About this file

This document is a set of instructions for vendors applying to the City of Seattle's consultant roster solicitations through the OpenGov Procurement portal. The file provides step-by-step guidance for vendors to verify which roster categories they have been approved for after submitting applications. The instructions direct vendors to log into the OpenGov Procurement platform, navigate to their City of Seattle vendor profile through the Subscriptions and Vendors tabs, search for their business name, and review the "Lists" section of their profile to identify approved roster categories. The document notes that roster approval typically takes 2-4 weeks to process following application submission. The file also addresses common reasons for roster application denials, including instances where small business priority is in effect, where the three projects listed do not clearly align with the scope of the applied roster category, or where applications have not yet been reviewed. Additionally, the document explicitly states that nonprofit organizations are ineligible for the roster program.

This instructional document is supplementary material supporting the City of Seattle's Citywide Consultant Roster Solicitation for Conservation and Environmental Issues Consulting, which seeks to establish pre-qualified consultants across thirteen environmental service categories. The solicitation specifically targets small business concerns as defined by the Small Business Administration's size standards while explicitly excluding nonprofit organizations. Applicants must demonstrate at least three completed projects in their respective service categories and submit a detailed Statement of Qualifications. The roster cycle runs from December 15, 2025, through December 31, 2030, with application responses due December 30, 2030. Approved roster consultants may be contracted for individual projects estimated to cost below $410,000, with each city department limited to using an approved roster consultant up to $819,000 per year in a specific category. Roster approval does not guarantee any contract or work; selected consultants must meet specific licensing and insurance requirements when chosen for particular assignments.
