A. BACKGROUND
The Department of Defense Overseas Military Banking Program requires a U.S. financial institution (FI) to operate the overseas banking facilitates located on U.S. installations outside of the United States. The need is for banking and financial services similar to those found in the U.S., but attuned to the dual currency environment found at most overseas locations. The OMBP was created to assure such services are provided to maintain the necessary quality of life of assigned overseas personnel in an effective and efficient manner. While the OMBP was designed to meet the basic financial services of DoD personnel overseas, it is also an important element in the Departments’ disbursing network and the financial institution of choice for non-appropriated fund instrumentalities (NAFI) such as the Exchange Services. The operational area for banking services includes: Cuba, Diego Garcia, Germany, Honduras, Italy, Japan, Korea, Kwajalein, Netherlands, Okinawa, and United Kingdom.
B. OBJECTIVES
A Request for Proposal (RFP) for the Overseas Military Banking Program was issued on March 30, 2022 and closed on November 22, 2022. The RFP resulted in a contract award on September 22, 2023. The Government (DFAS) is seeking information from those financial institutions that participated in questions and answers and engaged in the Pre-Award stages but did not ultimately submit a proposal. DFAS received only one Offer in response to Request for Proposal HQ0423-22-R-0008. In accordance with the DoD Federal Acquisition Regulation Supplement (DFARS), DFAS is seeking feedback from the FI industry for consideration on how to overcome barriers to competition for future OMBP requirements. Further, DFAS is seeking to learn if the FI industry feels changes to the Performance Work Statement would result in increased interest in submitting an Offer on similar efforts in the future.
C. RFI QUESTIONS
1. Please identify why your FI ultimately decided not to submit a proposal for the OMBP solicitation.
2. Would your FI be interested in participating in the next potential solicitation process to operate the OMBP as currently defined within the existing Performance Work Statement (PWS)? If yes, please briefly describe your FI’s qualifications. If not, please identify why your FI is not interested, to include any entry barriers that your FI may see.
D. INFORMATION REQUESTED
Information is requested to receive feedback and consider how to overcome barriers to competition for future OMBP requirements.
E. RESPONSES
Responses to this RFI need not address all items listed in the questions above. All replies from industry are helpful. Responses generally should not exceed 50 pages. Responses shall be e-mailed as either an Adobe PDF or Microsoft Word attachment and should include a cover letter with the institution name, points of contact (address, phone number, and e-mail). DFAS may establish a dialog with FIs who respond if needed to gain a better understanding of their responses.
