OVERVIEW

The lower 30 miles of the Umatilla River is heavily diverted for agricultural use. Historically, inadequate flow and passage conditions in this section of river during critical portions of both adult and juvenile migration periods contributed to the extirpation of salmon and decline of summer steelhead populations in the Umatilla River. Passage improvements have been completed at all five of the major irrigation diversions in the lower 30 miles of the Umatilla. Additionally, Reclamation constructed Phase I and II of the Umatilla Basin Project shown below to provide flow enhancement in order to ameliorate flow conditions in the lower river.

• Phase I exchanges Columbia River water with West Extension Irrigation District (WEID) for instream lows historically diverted by WEID to provide passage flows below Three Mile Falls Diversion Dam.

• Phase II: The Umatilla Basin Project is divided into three components for the exchange of Columbia River water with:

(1) Hermiston Irrigation District (HID) for instream flows historically diverted by HID to provide passage flows below river mile 28.5.

(2) Stanfield Irrigation District (SID) for instream flows historically diverted by SID to provide passage flows below river mile 32.

(3) SID for reservoir storage capacity in McKay Reservoir which can be released for fish passage during critical migration periods.

RECIPIENT INVOLVEMENT

CTUIR goal is to increase survival of migrating juvenile and adult salmon and summer steelhead in the Umatilla River through this project. The approach will focus on three main areas to ensure adequate passage conditions exist:

(1) Coordination of the live flow exchange components with WEID, HID, and SID;

(2) Coordination of flow enhancement releases from McKay Reservoir, and;

(3) Monitoring of fish enhancement flows. The project also provides technical input to BOR and CTUIR on any matters related to the Umatilla Basin Project.

CTUIR, in coordination with BOR, manages the exchanges and McKay water allocated for fisheries use to provide maximum benefits for fish passage. This Grant will provide funding for CTUIR participation in the implementation of Phases I and II.

RECLAMATION INVOLVEMENT

No substantial involvement on the part of Reclamation is anticipated for the successful completion of the objectives to be funded by this award. It is anticipated that Reclamation’s involvement will consist of standard federal stewardship responsibilities such as monitoring project performance, technical assistance at the request of the recipient, etc.

SINGLE-SOURCE JUSTIFICATION

DEPARTMENT OF THE INTERIOR

SINGLE SOURCE POLICY REQUIREMENTS

Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable.

In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria:

(1) Unsolicited Proposal – The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives;

(2) Continuation – The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity;

(3) Legislative intent – The language in the applicable authorizing legislation or legislative history clearly indicates Congress’ intent to restrict the award to a particular recipient of purpose;

(4) Unique Qualifications – The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications;

(5) Emergencies – Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed.

Reclamation did not solicit full and open competition for this award based the following criteria:

(2) CONTINUATION

Single Source Justification Description:

This Notice of Intent to award to CTUIR is necessary to continue the activities that were initiated in the 1990’s by the Bureau of Reclamation to construct the Umatilla Basin Project to provide water for fish passage enhancement by exchanging Columbia River water with basin irrigation districts. The pump exchange projects known as Phases I & II will help complete the Columbia River water exchanges and other mitigation efforts necessary to restore the Umatilla River Basin fishery, and provided expansion of the Umatilla Basin Irrigation Districts' boundaries.

CTUIR has implemented the Umatilla Fisheries Restoration Plan and has a substantial part in addressing the inadequate flow and migration conditions of the Umatilla Basin Project flow enhancement effort for Phase I & II.
