About this file
This document is Addendum No. 1 for the Albert S. Nader Regional Airport On Airport Obstruction Removal project, issued by the City of Oneonta and funded by the Federal Aviation Administration (FAA) and New York State Department of Transportation (NYSDOT). The project involves removing obstructions at the Runway 6 and Runway 24 ends, with a base bid covering the Runway 6 end and an add alternate for the Runway 24 end. The scope includes clearing 4 acres and 0.30 acres in wetlands, tree topping, seeding 5 acres, and mulching 22,280 square yards. The work is to be completed within 75 calendar days between November 1 and March 31, with temporary erosion control measures and wetland crossing mats to be used. Bids are due by 2:00 pm on May 2, 2024, at the City of Oneonta Purchasing Office, with a pre-bid meeting held on April 17, 2024.
The contract requires a 5% bid bond, performance and payment bonds, and a maintenance bond. There are specific DBE participation requirements of 2.15%, with EEO goals of 1.2% for minorities and 6.9% for women. Prevailing wage rates at both federal and state levels must be observed, and there is a Buy American requirement. The project is structured as a single prime contract with the City of Oneonta, with McFarland Johnson serving as the engineering firm. The total project includes items such as sediment filter logs, construction entrance/exit, wetland crossing mats, mobilization, engineer's field office, maintenance and protection of traffic, project survey and stakeout, and various clearing and vegetation management activities.
