BRAND NAME REQUIREMENT JUSTIFICATION TEMPLATE

(For Simplified Acquisitions < $250,000)

1. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED

Need to replace and update a portion of our network infrastructure testing equipment to test and verify copper and optical fiber plant within TIA/EIA specifications to ensure continued network functionality and quality of service (QoS).

2. JUSTIFICATION FOR SOLICITING A BRAND NAME

The squadron requires the maintenance and lifecycle replacement of a portion of its current Fluke brand test equipment inventory valued at over $100K, as it is the standard for the USAF both within the continental US (CONUS) and outside the continental US (ONCONUS). The squadron's personnel are well-versed in Fluke testing equipment. Transitioning to a different brand would result in hundreds of wasted man-hours for retraining, spanning twenty full-time and drill status personnel, requiring forty to eighty hours of training time, re-accomplishing quality assurance evaluations, and incurring additional equipment cost for equipment conversions.

This would also force the squadron to retrain members on Fluke equipment prior to deployments. Continuing to use Fluke products would ensure continuity and compatibility with our current Fluke test equipment and accessories, and it would allow for seamless collaboration with our sister Communication Squadrons and E&I Squadrons and NGB, due to the standardization of output testing data/metrics.

Therefore, it would be advantageous and cost-effective for the government to purchase Fluke products rather than replacing them with a different brand that would cause compatibility issues, as it would require significant time and resources for retraining and conversion, as well as additional equipment costs.
