About this file
This document is an Addendum (No. 1) for the Oden Fish Hatchery Discharge UV Sterilization project, issued by the Michigan Department of Natural Resources and the Michigan Department of Technology, Management and Budget. The project involves upgrading the UV sterilization system at the Oden Fish Hatchery, with bids due on January 2, 2019, at 2:00 pm. A pre-bid meeting was held on December 10, 2018, at the hatchery site, where key details were discussed, including equipment staging areas, building access, and critical project completion requirements. The project aims to substantially complete a functional system by May 1, 2019, with the engineer working to expedite equipment and material reviews once a contractor is selected.
The addendum provides detailed technical modifications to various specification sections, including process valves, bag filters, UV treatment equipment, instrumentation, and control systems. Bidders were advised that excavated soil should be assumed clean and usable for backfill or removable as clean fill. The project involves specific equipment requirements, such as PVC butterfly valves, UV treatment units, and Yaskawa variable frequency drives (VFDs). The contract includes provisions for addressing potential soil contamination and specifies technical details for piping, valves, and electrical systems. The total project scope appears to be a comprehensive upgrade of the fish hatchery's discharge and sterilization infrastructure.

ITEM NO. 7:
Response to Bidder Questions:
1. Question: Should we assume that soil being excavated for the new wet well structure will be contaminated due to the proximity to the existing septic tank? Or should we price this based on the assumption that the soil will be acceptable for re-use on the site during backfill, be able to be removed from the site without any additional contamination requirements, and the contingency allowance will cover any contamination costs we might run into?
Response: The buried tank near the proposed wet well structure is a wastewater holding tank with no outlet.
Bidders should assume that there is no contaminated soil in the area of any excavation and that any excess excavated material can be used as backfill or removed from the site as clean fill. The contract documents identify procedures to address contaminated soil if it is suspected or confirmed.
2. Question: It calls out for (2) 6” mechanical joint gate valves on drawing P-2; could you clarify what type of valve you’re looking for here ductile or PVC?
Response: The two buried valves are numbered 17 and 18 and are ductile iron as specified in Section 40 05 23, paragraph 2.2.A.
3. Question: Could you please clarify what type of (new) 6” piping is to be installed?
Response: New buried pipe is 6-inch Schedule 80 PVC as specified in Section 40 05 13 – Process Piping Systems.
4. Question: What material/type of piping is currently existing underground that we will need to tie into?
Response: The exact specification for the buried piping is unknown. Bidders should assume that the pipe is Schedule 40 PVC DVW. Contractor shall verify pipe type and material and consult with the Engineer on how to proceed if pipe material differs from the assumed material.
5. Question: On drawing P-2 it calls out for (2) 4” ball valves with chainwheel actuators; could you please clarify a manufacturer for these? Our suppliers are unaware of ball valves with chainwheel actuators.
Response: Valves 15 and 16 are located too high to be operable from the floor and require chainwheel operators. Via this addendum the valve type for these two valves is changed from PVC ball valves to PVC butterfly valves with a geared chainwheel operator. Refer to Item No. 2 and Item No. 6 in this addendum.
6. Question: Please identify a model number for the required Yaskawa VFD’s (appears to be embedded software – model: “iQpump” listed in specs does not yield results on Yaskawa’s website).
Response: The specified VFD model is the Yaskawa iQPump Model 1000. Fuller Supply Company (Phillip Bednarek, 616-364-8455) is one local stocking distributor for the Yaskawa VFDs.
7. Question: Are the Yaskawa VFDs to act as standalone controllers that will communicate with the CP-PUMP panel or are the VFD’s to be included in a duplex controller panel that will tie to CP-PUMP? (original Homa pump package was delivered with a standalone panel, not sure if necessary if the VFD’s can act as standalone controllers (duplex logic)).
Response: The Yaskawa VFDs are networked together and have integral duplex pump control logic. The VFD supplier is required in the specifications to configure the VFDs to provide the specified functional intent.
CP-PUMP is intended to be an interface panel to provide selector switches, indicating lights and panel indicators. Refer to the wiring diagram on Sheet E-3 and the riser diagram on Sheet E-4. The VFDs are shown on the contract drawings to be mounted separate from the control panel for three primary purposes:
to allow easy access to the VFDs without needing to de-energize or open the system control panel, to avoid possible issues with heat build-up inside the control panel, and to facilitate quicker delivery of the components.
8. Question: Specs indicate the thermal/seal fail relays are to be mounted in the CP-PUMP panel, is the CP- PUMP panel to be designed as the main controller or should these be located in the VFD panel(s) (see previous question regarding a standalone pump panel with VFD’s)
Response: The VFDs are stand alone and are not mounted in a separate enclosure. The thermal/seal relays should be mounted in CP-PUMP.
