Summary of OEDIT Sole Source Request
This document is a sole source justification request submitted by the Office of Economic Development and International Trade (OEDIT) in Colorado for the Creative Arts Development Program. The request seeks to establish a sole source contract with Think 360 for continued provision of creative arts development services and programming. The project focuses on supporting arts education and creative workforce development initiatives across Colorado. The scope of work emphasizes the continuation of established arts programming and curriculum development that has been previously implemented. The contract term is for fiscal year 2027, with the request indicating this represents a continuation of existing services rather than a new procurement action.
The sole source justification emphasizes that Think 360 possesses unique qualifications and established relationships necessary to maintain continuity in the Creative Arts Development Program. The document outlines the rationale for bypassing competitive bidding procedures, citing the vendor's specialized expertise, existing program infrastructure, and institutional knowledge as factors supporting the single-source award recommendation. Funding for this initiative derives from Colorado state economic development resources allocated to OEDIT for creative industries support. The request includes supporting documentation demonstrating the necessity and appropriateness of the sole source procurement approach within Colorado's procurement regulations and guidelines.

Contracting with Think 360 for the Arts helps CCI leverage state and federal funding with planned programming in order to properly support arts education, teacher professional development and grant support for arts education programs at the state level. Expertise in community-based arts education work is highly specialized and relationship based. Since 1963, Think 360 has provided quality arts education to K-12 students, their teachers and their families. They employ professional teaching artists in music, theatre, dance, visual and literary arts. Think 360 has pre-existing networks to allow for this work to happen statewide and they
Rev. 01/2025 are dedicated to ensuring that rurally-located schools and art teachers receive access to the same arts programming and professional development resources as in the urban areas.
Since 2023, Think 360 has worked closely with CCI and other funding partners to build out the Equity in Arts Learning grant program. They currently administer this program and are area-experts in this particular grantmaking focus; changing vendors would cause a loss in momentum to this program.
