The submission deadline is 2:00 p.m. on September 21, 2026, with electronic submissions in PDF format limited to 8 pages including a cover sheet. The City anticipates notifying selected firms by September 24, 2026. The contract will operate on an on-call framework allowing task orders and projects to be assigned as municipal needs arise over the contract term, with potential for interviews to be conducted at the selection committee's discretion.
Qualifications will be evaluated based on demonstrated experience and certifications such as NICET, ACI, or PE licensure; the availability and qualifications of the proposed project manager and key technical personnel; and the firm's capacity to manage multiple concurrent task orders while maintaining budgets and expedited schedules with familiarity of local construction standards in the Concord area. All awarded firms must comply with the City's equal employment opportunity and drug-free workplace requirements, ensure non-discrimination policies, and confirm that work sites and associated subcontractors meet all municipal safety and compliance standards. Questions should be directed to Enrique Blat, Deputy City Engineer, at blatr@concordnc.gov, with formal amendments issued as written addenda. Firms are prohibited from contacting elected officials or other City employees during the submittal process, with violations resulting in immediate disqualification.
