OMH Minority Leadership Development Program

Program Background & Overview

Diversity and inclusion within the leadership of the public health workforce are vital factors in creating a sustainable strategy for eliminating health disparities and the success of health equity programs tailored to the minority population (Lichtenstein, 2013; Krueter et. Al, 2011). Health disparities exist when a health outcome is observed between populations to a greater or lesser extent. Populations can be defined by race, ethnicity, sex, sexual identity, age, disability, socioeconomic status, geographic location, or other factors (Office of Disease Prevention and Health Promotion [ODPHP], n.d.).

The causes of health disparities are complex, dynamic, and multifaceted, including differential access to healthcare and health insurance, variable care quality, lack of diversity within the healthcare workforce, the experience of discrimination, and structural inequities that create different social conditions along racial, ethnic, geographic and economic lines (Department of Health and Human Services, 2011).

As authorized by the newly amended Public Health Service Act, the mission of the U.S.

Department of Health and Human Services (HHS) Office of Minority Health (OMH) is to improve the health of racial and ethnic minority populations through the development of health policy and programs to eliminate health disparities. However, despite the continued efforts of OMH and HHS, there is a continued shortage of minority executive leadership at the federal level to develop and implement health policies and programs.

The Minority Leadership Development Program aims to ensure there is a diverse representation of minorities at the federal level. In addition, the MLP training is intended to enhance fellows' skills in health equity, health disparities, and topics that have contributed to health disparities.

Audience

OMH seeks to eliminate the minority shortage in the public health workforce through fellowships for minority graduate-level public health practitioners. Through partnerships with three institutions, the MLDP will be delivered to selected fellows virtually, in synchronous and asynchronous formats, and through applied instruction onsite at various HHS sites.

Pre & Post MLP Training Evaluation

This evaluation plan will measure the overall Minority Leadership Development Program

(MLDP) goals and objectives, learning module objectives, and the impact of host site placement on fellows who complete the fellowship program. In addition, summative, process, and impact evaluations will measure various program elements.

The evaluation plan and evaluation results are to inform the impact of the MLDP on fellows who complete the program. In addition, this information will be available to HHS

OMH Leaders, approved subject matter experts (SMEs), HHS Host-Sites, Awardee

Institutions, and any other approved stakeholder group that will use data collected to inform future fellowships and/or leadership programs.

Program Objectives

1. By the end of the Minority Leadership Development Program, knowledge of health disparity and health equity knowledge in fellowship participants will increase by 90%.

2. By the end of the Minority Leadership Development Program, federal leadership skills and characteristics in fellowship participants will increase by 80%.

Program Goals

1. To increase public health knowledge in health disparities and health equity among fellows.

2. To increase leadership skills and characteristics among fellows in preparation for federal leadership opportunities.

3. To enhance the health equity portfolio of HHS host sites.

Learning Objectives

Upon completion of the MLP, participating fellows will be able to:

• Examine the root causes of health disparities and health inequities.

• Identify and understand the role of public health practitioners in identifying and reducing health disparities.

• Identify theories, models, and frameworks related to public health and supporting health equity.

• Examine and explore how concepts of culture, cultural awareness, cultural humility, and cultural competence influence public health.

• Illustrate how social justice affects public health and public health services.

• Identify and assess challenges and barriers contributing to structural violence in public health, and analyze ways to eliminate structural violence.

• Examine the role of health policy in population health and health disparities.

• Understand how diversity impacts leadership development in public health and public health infrastructure.
