About this file

This is a Statement of Objectives for a federal contract opportunity issued by the Volk Field Fire Department dated 4 June 2026.

The acquisition seeks a comprehensive, NFPA-compliant Self-Contained Breathing Apparatus (SCBA) Flow Tester package specifically configured for the MSA G1 SCBA platform. The requirement is driven by the need to verify SCBA performance, ensure pressure integrity and airflow delivery, and maintain regulatory compliance for respiratory equipment used in Immediately Dangerous to Life or Health (IDLH) environments. The complete package includes the following components: (1) one OMNIcheck Complete Package system providing automated performance testing, calibration, and certification capabilities configured for Foster, Straight, MSA NFPA, and CGA connections; (2) one 6000-PSI-rated high-pressure hose for safe cylinder connection; (3) one dedicated test stand to securely hold MSA G1 SCBA units; (4) one read-only RFID reader for component identification and asset tracking; (5) one Female Foster to Male UEBSS quick coupling adapter assembly; (6) remote go-live virtual support from the vendor for installation and initial operation; and (7) one dedicated laptop with minimum specifications including 16 GB RAM, solid-state drive, 11th-generation Intel i3 processor or better, Windows 11 Pro, Wi-Fi capability, and at least two USB ports. No response dates, award dates, pricing information, set-asides, or federal contract vehicles are specified in this document.

OMNIcheck SCBA TESTER PACKAGE

4 June 2026

BACKGROUND

The Volk Field Fire Department requires a comprehensive, NFPA-compliant Self-Contained Breathing Apparatus (SCBA) Flow Tester package conigured speciically for the MSA G1 SCBA platform. Modern emergency response operations rely on SCBA units as the primary means of respiratory protection in Immediately Dangerous to Life or Health (IDLH) environments, making the ability to verify their performance a critical life-safety function. A dedicated low-testing system provides the capability to conduct certiied evaluations of pressure integrity, airlow delivery, and overall SCBA functionality in accordance with national standards. Without this capability, the department cannot ensure that issued respiratory equipment meets required operational thresholds prior to ielding. Procuring this system directly enhances mission readiness, regulatory compliance, and responder safety by ensuring every MSA G1 SCBA used on the installation is fully operational, properly calibrated, and safe for deployment during emergency incidents. This acquisition therefore represents an essential investment in sustaining reliable protective equipment for all personnel supporting base emergency response operations.

SCBA FLOW TESTER PACKAGE – REQUIREMENTS AND DESCRIPTIONS

1 Each - OMNIcheck Complete Package - A full NFPA-compliant SCBA low-testing system conigured for Foster, Straight, MSA NFPA, and CGA connections. This unit provides automated performance testing, calibration, and certiication capabilities for the MSA G1 SCBA platform.

1 Each - High-Pressure Hose (6000 PSI) - A 6000-PSI-rated high-pressure hose compatible with the OMNIcheck system, enabling safe connection to SCBA cylinders during low testing and ensuring accurate pressure delivery throughout the test cycle.

1 Each - SCBA Test Stand - A dedicated test stand designed to securely hold MSA G1 SCBA units during evaluation. The stand stabilizes the SCBA to ensure consistent, repeatable measurements and safe operation during high-pressure testing.

1 Each - RFID Reader (Read-Only) - A read-only RFID device used to scan and identify MSA G1 SCBA components. This supports automated recordkeeping, asset tracking, and test-result association for each individual SCBA unit.

1 Each - Quick Coupling Assembly - A Female Foster to Male UEBSS adapter assembly that allows rapid, secure connection between the OMNIcheck tester and the MSA G1 Universal Emergency Breathing Safety System (UEBSS) for functional evaluation.

1 Each - Go-Live Virtual Support - Remote onboarding assistance provided by the vendor to ensure proper installation, coniguration, and initial operation of the OMNIcheck system, including user guidance and troubleshooting during setup.

1 Each - Dedicated Laptop - A laptop used exclusively for operating the SCBA low-testing software. It must meet or exceed the following minimum speciications:

• 16 GB RAM

• Solid-State Drive (SSD)

• 11th-Generation Intel i3 processor or better

• At least two USB ports

• Windows 11 Pro

• Wi-Fi capable These speciications ensure reliable performance, compatibility with testing software, and secure data handling.
