Limited Source Justification

1. Contracting activity:

This Limited Source Justification supports a procurement action to be conducted under the authority of the Multiple Award Schedule Program (FAR 8.405‐6). The procurement action is generated by the Office of Personnel Management (OPM), Facilities, Security & Contracting, Contracting (FSC/C).

2. Nature and/or description of the action being approved:

This document provides justification for acquiring AnthillPro on a brand name basis.

Competition will be sought from authorized providers of AnthillPro software and maintenance services.

The Office of Personnel Management (OPM), Chief Information Officer /Operation Technology Management/Application Support (CIO/OTM/AppSys) provides support to the OPM by managing and operating OPM's Federal Investigative Services software/application systems.

These application systems are currently undergoing technology transformation including new code development in Java for Oracle WebCenter portal integration (Oracle WebLogic application server, IBM WebSphere application server, and RedHat JBOSS application server. This program is referred to as EPIC (eQIP, Personnel Investigations Processing System, Imaging and Central Investigation Systems) Transformation.

This procurement will result in obtaining commercial off the shelf software and software maintenance support needed to support the deployment of new code and other configuration items to post‐development environments, including Acceptance Test, Training, Production and Disaster Recovery/Continuity of Operations in the distributed environment.

3. Supplies or services required to meet the agency’s needs:

This procurement is for AnthillPro current commercial version at the time of procurement needed to support EPIC deployments in distributed environment. This procurement also includes vendor maintenance support as well as limited consulting support to address one time setup and configuration in OPM environment.

4. Authority permitting acquisition using limited sources:

This brand name acquisition is made pursuant to the authority of FAR 8.405‐6. Application for brand name descriptions is provided for in FAR 8.405‐6(b)(1): Only one source is capable of responding due to the unique or specialized nature of the work without the need of additional customization by OPM.

4.1. Demonstration that the contractor’s unique qualifications or the nature of the acquisition requires the use of the authority cited:

The product/services being procured are specific to the AnthillPro software. Any vendor (NAICS code 511210) that offers this software and manufacturer approved maintenance is qualified to respond. Our market research indicates only one vendor:

Vendor Name

Contract Vehicle Number

Software Sold

Email Contact Phone #

UrbanCode NA AnthillPro sales@urbancode.com 216-858-

Vendors may be under $27M small business threshold, but will need confirmation directly from vendor.

5. Determination by the contracting officer that the anticipated order will represent the best value:

Competition on this acquisition will be limited to small business vendors for the specific brand name or manufacture identified. Based on the market research conducted, it is anticipated competition is limited. The contracting activity will post the requirement on GSA e‐Buy, seeking competitive quotations from sources holding GSA contracts. By placing an order against a schedule contract using the procedures in 8.405, the contracting officer has concluded that the anticipated order will represents the best value.

6. Description of the market research conducted and the results or statement of the reason market research was not conducted:

Market research was conducted by OPM using GSA Advantage web‐site, general web based query (Google and Wikipedia), and other sources comparing similar types of tools. This research identified eleven (11) products. Of those eleven, seven were investigated further on the basis of criteria (see attached matrix).

Tool integration ‐‐ ability to integrate with the OPM tools

AnthillPro comes with integrations for over 80 third party tools, and UrbanCode's open plugin system. Additionally the open plugin system will allow OPM to write our own plugins to integrate the tools we need, and to turn custom scripts into process steps that run in AnthillPro. 7. Other facts supporting the justification.

Upon investigation of open source tools (i.e. Hudson, and Jenkins), it was determined that extensive customization is needed to fully meet the EPIC transformation build and deployment needs. Although AntHillPro requires configuration (i.e. establish workflows, define fine grain group authorization etc.), it require little to no customization to make the base product work.

8. Statement of actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made:

This procurement is a total set aside for small business concerns (<$27M). Competition will be limited to vendors included on the GSA contract vehicle IT Schedule, a Government‐wide Acquisition Contract (GWAC) or other suitable government‐wide acquisition contract.
