About this file

This is a Public Notice of Approved Special Procurement issued by the Oregon Department of Administrative Services (DAS) Procurement Services on behalf of the Oregon Department of Forestry (ODF). The procurement, identified as REQ-DASOBO-00021185 and OregonBuys Notice S-DASOBO-00001598, authorizes the direct purchase of cloud-based IT Service Management (ITSM) software known as Freshservice, along with related subscription, implementation, hosting, operation, and maintenance services from Freshworks, Inc. for enterprise-wide deployment throughout the Oregon Department of Forestry. This notice is issued pursuant to Oregon Revised Statutes 279B.085(5) and 279B.400, as well as applicable Oregon Administrative Rules. The notice explicitly states this is not an opportunity to submit a proposal; rather, it announces the approval of a negotiated special procurement.

The notice provides a seven-calendar-day protest period from the first publication date for any affected persons to challenge the special procurement approval. Protests must be submitted in writing to the State Chief Procurement Officer at the Oregon Department of Administrative Services, EGS-Procurement Services, either by mail or email, and must include detailed legal and factual grounds, a description of resulting harm, and the relief requested. Copies of protests should also be provided to the agency's single point of contact, Nicholas Betsacon, IT Procurement Strategist at the DAS office in Salem, Oregon. No pricing, contract term, or renewal information is disclosed in this notice document.
