Request for Proposals:
Old Park County Courthouse –Architecture & Engineering
Background Park County is seeking an architect to provide architectural services and coordinate engineering services for the next phase of rehabilitation at the Old County Courthouse located at 418 Main Street in Fairplay, CO. This 1874 building on the National Register of Historic Places is an important historic resource of the area and a priority preservation project for the community. The proposed scope of work addresses site rehabilitation for ADA compliance and drainage, masonry rehabilitation and reestablishing bricked up windows on the ground floor, ADA elevator addition, interior rehabilitation for ADA access, and mechanical, electrical, and plumbing system upgrades.

This project is located in the town of Fairplay, CO on Main Street.
Description
Erected in 1874, two years before Colorado statehood, the Park County Court House was the oldest court house still in public use in the state at the time it was listed on the National Register of Historic Places and as a Park County landmark in 1999, continuing to operate as a courthouse until 1965, then as a library until 2010.
Essentially unchanged since the time of its construction, the building is significant for its architectural qualities, for the information that may be derived about early construction techniques in an isolated area, for its contribution to local settlement, and for its century-long role in the administration of law and government in Park County. Its prominent location along Colorado Highway 9, the size of the Courthouse, its decorative features, and its striking red sandstone walls set the building apart from other structures in Fairplay and identify it as a public building of great importance to the community.
The Park County Court House is a single detached structure basically square in shape. It is two stories in height with a full basement part of which is underground. The south facade of the building, generally considered the front,has six bays; the east and west facades two bays; and the north or back facade four bays. The Courthouse is built of red stone; that used in the foundation is large, natural, cut, and coursed; that used in the rest of the structure split rubble that has been squared. The south facade has a gabled roof with a lower hipped roof attached to either side. The cornice is boxed with consoles. The structure has two porches, an open porch above the front door and a closed porch over the entrance to the basement. The main entrance is located in the side of the projection on the south facade; the doors are double leafed with two plain recessed panels; the architrave is plain with embrasure. The windows are double hung and sashed; the openings are segmental with a keystone and a plain lug stone; the windows above the entrance are two sashed with a mullion. A fire escape has been added to the west side of the building, while the porch adjacent to the front door is a recent addition to the structure. Internally, the most notable architectural feature is a wooden, spiral staircase which makes a half circle in its ascent from the first to the second floor.
Architecture and Engineering Scope of Work:
ADA Access, Site Work, Masonry Rehabilitation, Mechanicals Rehabilitation Provide complete construction documents for the following scope of work, coordinating architectural and structural and electrical engineering services:
1. Site Rehabilitation
a. Rehabilitate parking lot and sidewalks to achieve ADA compliant parking and an ADA compliant travel path to the basement entry of the building.
b. Eliminate surface roof drainage adjacent to the building. Move drainage below grade and install splash blocks and extensions where necessary by location.
c. Replace missing and damaged roof drainage system components.
d. Re-grade site where needed to address areas of water ponding.
e. Address site drainage at window wells. Re-establish basement window openings, installing window wells and drainage where necessary.
f. Bury power lines on site in coordination with site grading and other ground disturbing activities.
2. Masonry Rehabilitation
a. Rehabilitate exterior masonry wing walls at the south entry stairs.
b. Complete minor repointing and other masonry work where necessary.
3. Elevator Addition
a. Per the Schematic Design documents, elevator addition to be located at the northwest corner of the building to provide ADA access to all levels. Tie into the building.
b. Rehabilitate historic masonry and other exterior and interior finish components to accommodate the elevator addition.
4. Interior Rehabilitation
a. Modify exterior entrance at the basement level for ADA compliance
b. Complete basement renovation to allow for full, ADA compliant use of the space
c. Install ADA compliant restroom in the basement.
d. Modify interior finishes at re-established basement windows.
5. Mechanical, Electrical, Plumbing Rehabilitation
a. Complete mechanical, electrical, and plumbing system upgrades throughout the building to support the elevator addition, installation of the elevator, and reconfiguration of spaces

Qualifications
Proposals must be submitted by contractors licensed in the state of Colorado, and attest that work performed will meet the Secretary of the Interior’s Standards for Rehabilitation.
