About this file

This document is a Justification and Approval for Other than Full and Open Competition, executed by the Naval Medical Research Command (NMRC) on behalf of the U.S. Navy.

The proposed action is for the procurement of reagents from One Lambda Inc., a part of Thermofisher Scientific, to support the Navy's Bone Marrow Program Directorate (BMRD) and the C.W. Bill Young Marrow Donor Recruitment and Research Program. The BMRD is responsible for the recruitment and HLA+ABO typing of approximately 20,000 potential marrow donors across the Department of Defense each year. The justification cites the statutory exception of 10 U.S.C. 2304(c)(1) and FAR 6.302-1 for sole source acquisitions, as One Lambda Inc. is the only responsible source for the required HLA typing test kits. The contract will be a Firm Fixed Price arrangement for the following items: RSSOX2B1-LABType XR Class II DRB1 Locus Typing Test, RSSOX1A-LABType XR Class I A Locus Typing Test, and RSSOX1B-LABType XR Class I B Locus Typing Test.
