended 05/25/2026. One (1) vendor expressed interest: BHPE LLC.

BHPE - Did not submit any documents for review.

According to Copilot on 5/14/2026: BHPE is an SDVOSB vendor, federal contracting firm, offering logistics, procurement, and support services across healthcare, defense, and infrastructure, but there is no indication that they distribute or are authorized dealers for optical manufacturing equipment such as the MEI System 4D Tracer. While they engage with the Department of Veterans Affairs and other federal agencies, publicly available information does not list MEI System products or similar optical tracers among their capabilities or product offerings.

The BHPE site was reviewed looking for a potential 4D Tracer that could be offered by this SDVOSB entity. However, there is no indication that BHPE is able to provide an optical 4D Tracer. In addition, the OEM has clearly stated that these are proprietary items not offered by any vendor other than the OEM, MEI System or its US affiliates.

Our mission partners conducted market research of the following equipment: 1) HOYA GT-700 Tracer, 2) National Optronics 4Tx and 10Trace, and 3) Essilor TESS Series. Based on the results of the market research no compliant domestic alternatives are available to satisfy the Government’s requirements.

5. Contracting Officer's Certification: Purchase is approved in accordance with RFO FAR12.102(a). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
