STATEMENT OF WORK FOR FIRST DATA BANK, INC.
August 10, 2022
Purpose:
The purpose of this contract is to provide four user licenses for data and standards for use by the appropriate CMS staff and contractors and to renew the maintenance on these products that reside in the CMS Data Center for the Integrated Data Repository (IDR) and PI products.
Background:
The Centers for Medicare and Medicaid Services and UpToDate, Inc. (formerly known as Wolters Kluwer) have entered into a license agreement. This is to renew the Rx Norm Cross Reference Model to be used with the NDC drug codes and data information for electronic delivery to CMS on a daily basis. This agreement will provide four user licenses for data standards for use by appropriate CMS staff and associated contractors performing work within the Scope of the Medicare Modernization Act of 2003. Therefore it is recommended that the license and maintenance on these products are procured yearly.
The IDR (DDPS) for National Drug Code (NDC) and ONE PI Systems are located at The Central CMS Data Center. These systems require access to the electronic prescription data and the Rx Norm Cross Reference files contained in the First Data Bank database files that are updated daily, weekly, and monthly based on the services that are used. The First Data Bank prescription data files are required to work with Fraud and abuse detection in the Part D Medicare. The data provides the source on which the edits for approved Part D drugs are allowed and reimbursed or disallowed in the program.
Period of Performance:
The period of performance is September 30, 2022- September 29, 2023
