RFI – Operational Lighting

REQUEST FOR INFORMATION (RFI)

Operational Lighting Systems

U.S. Department of Homeland Security, U.S. Customs and Border Protection

INTRODUCTION

U.S. Customs and Border Protection (CBP), is conducting market research to assess the weapon mounted lighting systems industry’s ability to provide CBP with suitable weapon mounted and handheld lighting systems which meet the agency’s preliminarily identified requirements.

This announcement constitutes an official Request for Information (RFI). This RFI is released pursuant to Federal Acquisition Regulation (FAR) Part 10 – Market Research and issued solely for information and planning purposes. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or Government use of such information. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by CBP in developing and refining its Acquisition Strategy, Statement of Work, and Performance Specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The U.S. Government does not intend to award a contract solely on the basis of this RFI or to otherwise pay for the information submitted in response to same. The U.S. Government is not obligated to notify respondents of the results of this survey.

DESCRIPTION

U.S. Customs and Border Protection (CBP) has identified a need for weapon mounted/handheld lighting systems that CBP and other government agencies are able to purchase from for use in their respective law enforcement environments. Based on responses received during this Request for Information (RFI), CBP may solicit for an Indefinite Delivery / Indefinite Quantity (IDIQ) contract to provide operational lighting systems.

INFORMATION REQUESTED:

2. What NAICS code do you use?

3. Are you classified as a Small Business under this NAICS code?

4. What is your organization’s experience with, and capability for, manufacturing and distributing operational lighting systems for military or law enforcement agencies?

5. Where are your operational lighting systems manufactured and/or assembled? If parts/components are manufactured in a different location from final assembly, please identify all locations.

6. Are you a manufacturer or distributor? If you are a distributor, please provide an authorized dealer/distributor letter.

7. If able to, please provide information (Agency, Contract Value, and POC) for any current or previously awarded federal contracts for weapons mounted and handheld lighting systems issued to your company within the last 5 years.

TECHNICAL REQUIREMENTS

The DRAFT SOW is attached and identifies the minimum requirements of U.S. Customs and Border Protection for weapon mounted and handheld lighting systems.

RESPONSES

The information provided may be used by CBP in developing and refining its Acquisition Strategy and to determine possible small business set asides. Responses shall be the minimum length necessary to accommodate all requested information and submitted via e-mail only. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the beta/SAM.gov website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.

Instructions and Response Guidelines:

Please provide the information you deem relevant in order to respond to the specific inquiries of the RFI. Information provided will be used solely by CBP as market research. This RFI is for information and planning purposes only and does not constitute a Request for Proposal (RFP), Invitation for Bid, or Request for Quotation (RFQ), and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. All information contained in this RFI is preliminary as well as subject to modification and is in no way binding on the Government.

RFI Responses shall be submitted electronically via email to Calynda Baines at calynda.c.baines@cbp.dhs.gov and to Connie McKay at connie.a.mckay@cbp.dhs.gov no later than 4:00 p.m. on Friday, May 8th, 2020.

Telephone responses will not be accepted. The Government is not required to respond to any information provided in response to this RFI. It is the responsibility of the interested parties to monitor beta.SAM.gov for additional information pertaining to this RFI.

DRAFT Statement of Work (SOW) CBP Weapon Mounted / Handheld Lights

1. TECHNICAL REQUIREMENTS:

1.1. Pistol Mounted Lights – The body of the lights shall be black in color.

1.1.1. Pistol Mounted Light #1:

1.1.1.1. Mounting Mechanism - This rail mounted tactical light shall be capable of being affixed to the Glock-style rails found on the CBP issued Glock 47 and Glock 19 Gen5 Mod 1 handguns via a rail grip clamp system with a tightening interface that allows for a no-tool change of lights by the user (use of commonly available items such as a coin is acceptable).

1.1.1.2. Housing - The housing of the light shall be constructed of high-strength anodized machined aluminum (sealed construction) with black anodized finish.

1.1.1.3. Activation - The light shall be activated with an ambidextrous momentary/steady on/off switch at the rear of the body of the light. Momentary activation shall be achieved by applying momentary upward/downward pressure to the rear ambidextrous actuator. Constant activation shall be achieved by applying constant upward/downward pressure to the rear ambidextrous actuator until the actuator clicks into or remains in the constant on position.

1.1.1.4. Output - The light shall have a concentrated white LED beam of 800± 10 lumens output allowing for optimum peripheral illumination. The light shall produce a maximum beam distance of at least 240 meters with a maximum peak beam intensity of at least 15,000 candela.

1.1.1.5. Battery Life - The light shall be powered by dual CR123A batteries with a minimum runtime of 1.25 hours while in the “constant” on mode.

1.1.1.6. Lens - The light shall have a high temperature, shock-mounted, impact-resistant glass lens.

1.1.1.7. Temperatures - The light shall operate in temperatures of -40F to 120F.

1.1.1.8. Waterproof - The light shall be waterproof to 1 meter for a minimum of 30 minutes in accordance with IPX7 standard.

1.1.1.9. Compatibility - The light shall be compatible with the Safariland 7390 light bearing holsters.

1.1.1.10. Dimensions / Weight - The light shall be no more than 3.4 inches long and weigh no more than 4.2oz (batteries included).

1.1.1.11. Performance - shall be equal to or better than Streamlight TLR-1 HL Part# 69260.

1.1.2. Pistol Mounted Light #2:

1.1.2.1. Mounting Mechanism - This rail mounted tactical light shall be capable of being affixed to the Glock-style rails found on the CBP issued Glock 47 and Glock 19 Gen5 Mod 1 handguns via a rail grip clamp system with a tightening interface that allows for a no-tool change of lights by the user (use of commonly available items such as a coin is acceptable).

1.1.2.2. Housing - The light shall be constructed of 6000 series anodized machined aircraft aluminum (sealed construction) with black anodized finish.

1.1.2.3. Activation - The switch housing shall be constructed of impact and chemical resistant engineered polymer. Each light shall be accompanied with a high or low switch actuator option. The light shall be activated with either a high switch or low switch multi- function ambidextrous momentary/steady on/off switch option at the rear of the body of the light. While utilizing either the high switch or low switch option, momentary activation shall be achieved by applying forward/downward steady momentary pressure to one of the light’s rear actuator switches. Constant activation shall be achieved by applying brief forward/downward pressure and releasing either of the light’s rear actuator switches. The strobe function is achieved by double clicking either of the lights rear actuator switches. The light shall have a “safe off” feature that is enabled by rotating the head of the light a ¼ turn to the off position effectively preventing accidental activation.

1.1.2.4. Output - The light shall have a concentrated white LED beam of 500 ± 10 lumens allowing for a narrow beam with optimum peripheral illumination. The light shall produce a maximum beam distance of at least 140 meters with a maximum peak beam intensity of at least 5,000 candela.

1.1.2.5. Battery Life - The light shall be powered by a single CR123A battery with a minimum runtime of 1.5 hours.

1.1.2.6. Lens - The light shall have a high temperature, shock-mounted, impact-resistant Borofloat glass lens.

1.1.2.7. Temperatures - The light shall operate in temperatures of -40F to +120F.

1.1.2.8. Waterproof - The light shall have an IPX7 waterproof rating (waterproof to 1 meter for a minimum of 30 minutes).

1.1.2.9. Dimensions / Weight - The light shall be no more than 2.6 inches long and weigh no more than 2.4 oz. (including batteries).

1.1.2.10. Performance - shall be equal to or better than the Streamlight TLR-7A Flex Part# 69424.

1.1.3. Pistol Mounted Light #3:

1.1.3.1. Mounting Mechanism - This rail mounted tactical light shall be capable of being affixed to the Glock-style rails found on the CBP issued Glock 47 and Glock 19 Gen5 Mod 1 handguns via a rail-lock mounting system allowing for the light to rapidly affix securely or be removed from the firearm without the use of tools or a tightening mechanism.

1.1.3.2. Housing - The light shall be constructed of Mil-Spec grade high-strength aerospace aluminum with black anodized finish.

1.1.3.3. Activation - The light shall be activated with an ambidextrous momentary/steady on/off switch at the rear of the body. Momentary activation shall be achieved by applying momentary forward pressure to either of the rear actuator toggles. Constant activation shall be achieved by applying steady upward/downward pressure to the rear actuator until the actuator locks in the constant on position.

1.1.3.4. Output - The light shall have a concentrated white LED beam of 1,000 ±10 lumens allowing for optimum peripheral illumination. The light shall produce a maximum beam distance of at least of 200 meters with a maximum peak beam intensity of at least 11,300 candela.

1.1.3.5. Battery Life - The light shall be powered by two 123A batteries with a battery life of 1.25 hours while in the “constant on” mode.

1.1.3.6. Lens - The light shall be equipped with a Total Internal Reflection (TIR) lens.

1.1.3.7. Temperature - The light shall operate in temperatures of -10F to +120F.

1.1.3.8. Waterproof - The light shall have an IPX7 waterproof rating (waterproof to 1 meter for a minimum of 30 minutes).

1.1.3.9. Compatibility - The light shall be compatible with the Safariland 7390 light bearing holsters.

1.1.3.10. Dimensions / Weight - The light shall be no more than 3.6 inches in length with a maximum bezel diameter of 1.2 inches. The light shall weigh no more than 4.0 oz. (batteries included).

1.1.3.11. Performance - shall be equal to or better than Surefire X300U Latch Part# X300U-A.

1.1.4. Pistol Mounted Light #4:

1.1.4.1. Mounting Mechanism - This rail mounted tactical light shall be capable of being affixed to the Glock-style rails found on the CBP issued Glock 47 and Glock 19 Gen5 Mod1 handguns via a T-slot thumbscrew clamping system allowing for the light to be rapidly affixed to the weapon.

1.1.4.2. Housing - The light shall be constructed of Mil-Spec grade high-strength aerospace aluminum with black anodized finish.

1.1.4.3. Activation - The light shall be activated with an ambidextrous momentary/steady on/off switch at the rear of the body. Momentary activation shall be achieved by applying momentary forward pressure to either of the rear actuator toggles. Constant activation shall be achieved by applying steady upward/downward pressure to the rear actuator until the actuator locks in the constant on position.

1.1.4.4. Output - The light shall have a concentrated white LED beam of 1,000 ±10 lumens allowing for optimum peripheral illumination. The light shall produce a maximum beam distance of at least 200 meters with a maximum peak beam intensity of at least 11,300 candela.

1.1.4.5. Battery Life - The light shall be powered by two 123A batteries with a battery life of 1.25 hours while in the “constant on” mode.

1.1.4.6. Lens - The light shall be equipped with a Total Internal Reelection (TIR) lens.

1.1.4.10. Dimensions / Weight - The light shall be no more than 3.60 inches in length with a maximum bezel diameter of 1.2 inches. The light shall weigh no more than 4.0 oz. (batteries included).

1.1.4.11. Performance - shall be equal to or better than Surefire X300U T-Slot Part# X300U-B.

1.1.5. Pistol Mounted Light #5:

1.1.5.1. Mounting Mechanism - This rail mounted tactical light shall be capable of being affixed to the Glock-style rails found on the CBP issued Glock 47 and 19 Gen5 Mod1 handguns.

1.1.5.2. Housing - The light shall be constructed of Mil-Spec grade high-strength aerospace aluminum with black anodized finish.

1.1.5.3. Activation - The light shall be activated with an ambidextrous momentary/steady on/off switch at the rear of the body of the light. Constant activation shall be achieved by quickly applying and releasing downward pressure on either one of the rear toggle switches. The light shall have a second constant on activation option that is achieved via a slide switch located on the side of the light; depressing the switch initiates constant on activation. Momentary activation shall be achieved by applying steady downward pressure to either toggle switch for more than a tenth of a second or as long as needed to momentarily activate the light.

1.1.5.4. Output - The light shall have concentrated white LED beam of 300 ±10 lumens. The light shall produce a maximum beam distance of at least 54 meters with a maximum peak beam intensity of at least 820 candela.

1.1.5.5. Battery Life - The light shall be powered by one AAA NiHM battery with a battery life of 45 minutes while in the “constant on” mode.

1.1.5.6. Lens - The light shall have an impact-resistant gasket sealed glass lens with a parabolic reflector. Temperatures - The light shall operate in temperatures of -10F to +120F.

1.1.5.7. Waterproofing - The light shall be gasket sealed with an IPX-7 waterproof rating (waterproof to 1 meter for a minimum of 30 minutes).

1.1.5.8. Compatibility - This light is intended for concealment carry. This light is not intended for regular duty carry use.

1.1.5.9. Dimensions / Weight - The light shall be no more than 2.4 inches in length with a maximum bezel diameter of .375 inches. The light shall weigh no more than 1.6oz. (Batteries included).

1.1.5.10. Performance - shall be equal to or better than the Surefire XC1-B Part# XC1-B.

1.1.6. Pistol Mounted Light #6:

1.1.6.1. Mounting Mechanism - This rail mounted tactical light shall be capable of being affixed to the CBP issued Glock-style rails and trigger guard found on the Glock 26 handgun.

1.1.6.2. Housing - The light shall be constructed of durable, impact-resistant polymer with sealed construction.

1.1.6.3. Activation - The light shall be activated with an ambidextrous push button momentary/steady on/off switch on either side of the light. Momentary activation is achieved by applying continuous pressure to either switch. Constant activation is achieved by pressing and releasing either switch.

1.1.6.4. Output - The light shall have a concentrated white LED beam of 100 ±10 lumens. The light shall produce a maximum beam distance of at least 89 meters with a maximum peak beam intensity of at least 2,000 candela.

1.1.6.5. Battery Life - The light shall be powered by dual CR-1/3N lithium batteries with a minimum runtime of 1.0 hour while in the “constant” on mode. The light shall feature a 10 minute auto shutoff feature to conserve battery life.

1.1.6.6. Lens - The light shall have an impact-resistant gasket sealed glass lens with a parabolic reflector.

1.1.6.7. Temperatures - The light shall operate in temperatures of -20F to 120F.

1.1.6.8. Waterproof / Drop tested- The light shall have a water resistant rating of IPX4 and 1 meter impact resistant tested.

1.1.6.9. Compatibility – Light to be used with the G26 and compatible concealment holster.

1.1.6.10. Dimensions / Weight - The light shall be no more than 2.20 inches in length and weigh no more than 1.12oz. (batteries included).

1.1.6.11. Performance - shall be equal to or better than Streamlight TLR-6 Part# 69282.

4.2 Rifle Mounted Lights - All lights must be compatible with both the MIL-STD-1913 Picatinny and M-LOK rail systems. An M-LOK adapter must be included if light is not currently configured for the M-LOK rail system. The body of the lights shall be black in color.

4.2.1. Rifle Mounted Light #1:

4.2.1.1 Mounting Mechanism - The light shall have a low profile mount allowing the light to be optimally secured to any MIL-STD-1913 Picatinny and M-LOK rail system (no additional hardware or mounting accessories needed). Once affixed to either rail systems, the mount shall allow the user to pivot the position of the light in order to maximize user space on the forend of the rifle.

4.2.1.2 Housing - The light shall be constructed of lightweight aerospace aluminum, with a Mil-Spec hard anodized finish. The light shall be O-ring sealed to protect from environmental elements.

4.2.1.3 Activation - The light shall be activated with the Z68 (or equivalent) momentary/constant-on push button switching with a protective shroud click tail cap switch at the rear of the body. Momentary activation is achieved by applying slight forward pressure to the tailcap switch. Constant activation is achieved by applying constant forward pressure until the actuator clicks into the constant on position.

4.2.1.4 Output - The light shall produce a concentrated white LED beam of 500 ±10 lumens. The light shall produce a maximum beam distance of at least 175 meters with a maximum peak beam intensity of at least 7,600 candela.

4.2.1.5 Battery Life - The light shall be powered by a single 123A battery with a minimum runtime of 1 hour while in the “constant” on mode.

4.2.1.6 Lens - The light shall be equipped with a TIR lens creating far-reaching light output with a large center spot beam.

4.2.1.7 Temperatures - The light shall operate in temperatures of -40F to 120F.

4.2.1.8 Waterproof - The light shall meet the IPX7 rating (waterproof to 1 meter for a minimum of 30 minutes).

4.2.1.9 Compatibility – The light must be compatible with the remote pressure pad switch assembly listed in this SOW section 4.6.9.

4.2.1.10 Dimensions / Weight - The light shall be no more than 4.1” in length with a maximum bezel diameter size of 1.125” and weigh no more than 4.1oz.

4.2.1.11 Performance – Performance shall be equal to or better than SureFire M340C Scoutlight Pro Part# M340C-BK-PRO.

4.2.2 Rifle Mounted Light #2:

4.2.2.1 Mounting Mechanism - The light shall have a low profile mount allowing the light to be optimally secured to any MIL-STD-1913 Picatinny and M-LOK rail system (no additional hardware or mounting accessories needed). Once affixed to either rail systems, the mount shall allow the user to pivot the position of the light in order to maximize user space on the forend of the rifle.

Momentary activation is achieved by applying slight forward pressure to the tailcap switch. Constant activation is achieved by applying constant forward pressure until the actuator clicks into the constant on position.

4.2.2.4 Output - The light shall produce a concentrated white LED beam of 1000 ±10 lumens. The light shall produce a maximum beam distance of at least 213 meters with a maximum peak beam intensity of at least 11,300.

4.2.2.5 Battery Life - The light shall be powered by two 123A batteries with a minimum runtime of 1.25 hours while in the “constant” on mode.

4.2.2.6 Lens - The light shall be equipped with a TIR lens creating far-reaching light output with a large center spot beam.

4.2.2.7 Temperatures - The light shall operate in temperatures of -40F to 120F.

4.2.2.8 Waterproof - The light shall meet the IPX7 rating (waterproof to 1 meter for a minimum of 30 minutes).

4.2.2.9 Compatibility – The light must be compatible with the remote pressure pad switch assembly listed in this SOW section 4.6.9.

4.2.2.10 Dimensions / Weight - The light shall be no more than 5.5” in length with a maximum bezel diameter size of 1.125” and weigh no more than 4.8oz.

4.2.2.11 Performance - Performance of the rifle mounted light shall be equal to or better than SureFire M640U Scoutlight Pro M640U-BK-PRO.

4.2.3 Rifle Mounted Light #3:

4.2.3.1 Mounting Mechanism - This rifle mounted tactical light shall be capable of being affixed to the MIL-STD-1913 Picatinny rail system (no tools required) and M-LOK rail systems (an M-LOK adapter is acceptable).

4.2.3.2 Housing - The light shall be constructed of reinforced polymer offering high-impact resistance and durability. The light shall have heat dissipating vents for improved LED thermal management.

4.2.3.3 Activation - The light shall be activated via an ergonomic non-slip contoured tail switch design with a constant/ momentary/strobe on/off functions. Momentary activation shall be achieved by applying constant pressure to the tail switch. Constant activation shall be achieved by quickly pressing and releasing the tail switch. Strobe mode shall be achieved by consecutively and quickly pressing and releasing the tail switch. The on/off switch shall be accompanied by a safety bar minimizing accidental light discharge. The light shall have a “lock out” mode function engaged by rotating the head of the flashlight ¼ turn.

4.2.3.4 Output - The light shall produce a concentrated white LED beam of 400 ±10 lumens. The light shall produce a maximum beam distance of at least 96 meters with a maximum peak beam intensity of at least 2,291 candela.

4.2.3.5 Battery Life - The light shall be powered by a single 123A battery with a runtime of 1.5 hours while in the “constant” on mode.

4.2.3.6 Lens - The light shall be equipped with a lens constructed of mineral glass with parabolic reflectors.

4.2.3.7 Temperatures - The light shall operate in temperatures of -35F to 145F.

4.2.3.8 Waterproof - The light shall be waterproof up to 66ft.

4.2.3.9 Dimensions / Weight - The light shall be no more than 4.2” in length with a maximum bezel diameter size of 1.05” and weigh no more than 3.22oz (batteries included).

4.2.3.10 Performance - shall be equal to or better than the Inforce WML Gen 2 Part# W-05-1. “Ideal for short range application”

4.2.4 Rifle Mounted Light #4:

4.2.4.1 Mounting Mechanism - This rifle mounted tactical light shall be capable of being be affixed to the MIL-STD-1913 Picatinny rails (no tools required) and M-LOK rail systems (an M-LOK adapter is acceptable).

4.2.4.2 Housing - The light shall be constructed of reinforced polymer offering high-impact resistance and durability. The light shall have heat dissipating vents for improved LED thermal management.

4.2.4.3 Activation - The light shall be activated via an ergonomic non-slip contoured tail switch design with a constant /momentary /strobe on/off functions. Momentary activation shall be achieved by applying constant pressure to the tail switch. Constant activation shall be achieved by quickly pressing and releasing the tail switch. Strobe mode shall be achieved by consecutively and quickly pressing and releasing the tail switch. The on/off switch shall be accompanied by a safety bar minimizing accidental light discharge. The light shall have a “lock out” mode function engaged by rotating the head of the flashlight ¼ turn.

4.2.4.4 Output - The light shall produce a concentrated white LED beam of 800 ±10 lumens. The light shall produce a maximum beam distance of at least 168 meters with a maximum peak beam intensity of at least 7,031 candela.

4.2.4.5 Battery Life - The light shall be powered by two 123A batteries with a runtime of 2 hours while in the “constant” on mode.

4.2.4.6 Lens - the light shall be equipped with a lens constructed of mineral glass with parabolic reflectors.

4.2.4.7 Temperatures - The light shall operate in temperatures of -35F to 145F.

4.2.4.8 Waterproof - The light shall be waterproof up to 66ft.

4.2.4.9 Dimensions / Weight - The light shall be no more than 5.35” in length with a bezel diameter size of no more than 1.15” and weigh no more than 4.02oz. (Batteries included).

4.2.4.10 Performance - shall be equal to or better than the Inforce WMLx Gen 2 Part# WX-05-1. Ideal for medium to long range application.

4.2.5 Rifle Mounted Light #5:

4.2.5.1 Mounting Mechanism – The light shall have a low profile mount allowing the light to be optimally secured to any MIL-STD-1913 Picatinny and M-LOK rail system (no additional hardware or mounting accessories needed). Once affixed to either rail systems, the mount shall allow the user to pivot the position of the light in order to maximize user space on the forend of the rifle.

4.2.5.2 Housing – The light shall be constructed of lightweight aerospace aluminum, with a Mil-Spec hard anodized finish. The light shall be O-ring sealed to protect from environmental elements.

4.2.5.3 Activation – The light shall be activated with the Z68 (or equivalent) momentary/constant-on push button switching with a protective shroud click tail cap switch at the rear of the body. Momentary activation is achieved by applying slight forward pressure to the tailcap switch. Constant activation is achieved by applying constant forward pressure until the actuator clicks into the constant on position.

4.2.5.4 Output – The light shall produce a concentrated white LED beam of 1,500 ±10 lumens with the18650 rechargeable lithium ion battery. The light shall produce a maximum beam distance of at least 250 meters with a maximum peak beam intensity of at least 16,000 candela with the 18650 rechargeable lithium ion battery. The light shall produce a concentrated white LED beam of 1,200 ±10 lumens with the123A batteries. The light shall produce a maximum beam distance of at least 220 meters with a maximum peak beam intensity of at least 12,800 candela.

4.2.5.5 Battery Life – The light shall be capable of utilizing two battery sources (18650 rechargeable lithium ion/ dual123A batteries). While operating on the 18650 rechargeable lithium ion battery, the light shall have a minimum runtime of 1.5 hours while operating in the “constant” on mode. While operating on the dual 123A batteries the light shall have a minimum runtime of 1.25 hours while in the “constant” on mode.

4.2.5.6 Lens – The light shall be equipped with a TIR lens creating far-reaching light output with a large center spot beam.

4.2.5.7 Temperatures – The light shall operate in temperatures of -40F to 120F.

4.2.5.8 Waterproof – The light shall meet the IPX7 rating (waterproof to 1 meter for a minimum of 30 minutes).

4.2.5.9 Dimensions / Weight – The light shall be no more than 5.6” in length with a maximum bezel diameter size of 1.125” and weigh no more than 5.5oz. with the 18650 battery included

4.2.5.10 Performance – Shall be equal to or better than the Surefire Dual Fuel ScoutLight Pro Part# M640DF-BK-PRO

4.3 Handheld/Duty Carry Primary Lights – The body of the lights shall be black in color.

4.3.1 Handheld/Duty Carry Primary Light #1:

4.3.1.1 Housing - This dual output/dual activation switch warm white LED handheld light shall be constructed of machined aircraft anodized aluminum construction. The light shall have a non-slip rubberized grip.

4.3.1.2 Activation - The light shall be activated with a multi-function push button on/off switch located at both the tail cap and head of the light.

4.3.1.3 Output - The LED color spectrum produced by the light shall be rated approximately 90 on the Color Rendering Index (CRI) with a minimum color temperature of 3000k ± a small variance. The light shall have three output settings (high, medium, and low). While operating in the high output mode, the light shall produce a beam of 800± 10 lumens with a maximum beam distance of at least 310m and a peak beam intensity of at least 24,000 candela. While operating in the medium output mode, the light shall produce a beam of 400± 10 lumens with a maximum beam distance of at least 219m and a peak beam intensity of at least 12,000 candela. While operating in the low output mode, the light shall produce a beam of 200± 10 lumens with a maximum beam distance of at least 155m and a peak beam intensity of at least 6,000 candela.

4.3.1.4 Battery Life / Charger – The light shall be powered by a 3 cell 3.6 volt Ni-MH sub-C battery, rechargeable up to a minimum 1,000 times. While operating in the high output setting, and in the constant “on” mode, the light shall have a battery life of 1.5 hours. While operating in the medium output setting, and on the constant “on” mode, the light shall have a battery life of 2.5 hours. While operating in the low output setting, and in the constant “on” mode, the light shall have a battery life of 3 hours. Each light shall be accompanied with a charger allowing for two batteries to charge simultaneously. The charger shall be compatible with both 120V AC/12V DC. Each light shall include (2) 3 cell 3.6 volt Ni-MH sub-C rechargeable batteries.

4.3.1.5 Lens – The light shall have a polycarbonate lens with scratch-resistant coating and a deep- dish parabolic reflector producing a concentrated beam with optimum peripheral illumination.

4.3.1.6 Temperatures – The light shall operate in temperatures of -20 to 140F.

4.3.1.7 Water resistant – The light shall meet the IPX4 water-resistant standard.

4.3.1.8 Impact resistant - The light shall be 1 meter impact resistant tested.

4.3.1.9 Dimensions / Weight - The length of the light shall range between 7” and 8.85” and not exceed 12.8oz in weight (batteries included).

4.3.1.10 Performance – the light shall be equal to or better than Streamlight Stinger LED HL DS (sign cutter) Part# 75496.

4.3.2 Handheld/Duty Carry Primary Light #2:

4.3.2.1 Housing - This dual output/dual switch white LED handheld light shall be constructed of machined aircraft anodized aluminum construction. The light shall have a non-slip rubberized grip.

4.3.2.2 Activation - The light shall be activated with a multi-function push button on/off switch located at both the tail cap and head of the light.

4.3.2.3 Output – The light shall have three output settings (high, medium, and low). While operating in the high output mode, the light shall produce a beam of 800± 10 lumens with a maximum beam distance of at least 310m and a peak beam intensity of at least 24,000 candela. While operating in the medium output mode, the light shall produce a beam of 400± 10 lumens with a maximum beam distance of at least 219m and a peak beam intensity of at least 12,000 candela. While operating in the low output mode, the light shall produce a beam of 200± 10 lumens with a maximum beam distance of at least 155m and a peak beam intensity of at least 6,000 candela.

4.3.2.4 Battery Life – The light shall be powered by a 3 cell 3.6 volt Ni-MH sub-C battery, rechargeable up to a minimum 1,000 times. 4.3.2.9 Dimensions / Weight – The length of the light shall range between 7” and 8.85” and not exceed 12.8 oz. in weight.

4.3.2.10 Performance - shall be equal to or better than Streamlight Stinger LED HL DS Part#95302

4.4 Handheld Secondary Lights - The body of the lights shall be black in color, unless otherwise noted.

4.4.1 Handheld/Secondary Light #1:

4.4.1.1 Housing - This dual-output white LED flashlight shall be constructed of machined aerospace aluminum with type III Mil-Spec hard anodized coating for durability and corrosion resistance. The light shall have a crenulated bezel and scalloped tail cap. The light shall have a dual function stainless steel clip for bezel up or bezel down pocket storage. The light shall have a dual function stainless steel clip for pocket storage.

4.4.1.2 Activation - The light shall be activated via a tail cap switch.

4.4.1.3 Output - The light shall be capable of emitting dual output LED settings with a maximum output of 1,000± 10 lumens in the high output setting and a minimum of 5± 10 lumens in the low output setting. The light shall produce a maximum beam distance of at least 200 meters with a peak beam intensity of at least 10,600 candela while operating in the high output setting. The light shall have a Total Internal Reflection (TIR) lens delivering a concentrated beam of light.

4.4.1.4 Battery Life - The light shall be powered by two 123A batteries with a minimum runtime of 2.75 hours on the high output setting in the constant on mode and a minimum runtime of 63 hours on the low output setting in the constant on mode.

4.4.1.5 Lens – The light shall have a TIR lens.

4.4.1.6 Temperatures - The light shall operate in temperatures of -40F to 120F.

4.4.1.7 Water Resistant - The light shall meet the IPX7 rating (waterproof to 1 meter for a minimum of 30 minutes).

4.4.1.8 Impact Resistant – The light shall be 1 meter impact resistant.

4.4.1.9 Dimensions / Weight - The light shall be no more than 5.6” in length with a bezel diameter of no more than 1.125”. The light shall weigh no more than 4.2oz (with batteries).

4.4.1.10 Performance - Performance shall be equal to or better the SureFire E2D Defender Part# E2DLU-A.

4.4.2 Handheld/Secondary Light #2:

4.4.2.1 Housing - This dual-output white LED flashlight shall be constructed of machined aerospace aluminum knurled for a secure grip with type III Mil-Spec hard anodized coating for durability and corrosion resistance.

4.4.2.2 Activation - The light shall be activated via a tail cap switch.

4.4.2.3 Output - The light output settings shall be set by hand tightening the front bezel of the light for maximum output and loosening the front bezel of the light a quarter turn for low-output. Each output setting shall be activated in momentary-on mode with a press of the tailcap. Constant on mode shall be achieved by twisting the tailcap until it is flush with the body of the light. The light shall be capable of emitting dual output LED settings with a maximum output of 800± 10 lumens while operating in the high output setting and a minimum output of 5± 10 lumens while operating in the low output setting. The light shall produce a maximum beam distance of at least 115 meters with a peak beam intensity of at least 3,200 while operating in the “high output” setting.

4.4.2.4 Battery Life - The light shall be powered by two 123A batteries. The light shall have a minimum runtime of 1.5 hours on the high output setting in the constant on mode. The light shall have a runtime of 94 hours on the low output setting in the constant on mode.

4.4.2.5 Lens – The light shall have a multi-faceted reflector surface producing a beam with a gradual intensity fade.

4.4.2.6 Temperatures - The light shall operate in temperatures of -40F to 120F.

4.4.2.7 Water Resistant - The light shall meet the IPX7 rating (waterproof to 1 meter for a minimum of 30 minutes).

4.4.2.8 Impact Resistant – The light shall be 1 meter impact resistant.

4.4.2.9 Dimensions - The light shall be no more than 5” in length with a bezel diameter of no more than 1.0”. The light shall weigh no more than 3.5oz (with batteries).

4.4.2.10 Performance - shall be equal to or better than the SureFire E2T Tactician-Max Vision Part# E2T-MV.

4.4.3 Handheld/Secondary Light #3:

4.4.3.1 Housing - This dual-output LED flashlight shall be constructed of a reinforced polymer for high-impact resistance and durability. The light shall have a knurled body and tail cap for a secure grip. The light shall have heat dissipating vents for improved LED thermal management at the head of the light. The body of the light shall be available in black or brown.

4.4.3.2 Activation - The light shall be activated via a non-slip tail cap switch which controls constant, momentary, and strobe output functions. Momentary on activation shall be achieved by applying constant pressure to the tailcap switch. Constant on shall be achieved by briefly pressing and releasing the tailcap switch. Strobe activation shall be achieved by quickly tapping the tailcap switch twice consecutively. The light shall be capable of emitting dual output LED settings. The high output setting shall be achieved by fully pressing and releasing the tailcap switch. The low output setting shall be achieved by applying and releasing slight pressure to the tailcap switch when the light is in the high output mode.

4.4.3.3 Output - While operating in the high output mode, the light shall be capable of emitting 700± 10 lumens for a maximum beam distance of at least 220 meters and a peak beam intensity of at least 12,100 candela. While operating in the low output mode, the light shall be capable of emitting 60± 10 lumens.

4.4.3.4 Battery Life - The light shall be powered by two lithium CR 123A batteries. The light shall have a battery life of 2 hours while in the high output/constant on mode. The light shall have a battery life of at least 12 hours while in the constant on mode in the low output setting.

4.4.3.5 Lens - The light shall have a sealed mineral glass lens with parabolic reflectors.

4.4.3.6 Temperatures - The light shall operate in temperatures of -35F to 145F.

4.4.3.7 Water Resistant - The light shall be waterproof up to 66ft.

4.4.3.8 Dimensions / Weight - The light shall be no more than 5.0” in length with a bezel diameter of no more than 1.125”. The light shall weigh no more than 3.75oz (with batteries).

4.4.3.9 Performance - shall be equal to or better than the Inforce TFx Part# TFX-05-1.

4.4.4 Handheld/Secondary Light #4:

4.4.4.1 Housing - This dual-output white LED flashlight shall be constructed of a tough polymer at the body of the light with a type III Mil-Spec hard anodized bezel. The light shall be O-ring and gasket sealed. The light shall have a hard-anodized bezel.

4.4.4.2 Activation - The light shall be activated via a tail cap switch (press for momentary on-high output, click for constant on-high output, return to off and press or click again for low).

4.4.4.3 Output - The light shall be capable of producing two output settings. While operating in the high output mode, the light shall be capable of producing 600± 10 lumens with a maximum beam distance of at least 187 meters and a peak beam intensity of at least 8,700 candela. While operating in the low output mode, the light shall be capable of producing 15± 10 lumens.

4.4.4.4 Battery Life - The light shall be powered by two 123A batteries with a runtime of 1.5 hours on high and 52 hours on low while operating in the constant on mode.

4.4.4.5 Lens - The light shall have a parabolic reflector creating a smooth optimized beam with plenty of reach and surround light.

4.4.4.6 Temperatures - The light shall operate in temperatures of -40F to 120F.

4.4.4.7 Water Resistant - The light shall be rated IPX7 (waterproof to 1 meter for a minimum of 30 minutes).

4.4.4.8 Impact Resistant – The light shall be 1 meter impact resistant.

4.4.4.9 Dimensions / Weight - The light shall be no more than 5.2” in length with a bezel diameter of no more than 1.125”. The light shall weigh no more than 4.4oz (with batteries).

4.4.4.10 Performance - shall be equal to or better than the SureFire G2X LE Part# G2XLE-BK.

4.4.5 Handheld/Secondary Light #5:

4.4.5.1 Housing - This dual-output/dual fuel white LED flashlight shall be constructed of high-impact nylon polymer textured for secure grip. The light shall have a crenulated bezel. The light shall have a dual function stainless steel multi-position pocket clip for pocket storage. The body of the light shall be available in black or tan.

4.4.5.2 Activation - The light shall be activated via a dual stage tactical tail cap switch.

4.4.5.3 Output - The light shall be capable of emitting multiple output settings (high, medium, and low). While operating in the high output setting, the light shall be capable of producing a beam of 600± 10 lumens with a maximum beam distance of at least 205m and a peak beam intensity of at least 11,485 candela. While operating in the medium output setting, the light shall be capable of producing a beam of 260± 10 lumens with a maximum beam distance of at least 135m and a peak beam intensity of at least 4,930 candela. While operating in the low output setting, the light shall be capable of producing a beam of 35± 10 lumens with a maximum beam distance of at least 50m and a peak beam intensity of at least 675 candela.

4.4.5.4 Battery Life - The light shall be capable of being powered by either an 18650 rechargeable USB lithium battery or dual CR123A batteries. The light shall have a battery life of at least 2 hours and 45 minutes while operating in the high output/constant on mode, 5 hours and 30 minutes while operating in the medium output/constant on mode, and 34 hours while operating in the low output/constant on mode (utilizing either the CR123 or 18650 batteries).

4.4.5.5 Lens - The light shall have an O-ring sealed glass lens delivering a concentrated beam of light.

4.4.5.6 Temperatures - The light shall operate in temperatures of -40F to 120F.

4.4.5.7 Water Resistant - The light shall meet the IPX7 rating (waterproof to 1 meter for a minimum of 30 minutes).

4.4.5.8 Impact Resistant - The light shall be impact resistant from 3 meters.

4.4.5.9 Dimensions - The light shall be no more than 5.46” in length with a bezel diameter of no more than 1.3”. The light shall weigh no more than 5oz (with batteries). Performance shall be equal to or better the Streamlight Polytac X USB Part# 88613.

4.4.6 Handheld/Secondary Light #6:

4.4.6.1 Housing - This dual-output LED flashlight shall be constructed of machined aerospace aluminum knurled for a secure grip with type III Mil-Spec hard anodized coating for durability and corrosion resistance. The light shall have a crenulated bezel. The light shall have a dual function stainless steel clip for bezel up or down for pocket storage.

4.4.6.2 Activation - The light shall be activated via a dual stage tactical tail cap switch (fully press tail cap switch for high output momentary activation, slightly press tail cap switch for low output momentary activation, fully tighten tailcap for constant on/high output setting, and slightly loosen tailcap for constant on/low output setting).

4.4.6.3 Output - The light shall be capable of emitting dual output LED settings with an output of 500± 10 lumens while operating in the high output setting and an output of 5± 10 lumens while operating in the low output setting. The light shall produce a maximum beam distance of at least 175 meters with a peak beam intensity of at least 7,600 candela while operating in the “high output” setting.

4.4.6.4 Battery Life - The light shall be powered by one 123A battery with a minimum runtime of 1.0 hour while operating in the constant on mode in the high output setting and 45 hours while operating in the constant on mode in the low output setting.

4.4.6.5 Lens - The light shall have a Total Internal Reflection (TIR) lens delivering a concentrated beam of light.

4.4.6.6 Temperatures - The light shall operate in temperatures of -40F to 120F.

4.4.6.7 Water Resistant - The light shall meet the IPX7 rating (waterproof to 1 meter for a minimum of 30 minutes).

4.4.6.8 Impact Resistant – The light shall be 1 meter impact resistant.

4.4.6.9 Dimensions / Weight - The light shall be no more than 4.5” in length with a bezel diameter of no more than 1.125”. The light shall weigh no more than 3.3oz (with batteries).

4.4.6.10 Performance - shall be equal to or better than the SureFire EDCL1-T Part# EDCLT-1.

4.4.7 Handheld/Secondary Light #7:

4.4.7.1 Housing- This dual-output LED flashlight shall be constructed of 6000 series machined aircraft aluminum with a black anodized finish. The light shall be textured for secure grip. The light shall have a dual function stainless steel multi-position pocket clip for pocket storage. The light shall have an anti-roll head. Activation - The light shall be activated via a multi-function push button tail cap switch offering three operating modes: high/low/strobe.

4.4.7.2 Output - The light shall be capable of emitting 200±10 lumens for a maximum beam distance of at least 210 meters with a peak beam intensity of at least 11,000 candela while operating in the high output setting. The light shall be capable of emitting 10± 10 lumens for a maximum beam distance of at least 47meters with a peak beam intensity of at least 550 candela while operating in the low output setting.

4.4.7.3 Battery Life - The light shall be powered by two 3 volt CR123A lithium batteries. The light shall have a runtime of at least 2.5 hours while operating in the constant on mode in the high output setting. The light shall have a runtime of at least 50 hours while operating in the constant on mode in the low output setting.

4.4.7.4 Lens - The light shall have a high temperature gasket sealed glass lens with a textured parabolic reflector producing a smooth beam of light with optimum peripheral illumination.

4.4.7.5 Temperatures - The light shall operate in temperatures of -40F to 120F.

4.4.7.6 Water Resistant - The light shall meet the IPX4 water resistant rating.

4.4.7.7 Impact Resistant - The light shall be impact resistant from 3 meters.

4.4.7.8 Dimensions - The light shall be no more than 5.25” in length with a bezel diameter of no more than 1.25”. The light shall weigh no more than 4.7oz (with batteries). Performance shall be equal to or better the Streamlight TL-2 X Flashlight Part# 8819.

4.4.8 Handheld/Secondary Light#8:

4.4.8.1 Housing - This dual output/dual spectrum light shall be constructed of aerospace-grade aluminum. The light shall have a crenulated bezel as well as a crenulated tail cap. The body of the light shall meet the head of the light at a right angle. The light shall have a finger lope to ensure light retention. The light shall have a polycarbonate reflector with an aluminum metalized finish. A belt mount shall be included with the light.

4.4.8.2 Activation - The light shall be operated by three buttons at the head of the light (primary control/secondary control/ momentary control).

4.4.8.3 Output - The light shall be capable of omitting the following LED color spectrum (white, red, blue, green, and red+green). The light shall be capable of producing two separate strobe modes (white-light strobe and white/red/blue strobe). The light shall be capable of producing four output levels while operating in the white LED mode (max, high, medium, and low). While operating in the max output mode, the light shall produce a beam of 700± 10 lumens with a maximum beam distance of at least 211 meters and a peak beam intensity of at least 11,140 candela. While operating in the high output mode, the light shall produce a beam of 200± 10 lumens. While operating in the medium output mode, the light shall produce a beam of 80± 10 lumens. While operating in the low output mode, the light shall produce a beam of 5± 10 lumens. The light shall have a “lockout” mode for light discipline purposes.

4.4.8.4 Battery Life - The light shall be powered by (2) CR123 batteries. The light shall have a battery life of at least 2 hours while operating in the constant on mode in the max output setting. While operating in the high output mode, the light shall have a battery life of at least 4 hours while operating in the constant on mode. While operating in the medium output mode, the light shall have a battery life of at least 16 hours while operating in the constant on mode. While operating in the low output mode, the light shall have a battery life of at least 60 hours while operating in the constant on mode.

4.4.8.5 Lens - The light shall have a Luxar anti reflective glass lens.

4.4.8.6 Temperatures - The light shall operate in temperatures ranging from -20 to 120F.

4.4.8.7 Water Resistant - The light shall be waterproof to 1 meter.

4.4.8.8 Impact Resistant – The light shall be impact resistant up to 3 meters.

4.4.8.9 Dimensions - The light shall be no more than 3.5”H x 2.5”L x 1.5”W.
