U.S. Fish and Wildlife Service

Region 5 Fire Management Branch

Northeast Compact Support to the USFWS

Catalog of Federal Domestic Assistance (CFDA) Number: 15.674

Notice of Funding Opportunity

This is an announcement for issuing a single source financial assistance award to the Northeast

Forest Fire Protection Commission for a period of five years. This announcement is for notification purposes only

I. Description of Funding Opportunity

The intent of this award is to provide the agency share of costs attributed to the Northeast

Coordination Center (NECC) operations and the Service’s interagency involvement as an associate member of the Northeast Forest Fire Protection Commission (NFFPC).

NFFPC annual assessments

NECC staffing, supplies, and support costs

Training, fees, and associated travel costs

Cooperate with one another for the mutual benefit as well as the general benefit of the people of the United States of America and for future generations to enjoy the natural and cultural resources of the Fish and Wildlife Service.

Project-specific elements: The applicant and subsequent award recipient will assist NECC in meeting staffing, labor costs, support needs, mobilizing resources and providing fire intelligence to assist U.S. Fish and Wildlife refuges. Additionally, the recipient funding may provide for training and travel costs of Service staff including NFFPC and NECC meetings. The Compact is the quickest way to mobilize and pay for expenses incurred by agency members responding to short term emergency needs as they arise. The expected amount available to support this work is approximately $60,000 and will be the cost of this Cooperative Agreement.

The Compact was established for just such purposes, enabling it to respond with very short notice to emergency events. The Service will have substantial involvement in all planning, funding, and coordination meetings including formalized Board and Commissioner’s Meetings.

Department of the Interior financial assistance priorities to be addressed by the program:

1. Creating a conservation stewardship legacy will occur through our interagency efforts to scientifically implement appropriate use of prescribed fire and fuels treatments across agency lines to reduce fuels and promote healthy fire adapted ecosystems.

2. Utilizing our natural resources is reflected in various fuels management treatments that prescribe appropriate forest and habitat management prescriptions that will generate forest products and other associated byproducts while improving the overall health and vigor of a wide variety of affected habitats.

6. Protecting our people and the border applies to reducing hazards to communities at risk to wildfire concerns resulting from unhealthy forests and increased wildland fuel loads.

10. Achieving our goals and moving our team forward results from maintaining and improving our interagency relations and partnerships, reducing fuel loads and hazards to communities at risk, implementing effective and efficient interagency mobilization processes, agreements, and training initiatives.

The proposed agreement will be entered into under the following authorities:

Department of the Interior and Related Agencies: 42 U.S.C. 1856 et seq., Appropriations Act of

2001, Title IV, Public Law 106-291. Department of the Interior, Environment, and Related

Agencies Appropriations Act, 2016, Department-wide Programs, Wildland Fire Management, Public Law 114-113.

II. Award Information

This will be a cooperative agreement issued as a single-source award. The anticipated amount is approximately $60,000 and is likely to be reestablished in future years. The U.S. Fish and

Wildlife Service (Service) will be substantially involved in projects under this funding opportunity. In particular, the Service will be responsible for the following:

Regular involvement of Service staff as members of the NECC Board, NFFPC

Commissioners, Operations Group Representatives, and Working Team members;

Planning and coordinating effective fire management efforts amongst NFFPC member agencies;

Providing direction and support to the NFFPC Executive Director in regards to

Commission business and NECC coordination of resources and information; and

Limiting recipient discretion with respect to scope of work, organizational structure, staffing, mode of operations and other management processes, coupled with close monitoring or operational involvement during performance under the award.

III. Basic Eligibility Requirements

Eligible Applicants:

Federal law mandates that all entities applying for Federal financial assistance must have a valid

Dun & Bradstreet Data Universal Number System (DUNS) number and have a current registration in the System for Award Management (SAM). See Title 2 of the Code of Federal

Regulations (CFR), Part 25 for more information. Exemptions: The SAM registration requirement does not apply to individuals submitting an application on their own behalf and not on behalf of a company or other for-profit entity, state, local or Tribal government, academia or other type of organization.

A. DUNS Registration

The Northeast Forest Fire Protection Compact DUNS number is 077585201.

B. Entity Registration in SAM

Register in SAM at www.sam.gov. Once registered in SAM, entities must renew and revalidate their SAM registration at least every 12 months from the date previously registered. Entities are strongly urged to revalidate their registration as often as needed to ensure that their information is up to date and in synch with changes that may have been made to DUNS and IRS information. Foreign entities who wish to be paid directly to a

United States bank account must enter and maintain valid and current banking information in

SAM.

Note: The official U.S. government website address for SAM is www.sam.gov. There is NO

COST to register in or access SAM.gov. There are third-party vendors who charge a fee in exchange for registering entities in SAM; please be aware that you can register to do business with the U.S. government FOR FREE directly in SAM at www.sam.gov.

C. Excluded Entities

Applicant entities or their key project personnel identified in the SAM.gov Exclusions database as ineligible, prohibited/restricted or excluded from receiving Federal contracts, certain subcontracts, and certain Federal assistance and benefits will not be considered for

Federal funding, as applicable to the funding being requested under this Federal program.

The Service conducts a review of the SAM.gov Exclusions database for all applicant entities and their key project personnel prior to award.

D. Cost Sharing or Matching:

Cost sharing is not required.

IV. Application Requirements

To be considered for funding under this funding opportunity, an application must contain:

B. Project Summary

The “Northeast Compact Support to the USFWS” project is requested for a 60 month period.

The focus of funding is to provide and support the USFWS share of wildland fire management associated business for the northeastern part of the U.S. (Compact). Funds are used to operate and support a sub-regional dispatch center, NECC located in NH, 2) to operate and support the Northeast Forest Fire Protection Commission (Compact) business, and 3) to provide funding for U.S. Fish & Wildlife staff while attending important wildland fire training courses and meetings associated. Funding for this project is currently available in the FY18 budget and will provide for the anticipated costs and burdens of the Service over the next 5 year period.

C. Project Narrative

1. Statement of Need: The Service has been a member of the Compact since 2007 and in this time has built a strong partnership with the other NFFPC members improving our ability to respond to emergency incidents with highly trained and qualified fire personnel. The creation and enhancement of the interagency coordination center (NECC) has enhanced mobilization of resources to fire incidents, forest health concerns, and natural disasters. By agreement, the Service has joined with our NFFPC partners to support the interagency coordination center (NECC) venture by providing staffing, annual funding, and assessments essential to maintaining an effective interagency coordination and collaboration of wildland fire management activities throughout the NFFPC.

2. Project Goals and Objectives:

1) Provide for effective Resource mobilization regionally and nationally.

2) Promote a positive interagency relationship with our neighbors and partners.

3) Ensure adequate training opportunities exist for the development of Service staff.

4) Protect Service and adjacent lands from fire hazards.

5) Promote healthy landscapes and habitat through effective planning and coordination.

3. Project Activities, Methods and Timetables: The intent for funding is as follows:

FY2019 $ 6,400

FY2020 $13,400

FY2021 $13,400

FY2022 $13,400

Fy2023 $13,400

4. Stakeholder Coordination/Involvement: The NFFPC is an interstate and international government entity that facilitates and coordinates wildland fire management activities for

7 U.S. states, 4 provinces within Canada, and the New York City Fire Department. All partners are actively engaged in the Compact affairs and share the financial commitments of membership and NECC support based on funding apportionment that considers acres protected and resources supported. The Service will remain actively involved in the

NFFPC business affairs and provide appropriate direction as needed.

5. Project Monitoring and Evaluation: The funding will be managed by the NFFPC

Director and monitored by the Service’s appointed Commissioners along with the

Regional Fire Management Coordinator (RFMC) for appropriateness. The NFFPC also is required to undergo annual auditing.

6. Description of Entities undertaking the Project: Funding will be awarded by the

Service to the NFFPC for use towards the NFFPC and NECC identified purposes as described above.

D. Budget Form

Complete the Budget Information for Non-Construction Programs (SF 424A) or Budget

Information for Construction Programs (SF 424C) form. Use the SF 424A if your project does not include construction and the SF 424C if the project includes construction or land acquisition. Conflicts of interest include any relationship or matter which might place the recipient, the recipient’s employees, or the recipient’s sub-recipients in a position of conflict, real or apparent, between their responsibilities under the award and any other outside interests. Conflicts of interest may also include, but are not limited to, direct or indirect financial interests, close personal relationships, positions of trust in outside organizations, consideration of future employment arrangements with a different organization, or decision-making affecting the award that would cause a reasonable person with knowledge of the relevant facts to question the impartiality of the applicant, the applicant’s employees, or the applicant’s future sub-recipients in the matter. Applicants must notify the Service in writing in their application if any key project personnel, including sub-recipient and contractor personnel, are known to be related to, married to, or have a close personal relationship with any Federal employee in or associated with the program to which you are applying for funding or who otherwise may be involved in the review and selection of the application. Upon receipt of such a notice, the

Service program, in consultation with their Ethics Counselor, will determine if a conflict of interest exists and, if so, if there are any possible actions to be taken by the applicant to reduce or resolve the conflict. VI. Application Review Information

Criteria:

The NFFPC is the sole interstate and international government entity that facilitates and coordinates wildland fire management activities for the 7 U.S. states, 5 provinces within Canada, and the New York City Fire Department here in the northeast. The USFWS Northeast Region has been a member of the Compact since 2007, and by agreement the Service partners with the

NFFPC to support the interagency coordination center (NECC) venture by providing staffing, annual funding, and assessments essential to maintaining an effective interagency coordination and collaboration of wildland fire management activities throughout the NFFPC. This is a unique and very specific partnership established under federal legislation for the purpose of coordination of fire management affairs which the NFFPC is the only viable applicant knowledgeable of the organizational and financial details which this award pertains.

Prior to participating in any review or evaluation process, all staff and peer reviewers, evaluators, panel members, and advisors must sign and return to the program office point of contact the

“Department of the Interior Conflict of Interest Certification” form. For a copy of this form, contact the Service point of contact identified in the Agency Contacts section below.

Prior to award, the Service reviews the selected applicant’s statement regarding potential overlap or duplication in terms of activities, funding, or time commitment of key personnel and makes a determination regarding Service funding. Depending on the circumstances, modification of the application, other pending applications, or an active award may be necessary, or the Service might choose to not fund the proposed project.

Each fiscal year, for every entity receiving one or more awards in that fiscal year, the Service conducts a risk assessment based on eight risk categories. The result of this risk assessment is used to establish a monitoring plan for all awards to the entity in that fiscal year. For a copy of the Service’s risk assessment form, go to https://www.fws.gov/grants/atc.html.

Prior to approving an award with a Federal funding amount that exceeds or is expected to exceed the simplified acquisition threshold, as adjusted (see 2 CFR 200.88), the Service must review and consider any information about the applicant that is in the designated integrity and performance system accessible through SAM (currently FAPIIS; https://www.fapiis.gov/fapiis/index.action) to determine if, at a minimum, the information found in the system for the applicant demonstrates a satisfactory record of Federal award performance and integrity and business ethics (see 2 CFR 200.205(a)(2)). The Service must also report to FAPIIS if an applicant subject to this review is found not qualified for a particular award due to its prior record of integrity or performance under Federal awards (see 2 CFR 200.212).
