About this file
This document is a Request for Quote (RFQ) for an IT Out of Band Management (OOB) Replacement Solution. The government is seeking to replace its current OOB solution with an equivalent or better solution. The RFQ provides detailed instructions for submitting a technical proposal, including requirements for the solution characteristics, materials and licenses, and pricing.
The key requirements of the solution include supporting LTE cellular service, serial and/or USB console management, secure central management, multi-factor authentication, and 24x7 technical support and software maintenance. Respondents must indicate how their proposed solution meets or exceeds the stated salient characteristics. The RFQ includes a current solution bill of materials and a pricing template for the proposed five-year solution implementation across 585 sites. The contracting opportunity is a competitive procurement managed by the Administrative Office of the U.S. Courts.

1. OOB Project
| Request for Quote (RFQ) on IT Out of Band Management (OOB) Replacement Project |
| The government envisions the potential replacement of its current OOB solution to an equivalent or better solution. The government recognizes there may be alternate solutions capable of meeting or exceeding its needs. For this reason, the government is requesting respondents to this RFQ provide a cover sheet indicating the aspects in which they meet or exceed all salient characteristics and offer any viable solution. Those respondents who indicate that they do not meet or exceed all salient characteristics will not be considered. The example below shows the Judiciary's current OOB design, and how we envision the proposed design will look and function. |
2. Instructions
| Instructions for submitting Request For Quote (RFQ) response | |
| The contractor shall provide the following information: | |
| 1 | A technical description of the solution being offered with sufficient detail to demonstrate how the offered product meets the mandatory solution charachteristics as outlined in the "OOB Solution Characteristics" Tab. |
-Supporting documentation, which shall include architecture diagrams, component parts list, product literature, white paper(s), specification sheet(s), installation guide, admin guide, and any other relevant information needed to support the mandatory requirement.
-The technical description shall not exceed 25 pages. 11pt. Times new Roman Font on 8½’ x 11” standard paper, with 1” margins. No hyperlinks will be acknowledged or accepted.
-The technical description shall not include pricing.
| 2 | The contractor shall fill out columns "C" - "F" in the "OOB Solution Characteristcs" Tab based upon its technical description of the solution being offered. |
| 3 | The vendor shall respond to the "Materials and Licenses" Tab 4, by completing the "Proposed Solution - Hardware, Software, Licenses" table. A list of part numbers that comprise our current solution is provided to help indicate the size of the current solution/system. |
| 4 | The vendor shall provide its solution price quote by completing "Pricing Sheet" Tab. Vendor may assume an incrementally funded, 5-year award consisting of a four-year solution implementation period allowing for a staged solution implementation across 585 sites; and an additional one year period for any related licenses, maintenance and support related to solution. |
