Overseas Private Investment Corporation (OPIC) Request for Quote (RFQ) for additional Financial Consultant Support on contract OPIC-16-C-0038

I. Description / Purpose:

1. This is a Request for Proposal (RFQ) for additional financial consultant support on contract OPIC-16-C-0038. The Contracting Officer intends to award a sole source contract modification to Near Northeast to expand the scope of the contract to allow OPIC to task Near Northeast to provide support on power sector transactions outside of sub-Saharan Africa and non-power sector transactions inside sub-Saharan Africa. Currently, the contract only allows Near Northeast to provide support to transactions in the power sector inside sub-Saharan Africa. OPIC has an immediate need to obtain support for the expanded scope which can begin work without requiring additional training or a lengthy familiarization period. Near Northeast shall submit a cost proposal that indicates the amount of additional support (in working days, as defined according to current contract terms) it will be able to provide to support the additional requirements at a price of $504,792.93.

II. Proposal Submission Instructions:

1. The proposal submitted in response to this RFP shall be delivered no later than 5:00pm hours Eastern Standard Time (EST) on 5 March 2017. The proposal shall only be submitted via e-mail to the Contracting Officer, George Sullivan (hereafter, Mr. Sullivan), at George.sullivan@opic.gov. If Near Northeast believes it will need more time to prepare a quote, then Near Northeast shall request in writing via e-mail to Mr. Sullivan a submission deadline extension request no later than 5:00pm EST, 2 March 2017. The quote shall be in compliance with the requirements detailed in Section III below. Failure to submit a compliant quote will result in the Government deeming the submitted quote as non-responsive and requesting a resubmission.

2. Effective upon release of this RFQ, Mr. Sullivan is the sole point of contact for this contract action. All communications related to this contract action between the Government and Near Northeast must be routed through Mr. Sullivan and he will send it further to the relevant Government or RSR POC as necessary, regardless of either the communication’s point of origin or priority level. All questions or concerns related to this contract action must be addressed to him via e-mail. He will respond to them in the order they are received unless priority level dictates otherwise.

III. Quote Content and Format

1. Page size (for text sections of the proposal) shall be 8.5 x 11 inches, not to include foldouts. Text size shall be no less than 12-point font, Times New Roman. Pages shall be single spaced and use at least 1-inch margins on the top and bottom and 3/4 inch side margins. Pages shall be numbered sequentially by volume. Legible tables, charts, graphs, and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, and plans. These displays shall be clear, legible, and shall not exceed 11 x 17 inches in size.

2. The cost volume shall not exceed 10 pages in length and shall include the resumes of personnel proposed (if necessary) for the additional support required. This narrative should discuss RSR’s technical approach to perform the tasks in the SOW.

3. If additional personnel are proposed to perform this work, then their resumes must at a minimum demonstrate they satisfy the minimum experience and skill requirements established in this contract’s initial RFP (OPIC-16-R-0019) for each individual’s proposed role.

4. The cost volume shall provide cost and pricing data supporting the total price for this effort.

5. If a résumé or résumés is/are submitted, each résumé shall not exceed two (2) pages and shall include, at a minimum, the following information:

· Name

· Job Title and applicable contract labor category

· Cite specific (e.g., 19xx-19xx, 19xx-20xx) and total number of years spent working in an area relevant to the efforts of this acquisition

· Education: College/University, Degree/Graduate Degree, Year Degree Received

· Professional certifications and courses (with title and year)

· Number of years of experience in a particular field or functional area, together with years of experience with specific systems

· All full-time professional work experience organized chronologically (starting with the most recent) and by company/organization IV. Provisions and Clauses

Aside from the clauses the must be revised to account for the increased scope and accommodate changes in contract administration (e.g. Sections C and G), all other contract terms and conditions in the existing contract will remain unchanged.
