Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested.

This solicitation is a Request for Proposals (RFP). The associated North American Industrial Classification System (NAICS) code for this procurement is 523999 with a small business size standard of $38.5M.

The Overseas Private Investment Corporation is seeking to purchase Emerging Market Bank Analysis Training.

Period of Performance* Course delivery is estimated to be scheduled within six months of contract award.

Award Basis It is the Government’s Intention to issue a single firm-fixed price contract. Non-price factors of the proposals will be evaluated to determine which proposals are technically acceptable. The award is made to the offeror whose offer is technically acceptable and with the lowest price.

If no satisfactory response is received from a certified small business, OPIC will consider other eligible offerors.

Constraints

• Only offerors who will have an active SAM registration upon award are invited to submit proposals.

• Only offerors who have demonstrated experience and are subject matter experts on Bank analysis, with special focus on international frontiers are invited to submit proposals.

• Only offerors who can arrange training availability for May through October 2018are invited to submit proposals.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical Capability and (2) Past Performance.

Evaluation criteria for technical acceptability:

- Proposal is responsive to RFQ

- Contractor-drafted performance work statement meets the agency’s training objectives.

- Information provided demonstrates relevant experience performing contracts of a similar size and scope.

Evaluation of past performance: The Government may consider information obtained through other sources (i.e., Past Performance Information Retrieval System). Past performance information will be utilized to determine the quality of the contractor’s past performance as it relates to the probability of success of the required effort.

Evaluation of price: Offerors' price quotes will be evaluated to determine reasonableness and realism. Pricing that is excessively high or low may be considered unrealistic and unreasonable, http://acquisition.gov/comp/far/index.html

Combined Synopsis/Solicitation OPIC-18-R-0015 3 and may receive no further consideration. The offeror offering the lowest total price that is determined to be technically acceptable in accordance with the aforementioned criteria will receive the award.

Weight of Evaluation Factors:

1. Technical Approach- 45%

2. Past Performance- 30%

3. Price- 25%

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

All offerors shall submit the following:

- Cover page listing the OPIC Solicitation Number/Name and Offeror remittance address, DUNS number and Cage Code -Offeror capability statement and information in brief narrative form (less than 1 page) that demonstrates relevant experience performing contracts of a similar size and scope.

- In response to the OPIC Statement of Objectives (SOO, see Attachment 1), submit an offeror-drafted Performance Work Statement (PWS) using the OPIC PWS Template (See Attachment 2, this offeror drafted document will be incorporated into the final contract and should be submitted in a separate document from the rest of the offeror’s submission.) Offeror must fill out the highlighted sections only.

-Using the OPIC Pricing Template (see Attachment 3), submit price quote which identifies the requested items, unit price, and extended price. Clearly identify Firm Fixed Price Total, including any and all anticipated costs.

-Offerors should include the solicitation number in the subject line of their emailed response.

This is an open-market combined synopsis/solicitation for services as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:

"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."

Offeror shall list exception(s) and rationale for the exception(s).

Submission shall be received not later than 2 PM on 04/25/2018, in accordance with the response date listed on page one of this document. Quotes may be e-mailed directly to the point of contact listed below; this is the sole designated E-mail address and inbox for receipt of E-mail submissions.

No other electronic means of submission, used in whole or in combination with E-mail, is permitted. No other method of submission is acceptable. To be timely, an E-mail quote must be received in its entirety in the designated E-mail inbox by the due date and time for quote submission. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).

Inspection and Acceptance Final inspection and acceptance of all work performed, reports, and other deliverables will be performed by the COR identified in Section G at the place of delivery. The Contracting Officer may delegate responsibility for review to other employees with appropriate expertise. Work Product and Deliverable Acceptance Criteria and Inspection Acceptance Criteria All contractor-produced documents and documentation (‘work products’) shall meet the following general acceptance criteria. Final inspection and acceptance of all work performed, reports and other deliverables, will be performed by the COR as necessary

Clarity - Work Products and technical content shall be relevant and unambiguous, and shall adhere to accepted elements of style. Presentations, if any, shall be easy to understand and be relevant to the supporting narrative.

Adherence to Requirements - All work products must satisfy the requirements of this statement of objectives and must contribute to the overall success of the tasks.

Format - Work products and deliverables shall be submitted in the format specified on the Deliverables section of the contract (if applicable), or as specified by the COR. If format is not specified in the Deliverables section of the contract, the Contractor shall submit all work products in formats compatible with Microsoft 2000.

Completeness - Work products and deliverables shall be comprehensive and entirely developed (i.e. have all parts or elements).

Timeliness – Work products and deliverables shall be available at the time required and generated on or before specified and mutually agreed to due dates or in accordance with a later mutually agreed to scheduled date.

Communication – Communication with client/customers is professional, clear, and concise.

Communication, both verbal and non-verbal, always maintains the goal of working toward positive solutions.

Significant Deficiencies - Work products shall be free of significant deficiencies. Significant deficiencies are findings by reviewing officials of serious omissions, inaccuracies, noncompliance with legal requirements and standards, and failures to adhere to review protocols and accepted procedures. Examples of significant deficiencies include, but are not limited to the following:

• Omission of required documents.

• Documents that do not conform to approved standards for content and format.

• Review packages that are not organized.

• Documents with material errors or inadequacies.

• Review packages with record of required reviews and approvals.

Contract Management Notwithstanding the Contractor's responsibility for total management responsibility during the performance of the contract, the administration of the contract will require maximum coordination between the Government and the Contractor during performance of the contract.

Contracting Officer's Authority The Contracting Officer (CO) will perform all contract administration. The CO is the only person with the authority to act as an agent of the U.S. Government under this contract and is the only person authorized to make or approve any changes in any of the requirements of this contract.

Notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the Contractor makes any changes at the direction of any person other than the CO, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof. Only the CO has the authority to: (1) direct or negotiate any changes in the PWS; (2) modify or extend the period of performance; (3) change the delivery schedule, (4) authorize reimbursement to the Contractor for any costs incurred during the performance of this contract; or (5) otherwise change any terms and conditions of this contract. Communications pertaining to contract administration matters shall be addressed to the CO. No changes in or deviation from the scope of the work shall be effected without a Supplemental Agreement (contract modification) executed by the CO authorizing such changes.

The responsibilities and limitations of the COR are as follows:

(1) The COR is responsible for the technical aspects of the project and serves as technical liaison with the Contractor. The COR is also responsible for the final inspection and acceptance of all reports, and such other responsibilities as may be specified in the task order contract.

(2) The COR is not authorized to make any commitments or otherwise obligate the Government or authorize any changes, which affect the Contract price, terms or conditions.

Any Contractor request for changes shall be referred to the Contracting Officer directly or through the COR. No such changes shall be made without the expressed prior authorization of the Contracting Officer. The COR may designate assistant COR(s) to act for the COR by naming such assistant(s) in writing and transmitting a copy of such designation through the Contracting Officer to the Contractor.

Security The contractor shall comply with all contractual and Federal information security, privacy and confidentiality requirements applicable to the operation, maintenance or support of a Federal information system. The contractor shall be required to prevent and remedy data breaches and to provide the OPIC with all necessary information and cooperation, and to take all other reasonable and necessary steps and precautions, to enable the OPIC to satisfy its data breach reporting duties under applicable law, regulation, or policy in the event, if any, that a breach occurs.
