About this file
This is a Request for Proposal (RFP) #2025-RFP-011 issued by the City of Kingman, Arizona, for Opioid Settlement Grants for Fiscal Year 2026. The City seeks to grant funds to selected awardees with experience delivering successful Substance Use Disorder (SUD) or Opioid Use Disorder (OUD) prevention and response intervention activities. Proposers may apply for one of twelve grant funding categories, including treating OUD, supporting people in treatment and recovery, addressing needs of criminal-justice-involved persons, preventing opioid misuse, and other targeted interventions. The proposal is due on May 21, 2025, at 3:00 pm Arizona time, with the City anticipating selecting and notifying the chosen Proposer by June 16, 2025, and requesting contract award at the City Council Meeting on July 1, 2025. The contract term will be two years from the execution date, ending on June 30, 2027.
The grant funding is specifically focused on projects that can leverage opioid settlement funding to create sustainable change, impact a significant number of individuals, and reduce health disparities while reaching underserved populations. Proposers must provide evidence-based, evidence-informed, or promising programs targeting persons who have or are at risk of developing SUD/OUD and any co-occurring Substance Use Disorder or Mental Health conditions. The City requires quarterly and annual reporting detailing the use of opioid settlement monies, with potential grant termination for non-compliance. Spending is restricted to approved purposes and must comply with the City of Kingman's procurement code. The evaluation will be based on a 100-point scoring system: 45 points for overall experience and demonstrated results, 30 points for target populations and reducing health disparities, and 25 points for strategic thinking and planning approach.

Each and every provision of law and any clause required by law to be included in this Contract is read and enforced as though it were included herein. If through mistake or otherwise any such provision is not inserted, or is not correctly inserted, then upon the application of either party the Contract must forthwith be physically amended to make such insertion or correction.

3.57. Rights and Remedies
No provision in this document or in the Offer will be construed, expressly or by implication, as a waiver by either party of any existing or future right or remedy available by law to seek the cure of any claim, default, or breach of contract. The failure of either party to insist upon the strict performance of any term or condition of the Contract or delay the exercise of any right or remedy provided in the Contract or by law will not be deemed a waiver to such rights or remedies. Furthermore, the acceptance of materials or services and delivery of obligations imposed by this Contract or by law does not constitute a waiver of any right or remedy provided by this Contract or by law, nor will such an act constitute a waiver of any right of either party to insist upon the strict performance of the Contract.
