About this file
This is a Sole Source Request Form (24-103-205, C.R.S.) submitted by the Colorado Bureau of Investigation (CBI) Training Division, with Program Manager Matthew Stoneberger, requesting approval to procure the Operator XR virtual reality training simulator system from Operator XR (vendor contact: Kevin Raiche, 414-507-7029). The Operator XR system is a state-of-the-art VR training simulator using headsets to provide 360-degree immersive, scenario-based law enforcement training in indoor spaces up to 10,000 square feet, with instructor control via tablet interface. The request is for a one-time purchase with no renewal options specified. The total estimated procurement cost is $68,280, consisting of $59,800 in goods and $8,480 in services.
CBI justifies this sole source procurement based on Operator XR's unique interoperability with the Department of Corrections' existing training systems already deployed in Colorado state agencies, combined with proprietary features unavailable elsewhere, including tablet-run scenarios, custom uniforms, Force-on-Force capabilities, live actor integration, and the "Capacity of Touch" sensory chip technology that tracks firearms without external sensors. CBI determined pricing reasonableness through market research comparing Operator XR to competitors such as AXON, finding it competitively priced or more affordable. The request was submitted on May 7, 2026, and addresses CBI's urgent need to replace obsolete training systems, specifically the decade-old VirTra system in Grand Junction (unused for three years, occupying 1,000 square feet) and the outdated Ti Training Simulator at the Highlands Ranch Law Enforcement Training Facility, which has limited availability and requires agent travel for access.

A sole source procurement is justified when there is only one good or service that can reasonably meet the need and there is only one vendor who can provide the good or service. A requirement for a particular proprietary item (i.e., a brand name specification) does not justify a sole source procurement if there is more than one potential bidder or offeror for that item. Note: All sole source requests will be posted on an electronic procurement system in accordance with §24-106-103(5) C.R.S.

Description of Goods/Services: Operator XR is a virtual reality (VR) training simulator that uses headsets for a full 360 degree immersive experience. The product is a state-of-the-art system that allows for law enforcement agencies to provide scenario-based training at any indoor location. The VR system can allow the scenario to be utilized in a space up to 10,000 sq ft. While the users are immersed in the VR, the instructor runs the scenario from a tablet where he/she can control how the scenario plays out. The instructor can watch the scenario through the tablet, or whatever monitor is available to be connected to the tablet.

E4 Text Box: Through research at CBI, in comparison to other virtual reality training systems, the Operator XR system is comparable in pricing with others on the market. In some cases, the XR system is more affordable in comparison to major distributors such as AXON.
F1 Text Bpx: Operator XR is currently being utilized by the State of Colorado in the Department of Corrections Parole division and in their academy. Because of this, Operator XR is the only program that allows for the interoperability between state agencies training systems. Operator XR's product is also unique in comparison to all other VR training systems on the market in that it offers: Tablet run scenarios, a sketch tool for the tablet, customer specific uniforms installed into the program, Force-on-Force capabilities amongst users, live actors as role players in the VR system, and the "Capacity of Touch" feature which has the sensory chip embedded within the weapon which allows the the VR system to track the firearm by simply by holding the weapon, not by sensors attached to the gun. All these features are what makes it the best and only viable option for what CBI is looking to obtain. This is the only option for CBI to train collaboratively with DOC in critical scenarios.
G1 Text Bpx: If this request is not approved, CBI will need to do more research and find a product that meets the needs of the agency in a different capacity than what Operator XR has to offer. At this time, there is no company CBI is aware of that can do all the things Operator XR has to provide in order to do a price bid.
G3 Text Bpx: Over the past decade, the systems CBI utilized to provide these trainings have become outdated and obsolete. As an example, the Grand Junction CBI Office currently has the VirTra System which is housed in the storage room. The system takes up approximately 1,000 sq. ft. of what otherwise would be a utilized space for any of the divisions of CBI. The VirTra is complex in its hardware and must be left untouched and always set up in the storage room in order to work correctly. This system has not been used for the training of CBI Agents for the past 3 years. When it is utilized, it is turned on for the local police academy to use twice a year. On average, the system is used 5 out of 365 days of the year.
The equipment is no longer compatible with any of the new VirTra System hardware that is being sold. It is not uncommon for training technology to continually upgrade and improve. CBI has not invested in the VirTra system for some time and in doing so, it is no longer efficient, easy to use, or effective in comparison to their counterparts.
The Denver CBI Office utilizes a Ti Training Simulator that is located at the Highland’s Ranch Law Enforcement Training Facility (HRLETF). Feedback from instructors who operate the Ti system have stated it too is outdated and not optimal for the needs of the agency. It lacks the advanced technology that other systems offer and it is located away from all of the CBI offices. Currently, Agents must travel to HRLETF to utilize the Ti Simulator that is, much like the VirTra, limited to one specific room at the facility. Combine this with agencies competing for availability, it has become cumbersome and difficult to schedule the use of the simulator.
