About this file
This document is a Justification and Approval for non-competitive procurement of snow removal and related services at the GSA Customs Cargo Inspection Facility located at 2810 W. Fort St., Detroit, MI 48216. The General Services Administration, Public Buildings Service, Acquisition Facility Management Contracting Division East is seeking a six-month contract extension from November 1, 2026, through April 30, 2027, to maintain service continuity during the gap between the current contract expiration and anticipated award of a follow-on contract. The government estimate is $14,013.53 per month, totaling $84,081.18 for the six-month period. The procurement is classified as a sole source justification under the unusual and compelling urgency authority cited in 41 U.S.C. 3304(a)(2) and FAR Subpart 6.302-2.
The selected contractor is B&W Homes (UEI: NETCT2QJGLE3), the current service provider, whose continued performance is justified based on satisfactory performance history, facility-specific knowledge, and possession of cleared personnel meeting GSA security requirements. The justification notes that the short timeframe precludes competitive solicitation and that no other contractors possess the requisite security credentials and building knowledge necessary for uninterrupted service delivery. Market research was not conducted due to time constraints. The contracting officer will determine fair and reasonable pricing through comparison against current pricing and government cost estimates before awarding the modification. This justification will be posted within 30 days after contract execution. The contracting officer, Dorell Dubiak, signed the certification on 06/15/2026.

JUSTIFICATION AND APPROVAL (FAR 6.3, FAR 13.501(a))
Snow Removal and Related Services
Customs Cargo Inspection Facility
2810 W. Fort St.
Detroit, MI 48216
1. Contracting Agency and Activity
The General Service Administration, Public Buildings Service, Acquisition Facility Management Contracting Division East plans to contract by means other than full and open competition.
☐ Brand Name Justification ☐ Sole Source Justification (SSJ)
If SSJ, Annotate the following: Vendor Name: B&W Homes UEI: NETCT2QJGLE3
2. Nature of Action Being Approved & Description of Supplies or Services
This non-competitive modification proposes a six-month extension, from November 1, 2026, to April 30, 2027, for the current snow removal services contract, utilizing FAR clause 52.217-8. The extension is necessary to maintain service continuity at GSA facilities during the gap between the expiration of the current contract and the anticipated award of a follow-on contract. A competitive procurement for the follow-on contract is in progress. Note that pricing for this extension was not requested or evaluated at the time of the base contract award.
3. Estimated Dollar Value: The government estimate is $14,013.53 per month or $84,081.18 for 6-mos
4. An identification of the statutory authority permitting other than full and open competition (FAR 6.303-2(b)(4))
41 U.S.C. 3304(a)(2) the executive agency's need for the property or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the executive agency is permitted to limit the number of sources from which it solicits bids or proposals
Federal Acquisition Regulation (FAR) Subpart 6.302-2 entitled, Unusual and compelling urgency.
5. A statement demonstrating the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority (FAR 6.303-2(b)(5))
B&W Homes is qualified to continue providing these essential snow removal services to GSA. Their current, satisfactory performance history is a strong indicator of their capability and reliability.
Furthermore, B&W Homes. possesses specific and intimate knowledge of the facility and the intricate requirements of the necessary services, which has been crucial to the seamless operation of the facility to date.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by FAR 5.2 and, if not, which exception under FAR 5.202 applies (FAR 6.303-2(b)(6)
Due to the urgency of this situation and the need to avoid a lapse in service to the building tenants, this situation does not permit the solicitation of additional offers.
B&W Homes, the current snow removal services contractor at the Customs Cargo Inspection Facility, was contacted to determine if they were interested in continuing to provide services.
B&W Homes did express interest in continuing to provide services for an additional 6-month period, and they already have cleared personnel that would meet GSA’s requirements in this short time frame. Once this was confirmed, it was determined that sole source procurement with B&W Homes would be made to ensure no lapse in services.
In accordance with FAR 6.305, this Justification for Other than Full and Open Competition will be posted https://www.acquisition.gov/far/part-6#FAR_Subpart_6_3 https://www.acquisition.gov/far/part-13#FAR_13_501__d801e10 within 30 days after the execution of the modification.
7. Determination by the contracting officer that the anticipated cost to the government will be fair and reasonable (FAR 6.303-2(b)(7))
The fair and reasonable nature of the anticipated price will be determined by the Contracting Officer through a comparison of the proposed price against both the current price and the Government Cost
Estimate. Before awarding the modification, the contractor's price information will be obtained, and a documented price analysis will be conducted to confirm the cost to the Government for the proposed acquisition is fair and reasonable.
8. A description of the market research conducted (see FAR Part 10) and the results or a statement of the reason market research was not conducted (FAR 6.303-2(b)(8))
Due to the time constraints for this procurement, no market research was conducted due to unusual and compelling circumstances.
The government has determined that no other contractors are available to begin services by the current end date of performance. No other contractor possesses personnel with specific building knowledge or security credentials required to continue performance with this shortened period for execution.
9. Any other facts supporting the use of other than full and open competition (FAR 6.303-2(b)(9))
None other than those listed above.
10. A listing of any sources that expressed a written interest in the acquisition (FAR 6.303-2(b)(10))
No additional sources were contacted.
11. A statement of any actions the agency may take to remove or overcome any barriers to competition, if subsequent acquisitions are anticipated (FAR 6.303-2(b)(11))
The Government will continue to conduct thorough market research to gauge the marketplace capabilities for future requirements. The Government will seek competition for future acquisitions for these services.
12. Research to support the facts presented for the justification above
None other than those listed above.
13. CERTIFICATIONS (See FAR Part 6.304 for approval thresholds and FAR Part 6.305 for availability of the justification)
Contracting Officer: I certify that the data supporting the recommended use of other than full and open competition is accurate and complete to the best of my knowledge and belief.
