About this file
This is an Award Recommendation Notice of Intent to Award issued by the State of Michigan Department of Natural Resources for RFP #200000001377 soliciting a turnkey solar photovoltaic (PV) application at the Oden Fish Hatchery Visitor Center in Michigan's Northern Lower Peninsula. The RFP was initially posted on SIGMA VSS on June 11, 2020, with a due date of August 4, 2020. No bids were received through the formal solicitation process, prompting the Department to conduct an informal solicitation via email to solar-related companies, with responses accepted through August 14, 2020. Three vendors submitted informal proposals: Charthouse Energy, Green Panel LLC, and Utopian Power LLC. The contract term is three years with no stated renewal options. A Joint Evaluation Committee consisting of representatives from the Department of Natural Resources, Elevate Energy, and other supporting agencies evaluated all proposals using a weighted scoring methodology: 60 points for Schedule A Statement of Work sections addressing technical specifications, 10 points for staffing qualifications, and 30 points for responses to a vendor questions worksheet, with an 80-point minimum threshold required for pricing evaluation.
Utopian Power LLC, located in South Lyon, Michigan, was recommended for award with a technical score of 90 out of 100 points, exceeding the minimum threshold. The company received full marks (60/60) for its technical proposal and 25/30 points for the vendor questions worksheet but scored only 5/10 for staffing due to the absence of resumes and organizational charts. The other two bidders failed to meet the technical threshold, scoring 20 and 0 points respectively. Following technical evaluation, negotiations with Utopian Power LLC resulted in a negotiated price of $26,500, with the final award recommendation totaling $27,050.00 to include $550 for spare panels. The Department determined that Utopian Power LLC offered the best value based on meeting the minimum technical requirements and providing the lowest price. No service-disabled veteran-owned business set-asides were identified among the bidders.
