OIG-NOI-OIG236310

Document Type: Notice of Intent to Sole Source Solicitation Number: OIG- Sole Source -Notice Posted Date: March 6, 2018 Response Date: March 19, 2018 NAICS Code: 334111, Electronic Computer Manufacturing
The Health and Human Services (HHS), Office of Inspector General (OIG) intends to make a Firm Fixed Price sole source award in the amount of approximately $375,574.62 for ACL Analytics Software. The award will be made to:
Intelligent Enterprise Solutions, LLC 6901 Rockledge Drive, Suite 600 Bethesda, MD 20827-0076
In accordance with FAR 6.302-1, (c)(1) - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
The Inspector General Act establishes the initial statutory authority and responsibilities for the OIG. The OIG mission is to improve HHS programs and operations and protect them against fraud, waste and abuse.
By conducting independent and objective audits, evaluations, and investigations, we provide timely, useful, and reliable information and advice to Department officials, the Administration, Congress, and the public.
The OIG made an initial purchase of ACL software over 15 years ago. This particular software allows OIG technical staff to process large volume of data into “usable” auditor-friendly MS Access and Excel files;
analyze MS Excel and Access and text files to obtain auditor-requested statistics and summaries; and perform simple data mining; and to process quarterly healthcare data obtained from many sources. Given the volume of healthcare claims data used by the OIG, the OIG requires software that does not have capacity limits. ACL is one such software that does not have capacity limits as to how much data can be read and analyzed. Further it does not require the data to be in any specific format. ACL interfaces with text files, Oracle databases, and Microsoft products, all of which are used by the OIG.
The OIG has not limited its capabilities to this one vendor or software product. The OIG continually researches, evaluates and if possible, purchases software that advances its mission to fight fraud waste and
2 | P a g e abuse. ACL has unique features to include fraud detection, data matching, statistical trends, pattern recognition, and other high-level analysis.
OIG recently procured maintenance and support from Intelligent Enterprise Solutions, LLC. OIG has an investment in the ACL software including several training sessions for over 100 staff and subsequent development of an expertise in the product. Significant time and expense has been devoted in building a healthcare claims database for program integrity efforts. ACL will continue to be used in this effort. This
OIG’s mission would be negatively impact (increase cost for new software and increased time and resources realigning established processes), if it changes its current software.
The OIG intends to procure the following products:
