1. Must applicants submit a separate SF-424 for each country recipient?

Answer: Yes

2. To fulfill the RFA criteria, must each consignee affidavit be completed by the applicant NGO or by the consignee?

Answer: Applicant NGO

3. Are point of entry terminal handling charges (THC) a reimbursable cost?

Answer: Yes

4. Is there a minimum number of freight forwarders who must provide cost sheets?

Answer: No

5. Are there any relevant modifications since TRN-19-031-OFR-RFA?

Answer: No…the dates were the only major modification.

6. The RFA states that the OFR program cannot be used: To support commodities already funded by the U.S. Government or supported by other USAID-funded programs, including P.L. 480 or Food For Peace food commodities…Does this apply to consignments holding LEPP commodities?

Answer: No

7. On page 25 of the RFA, where we are supposed to put in the amount spent and the amount available for previous OFR awards?

Answer: Under Pipeline Analysis.

a. Are we supposed to put in the numbers based on actual reimbursements we've already received or the numbers supposed to include reimbursements we've already requested and/or containers that shipped for which we have not yet asked for reimbursement?

Answer: Reimbursement received up to date.

8. Do the grant cover clothing (used/new) and food shipments send for relief work?

Answer: Yes (for non-perishable Food only)

9. Does the grant reimburse local US transport, i.e. taking a container from a loading location to the rail yard to be transported to the port of embarkation?

Answer: No

10. Where can we find the list of approved commodities that can be shipped under this grant?

Answer: There is none…only pharmaceuticals are not allowed.

11. Does the grant reimburse shipments of USAID LEPP surplus property for relief work?

Answer: No (The RFA states that the OFR program cannot be used: To support commodities already funded by the U.S. Government or supported by other USAID-funded programs, including P.L. 480 or Food For Peace food commodities).

12. Do we need to provide a separate consignment affidavit for each country that we will ship to, or do we only provide one for our organization?

Answer: Yes

13. If the consignment affidavit is not available and we have to write a letter should we write for each country we intend to ship container or only one letter can cover and mention all country names?

Answer: Yes
