OPIC-15-R-0011
Questions and Answers (#1-9)
April 6, 2015
1) Question- Section L.3 of the Solicitation indicates the overall arrangement and required contents of the proposal, including Section I – Technical Section and Section II – Price
Proposal. Please advise whether our proposal should also include (i) any of the confirmations regarding conflicts set forth in Section H.2 Conflicts (page 16), (ii) the offeror representations and certifications set forth in Section K.2 (page 27) and/or (iii) any of the responsibility matters set forth in Section L.4.2 regarding current active government contracts (page 44).
Answer- (i) If there are existing conflicts subject to Section H.2, they must be disclosed before award. Otherwise, the successful offeror confirms agreement with the language at
Section H.2 by accepting the contract. (ii) Offerors must be registered in the System for
Award Management (SAM) before they can receive contracts from the Federal
Government. Registering in SAM (www.sam.gov) meets the requirements of Section
K.2. Please note that Offerors may delay registering in SAM until they are notified that they are the successful offeror should they choose, but the contract cannot be executed until SAM registration is active. (iii) There is no requirement associated with Section
L.4.2 at the time of proposal submission.
2) Question- Contract Services and Price (page 4). There is a blank in Item B.4 Funding
(the amount of funds presently available for payment to the Contractor for performance under this contract). What is this amount?
Answer- This is boilerplate language to be used if applicable. The amount of funding, full or incremental, is dependent on the successful offeror’s price.
3) Question- Contract Price (page 4). There is a blank in Item B.5 which is intended to be the Not to Exceed price. What should this be?
Answer- Dependent on the successful offeror’s price.
4) Question- Please confirm responses should be sent electronically only and hard copies are not required.
Answer- Electronic submissions, please. No hardcopies are required.

5) Question- Should we be filling out the two-page form that begins the solicitation, as well as complete the blank sections and tables on pages 4 and 5, or should we work this into a written response?
Answer- Please follow the instructions in Section L, submitting two separate files- one for technical and one for price. There is no need to incorporate the SF1449 pages into the response. Pertinent sections of the successful offeror’s proposal will be incorporated into the SF1449 upon award issuance.
6) Question- Please confirm whether the Part B Prices are to be based upon the prices for a single transaction.
Answer- Yes, the price for Part B should be based on prices for a single transaction -assuming there are three single transactions. Offerors should specify the single transaction price for three deals and the total Part B price should be the sum for the three single transactions.
7) Question- If Part B Prices are not per transaction prices, is there an estimate of the number of transactions that OPIC expects to fund, which can be used to establish a total ceiling price to perform the contract?
Answer- Not applicable based on answer to 6.
8) Question- Is it OPIC’s negotiation policy to conform to its template finance documents
(other than the specific transaction terms applicable to a project) or does OPIC deviate in any substantial respect from the provisions in its template finance documents?
Answer- Deviations are not uncommon, and are determined on a case by case basis.
9) Question- Does OPIC intend to award more than one contract to perform the statement of work?
Answer- No, the current intention is to award one contract.
