STATEMENT OF OBJECTIVES

1. BACKGROUND

The Human Resources Solutions (HR Solutions) enterprise within the Office of Personnel Management (OPM) – of which the Center for Leadership Development (CLD) is a part – provides services that assist the Federal Government in achieving its missions by:

Partnering with agencies to provide effective human resource solutions that develop leaders, attract and build a high quality public sector workforce, and transform agencies into high performing organizations; and

Offering services that enhance the agencies' ability to attract and acquire specific talent.

The CLD consists of three developmental institutions: The Federal Executive Institute (FEI) in Charlottesville, Virginia; the Eastern Management Development Center in Shepherdstown, West Virginia; and the Western Management Development Center in Aurora, Colorado. A fourth organization, USA Learning, is located in the Theodore Roosevelt Building, OPM Headquarters, in Washington, District of Columbia and is also assigned to the CLD; however, it is a service provider for learning management systems and similar support functions and not a developmental institution. The CLD exists to deliver leadership-development opportunities to Federal employees in the grades GS-7 through GS-15 as well as Senior Executive Service (SES) members. Although focused on this audience, the CLD also supports students from regional, state and local governments, international executives, and limited numbers of United States uniformed military personnel and private-sector employees.

The CLD’s leadership-development services are a revolving-fund operation that obtained operational revenue exclusively from the tuition and fees charged to CLD customers and clients. The three developmental institutions comprising the CLD receive no Government appropriations and have no endowments. Further, they must remain price-competitive as client agencies are free to choose any source to meet their developmental needs. All of these factors mean that the CLD must be extremely cost conscious in developing and delivering programs. In the past, many contractors who provided services to FEI, EMDC and WMDC have done so at rates below they charge private-sector clients although, of course, they are not obligated to do so.

The CLD delivers its programs in a variety of venues and formats. Programs are offered at team-leadership, supervisor and executive levels to both single-agency and interagency audiences in resident, distance-learning and blended-learning formats. The CLD’s developmental opportunities typically fall into the following three categories: The FEI Leadership for a Democratic Society (LDS) Program, Interagency (Open-Enrollment) Programs, and Single-Agency (Custom) Programs, each described below.

a. Leadership for a Democratic Society (LDS) Program: The flagship offering for the FEI is its Leadership for a Democratic Society (LDS) program, a 4-week, resident learning experience conducted at the FEI campus in Charlottesville, VA. This program, open to senior GS-15s and SES members, focuses on executive-level leadership theory and skills and includes a wide variety of personal assessments and experiential activities.

Each year some 700 executives attend the LDS program. FEI has graduated over 20,000 participants in its 44-year history. Participants are selected by their agencies and are usually well educated, long-term Federal employees. Two-thirds have master or doctoral degrees and the average student has performed 10-15 years of government service. The course relies on small groups of executives – called “Leadership Development Teams” (LDTs) – under the tutelage of experienced, credentialed resident and adjunct faculty members. LDS includes a variety of LDT discussions and activities, small-group courses, large plenary sessions, experiential activities on- and off-campus, a robust executive-wellness program, peer and faculty feedback and one-on-one coaching. The program includes a great deal of flexibility, featuring elective courses and plenary sessions focused on participants’ particular interests. (See Attachments 1, 2, 3, 4, 5, and

6) Course information and scheduled dates for the LDS program can be found at:

https://www.leadership.opm.gov/.

b. Interagency (Open-Enrollment) Programs: FEI, EMDC and WMDC also offer interagency, open-enrollment courses. These are topical courses focused on the particular needs of Federal employees. In addition to traditional leadership and management courses, the CLD institutions address a number of other areas in these programs, to include: policy issues; the unique requirements of working with political appointees and Congress; Global Leadership, to include intercultural communications, negotiations and regional issues; and employment of technology for enhanced efficiency and effectiveness. These are short-term courses, allowing eligible senior executives (those possessing qualifications similar to those described for the LDS course above) to focus on critical skills and knowledge areas and to study and apply what they learn.

These courses are designed to meet individual needs for a multitude of leadership competencies. OPM delivers over 500 of these programs and courses a year for an estimated 20,000 government employees and individualized programs for over 120 government agencies. OPM’s open-enrollment programs are designed to build the leadership capacity of employees as they progress from entry level leadership positions through the SES. Agency programs range from one-time leadership-focused professional development opportunities to long-term relationships. Refer to the OPM website at www.leadership.opm.gov for additional information on OPM’s programs, services and leadership development centers. These programs are offered on-site at the CLD’s three centers (FEI, EMDC and WMDC), at contracted venues across the country and/or online via distance- and/or blended-learning. Course information and scheduled dates for the Open Enrollment Program can be found at: https://www.leadership.opm.gov/.

c. Single-Agency (Custom) Programs: A third area of developmental offerings is the CLD’s single-agency programs. These are in essence customized developmental offerings designed, developed and delivered to meet the specific needs of single-agency customers/clients. Typically these programs are built from elements of the LDS or interagency courses but have, at times, also included organizational intercessions, coaching and mentoring, communication skills, and strategic and succession planning.

These offerings can range from one-on-one executive coaching, to one-day courses with a single facilitator, to organizational interventions and strategic-planning sessions, to multiple-day or multiple-session programs, to the institutions assuming responsibility for a client agency’s entire personnel-development training program. These programs are offered at the host agency’s location, on-site at the CLD’s three centers (FEI, EMDC and WMDC), at contracted venues across the country and/or online via distance- and/or blended-learning. Course information and scheduled dates shall be provided upon issuance of a Request for BPA Call Proposal.

2. SCOPE

In support of its mission, the CLD requires a contractor to provide instructor management services for the LDS, interagency open enrollment and custom programs, to include instructors, coordinators, facilitators, presenters and coaches.

GOVERNMENT FURNISHED MATERIAL/INFORMATION

The Government shall provide the contractor with the following:

a. Curriculum Design Templates. In order to support curriculum design and standardization of products across the CLD’s many developmental opportunities, the contractor shall employ standardized templates and CLD-appropriate “branding” of all courseware. Templates and branding information will be provided by the CLD.

b. Resident (Face-to-face) Learning. For resident learning experiences, the CLD will either provide or ensure the availability of support services and state-of-the-art learning centers with the latest in instructional technology required for the delivery of courses and services.

c. Distance/Blended Learning. For distance- and/or blended-learning experiences, the CLD will either provide or ensure the availability of state-of-the-art learning management system platforms leveraging instructional technology commensurate with that used in academia across the U.S., and appropriate collaborative tools for the delivery of courses and services. Instructors teaching in the CLD online environment will receive access to and instruction in the use of the CLD’s learning management system and associated tools.

d. Office Space. The CLD will provide suitable office space, a telephone, a computer and computer-network access and printer capability to the contractor’s onsite representative at the CLD headquarters, and suitable office space, a telephone, computer-network access when work requires the program manager’s onsite presence at one of the two other CLD learning centers (WMDC and EMDC).
