OVERVIEW

The Kalispel Tribe has received financial assistance in previous years from Reclamation to help the Kalispel Natural Resources Department (KNRD) establish and maintain continuous stream flow monitoring and water quality analyses in and around the reservation. The KNRD water resources monitoring program operates about 65 water quality monitoring sites with continuous flow recording at 9-12 of the core sites consistent with the Kalispel Water Monitoring Strategy.

This grant will provide continued assistance in funding laboratory costs for water analyses and partial support of a hydrologic technician needed to operate and maintain stream flow monitoring sites including development of their flow rating curves for the continuously recorded sites.

KNRD will continue to monitor several streams throughout the Kalispel ceded land for instantaneous flow and field parameters such as turbidity, pH, temperature, conductivity, and dissolved oxygen. Samples will assess nutrients, suspended solids, bacteria, and dissolved metals in the Pend Oreille River.

KNRD will continue to: (1) operate continuous stream flow monitoring sites; (2) perform stream flow transect measurements; (3) check the pressure transducer calibration; and (4) download recorded stream stage data. Flow rating curves necessary to calculate stream flow discharge data are prepared annually using the Aquarius Hydrometric Workstation software.

RECIPIENT INVOLVEMENT

The Kalispel Tribe is committed to the conservation of natural resources within the boundaries of the Kalispel Indian Reservation and their adjudicated lands. To continue the water resources monitoring program allows KNRD to understand changes in the quantity and quality of water within their lands and how it may affect the tribe’s aquatic resources and restoration program.

The public purpose of this agreement is to:

• Provide current valuable data on changes in stream flow and water quality;

• Enhance the management of aquatic resources and restoration programs to address current and/or future water quality concerns for the protection of human health, fish and wildlife and the environment;

• Improve monitoring, management strategies, and restoration goals by improving the reservation water resources that can affect the outcome of environmental issues in the watersheds, habitat, invasive species, and water quality standards; and,

• Provide future water enhancement needs for the Tribe’s continuous stream flow monitoring and water quality analyses in and around the reservation.

RECLAMATION INVOLVEMENT

No substantial involvement on the part of Reclamation is anticipated for the successful completion of the objectives to be funded by this award. It is anticipated that Reclamation’s involvement will consist of standard federal stewardship responsibilities such as monitoring project performance, technical assistance at the request of the recipient, etc.

SINGLE-SOURCE JUSTIFICATION

DEPARTMENT OF THE INTERIOR

SINGLE SOURCE POLICY REQUIREMENTS

Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable.

In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria:

(1) Unsolicited Proposal – The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives;

(2) Continuation – The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity;

(3) Legislative intent – The language in the applicable authorizing legislation or legislative history clearly indicates Congress’ intent to restrict the award to a particular recipient of purpose;

(4) Unique Qualifications – The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications;

(5) Emergencies – Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed.

Reclamation did not solicit full and open competition for this award based the following criteria:

(4) UNIQUE QUALIFICATIONS

Single Source Justification Description:

This Notice of Intent to award to Kailispel Tribe of Indians is to continue the stream flow monitoring and water quality testing on the Kalispel Indian Reservation. Disruption of this monitoring program would have a significant adverse effect for the Kalispel Tribe who through their efforts have established and maintained continuous stream flow monitoring and water quality analyses in and around their reservation. The Tribe has a strong need to understand the changes in the quantity and quality of the water and how it will affect the tribe’s future aquatic resources. The monitoring and operating of the 9-12 continuous stream flow sites brings a wealth of knowledge to the Tribes to be able to develop, manage, and protect their water resources through the collection of data and water sampling needed for this project to succeed.

STATUTORY AUTHORITY
