About this file
This is a supplier and bidder support document provided by the Ohio Department of Administrative Services, outlining registration and procurement procedures for conducting business with the State of Ohio through the OhioBuys platform. The document provides comprehensive guidance for suppliers and bidders seeking to participate in state procurement opportunities. Key procedures include obtaining an OH|ID personal account, registering as a State of Ohio Payee through OhioPays (ohiopays.ohio.gov), and accessing OhioBuys (ohiobuys.ohio.gov) to search for procurement opportunities, respond to solicitations, and manage contracts. Suppliers and bidders are required to complete their registration in OhioPays before accessing OhioBuys, add commodity codes for products and services, maintain current contact information, and keep their payee profiles updated. The document emphasizes that training resources, including web-based eLearning videos, hosted webinars, and job aids, are available to facilitate successful participation in the procurement process.
The document provides no pricing information, set-asides, incumbent details, or contract funding requirements, as it serves as an instructional guide rather than a specific solicitation document. Support is available through multiple channels: the OhioBuys team at supplier.ohiobuys@das.ohio.gov, the Ohio Shared Services Team at OBM.ContactCenter@obm.ohio.gov, or by telephone at 877-644-6771. The OhioBuys platform incorporates data analytics and reporting capabilities allowing users to track spending across contracts, categories, and suppliers at both agency and enterprise levels. The document is dated September 10, 2024, and establishes the foundational requirements for all entities seeking to engage in procurement activities with the State of Ohio.
