About this file
This Statement of Work (SOW) details requirements for replacing geothermal circulation pumps at the Pawnee Indian Health Center in Pawnee, Oklahoma, for the Indian Health Service. The project involves replacing two HVAC Condenser Cooling Circulation pumps (C1 & C2), motors, and Variable Frequency Drives (VFDs) located in the Mechanical Room, which have reached end of life with one pump and VFD already failed.
The contractor must provide like-for-like replacements maintaining the same size, speed, and gallon per minute discharge specifications. Work includes replacing four isolation valves, modifying piping and bulkhead plates as needed, replacing suction diffusers, check valves, strainers, and insulation. The VFDs must be programmed to communicate with the existing WebCtrl DDC system and maintain lead-lag operation. The period of performance is 90 calendar days after notice to proceed, with work to be coordinated with facility staff and performed after hours when needed to minimize disruption to patient care. The facility operates Monday-Friday 8:00 AM to 4:30 PM and requires contractors to follow security protocols and maintain a tobacco-free campus environment.

1.0 INTRODUCTION / BACKGROUND
The Pawnee Indian Health Center was completed in 2004. The Geothermal HVAC heat pump system is comprised of three circulating pumps to move water from the building to the underground wells located under the Employee parking lot, two circulating pumps to carry cooling water to the HVAC individual heat pumps, and one pump to circulate water for energy recovery. All of these pump/motor combinations are at end of life and need replaced. This project has been flagged as an emergency because one of the two HVAC condenser cooling pumps and the Variable Frequency Drive (VFD) have failed.
2.0 OBJECTIVE
The objective of this project is to replace the two HVAC Condenser Cooling Circulation pumps, motors, and VFDs C1 & C2 at the Pawnee Indian Health Center.
3.0 SCOPE OF WORK
Contractor shall replace both (2) HVAC Condenser Cooling Water System Pumps, Electrical Motors, and VFDs. These pumps are labeled C1 and C2 and are located in the Mechanical Room at PIHC.
4.0 TASKS / REQUIREMENTS
Contractor shall provide an itemized bid based on a unit-price of common items containing their quantities, material cost, and labor cost.
Contractor shall provide all equipment and labor. The Government will assist with drawings and relevant information to the operation of the Cooling Water system as required, but will not provide labor, tools, or equipment.
Work shall be performed during normal working hours, after hours, and/or weekends as scheduled through the Facility Director, COR, and CO. Service requiring power disruption shall occur after facility operation hours to minimize disruptions to patient care services. Work shall be perform in accordance with all state and local codes.
4.1. Condenser Water Circulating Pump Replacement
Contractor shall provide all equipment and labor to replace both (C1 & C2) pumps, motors, and VFDs. Contractor is responsible to verify a like-for-like replacement for said pumps, motors, and VFDs including size, speed, and gallon per minute discharge.
Replacement of pumps includes removal and proper disposal of existing pumps. Any modification to equipment will need to be submitted and approved before alterations occur.
Contractor shall also replace the two isolation valves before and after each pump with valves of similar or same design. (4 valves total) Contractor shall modify piping and bulk head plates as required for assembling pumps and valves.
Contractor shall assist in the system shut-down to make ready for the new equipment, including any work needed to mitigate loss of circulation water/glycol solution during equipment replacement.
Contractor shall remove and replace suction diffusers, check valves, strainers, and insulation that is part of the existing pump/motor system so that new equipment may function as required by the manufacturer and the water-cooling system designer.
Contractor shall install and program the new VFDs to work with the newly installed pump/motor equipment. Contractor shall train Facility Department staff on the newly installed VFD’s operating system. Contractor shall ensure the newly installed VFDs communicate with the existing WebCtrl DDC system utilizing ES2 as controls vendor if needed. The current VFDs utilize a lead-lag operating procedure so that only one pump is running at a time and the speed is controlled by the DDC. Pumps C1 & C2 rotate in use to promote long life and redundancy.
Contractor shall assist in restarting the system, and shall make sure all the air is worked out of the circulating system and that the system is topped off with the correct water/glycol solution as per Facility specifications.
