APPENDIX 1: Purpose and Objectives Agency Background:

The Overseas Private Investment Corporation (OPIC) is a Federal government agency that assists American companies expand their business in developing countries. OPIC is the U.S. Government’s development finance institution. It mobilizes private capital to help solve critical development challenges and in doing so, advances U.S. foreign policy.

Because OPIC works with the U.S. private sector, it helps U.S. businesses gain footholds in emerging markets, catalyzing revenues, jobs and growth opportunities both at home and abroad. OPIC achieves its mission by providing investors with financing, guarantees, political risk insurance, and support for private equity investment funds. Established as an agency of the U.S. Government in 1971, OPIC operates on a self-sustaining basis at no net cost to American taxpayers.

Purpose:

OPIC is launching a women’s economic empowerment initiative that includes adding a gender lens to our investment strategy. OPIC must provide its investment officers with the tools they need to successfully implement a gender lens into our current investment process.

A Gender Lens expert is needed to analyze our current processes and enhance the process to include gender lens investing strategies. The expert will use OPIC projects to show the real-life impact and provide best practices to OPIC Investment Officers.

Objectives:

The Contractor will provide the following in-depth in-classroom training on Gender Lens Investing. To do this, we need an expert to:

• conduct a “fact-finding” workshop to best understand how OPIC investment officers view risks, opportunities and evaluate transactions;

• provide consultation of how to enhance the current processes to include gender lens investing strategies;

• collaborate with OPIC to assembling case-studies to illustrate how to deploy gender lens investing strategist;

• provide best practices and/ or lessons learn to OPIC staff

• host a “training session” for all of OPIC investment officers;

• train officers in gender lens investment best practices across various sectors (on-lending, energy, transportation, etc); and

• provide training materials.
