About this file
This document is a Questions and Answers document related to a Request for Proposal (RFP) issued by the Georgia Department of Administrative Services (DOAS) for Unmanned Vehicles and Related Services. The RFP is seeking proposals from qualified suppliers to provide a statewide source of unmanned vehicles, including aerial, terrestrial, and marine unmanned vehicles, as well as related services. The RFP was initially posted on March 21, 2024, and an Offeror's Conference was held on April 18, 2024. The purpose of this document is to provide answers to supplier questions regarding the RFP requirements, including the need to provide pricing for all required price elements, the ability to propose equivalent products, and the potential use of Bipartisan Infrastructure Law (BIL) funds for purchases through this contract. The resulting contract(s) will be established to serve state and local government entities within Georgia, including Fulton County and the City of Atlanta.
Regarding pricing, suppliers must submit proposed pricing for all required price elements, including minimum discount percentages off MSRP and not-to-exceed hourly rates for related value-added professional services. Suppliers may propose equivalent products that meet or exceed the form, fit, and functionality of the specified items, subject to approval by the state. The use of BIL funds for purchases through this contract is not specifically earmarked but may vary depending on the agency and the intended use of the unmanned vehicles.

1. 1.
Are we to list our aerial drone(unmanned vehicles) hourly rate for services ?
5
In order to be eligible for evaluation and potential award for Category 1 (Aerial Unmanned Vehicles), Supplier(s) MUST, AT A MINIMUM, submit proposed pricing for ALL REQUIRED PRICE ELEMENTS listed within ALL subcategories (Subcategory 1 - the Supplier Proposed Minimum Discount % Off table) as detailed in the cost workbook as well as provide Not-to-exceed Hourly rates for Related Value-added Professional Services (Subcategory 3). Only one subcategory response in Subcategory 2 (either Subcategory 2A – Multi-Rotor Aerial or Subcategory 2B – Fixed-Wing Aerial) must be completed to be considered eligible for evaluation and potential award for Category 1 (Aerial Unmanned Vehicles). There is also an optional subcategory 5 for a Vertical-Lift UAV (High Security Grade).
The response in this subcategory 5 must meet the minimum standards set forth by the Green UAS standards from the Association for Uncrewed Vehicle Systems International.
There is no award for stand-alone services related to unmanned vehicles.

Is DOAS seeking pricing information on specific(name brand) drones ?
5.2.1
No, Based on the product specifications for each item, Suppliers shall propose the manufacturer name or brand name, part/model #, nationally published MSRP per UOM (unit of measure), and supplier proposed minimum discount % off MSRP (non-educational and educational) for an item in their equipment catalog that MEETS or EXCEEDS, the form, fit, and functionality of the item specifications provided in the cost worksheet.
3. 3.
I have reviewed the subject bid and would like to respond with our product catalog. What is the process for us to be included, as I do not see our technology listed with the others?
5.2.1

4. 4.
Our company would like to bid on your event. However, near the bottom you ask for a bid price for the following:
Aerial Unmanned Vehicles
Terrestrial Unmanned Vehicles
Marine Unmanned Vehicles
I do not see any documentation or text where a brand and/or model is specified. Can you supply this information for each line item? This is needed to provide an accurate bid.
5.2.1
Please reference Attachment E Cost Workbook. DOAS specifies unmanned vehicles by brand name and part number. The Supplier must indicate whether their proposed product is an exact match or a functionally equivalent like item by selecting either "Exact" or "Like" (functional equivalent) from the dropdown menu. A like item equivalent is defined as being a close substitute, of the same or similar form, fit and function which provides an EQUAL or GREATER quality/value than the item specified. All proposed like item equivalents are subject to approval by the State (see Section 5 of the eRFP for additional details and instructions for proposing like-item equivalent products)

5.
If we sell more than one type of FW(Fixed Wing) UAS, how would we go about filling this out?
5.2.1
Please provide the item that you believe meets or exceeds form fit or function of the Fixed Wing item found in the Cost Workbook, that would offer the best benefit to the State.
6.
The RFP mentions funding from the Bipartisan Infrastructure Bill. Is there funding available from the Bipartisan Infrastructure Bill for GA state entities to make purchases through this contract vehicle?
1.2
There are parts of the Bipartisan Infrastructure Law that would facilitate the use of unmanned vehicles, most notably infrastructure inspection, i.e., roads and bridges. However, BIL funds are not specifically earmarked for unmanned vehicles. Furthermore, Georgia is decentralized so the use of BIL funds may vary from one Agency to another.
