About this file

This is an Addendum 1 to a Request for Proposal issued by Oregon City School District No. 62 for Construction Manager/General Contractor (CMGC) services for four school renovation projects: Holcomb Elementary School, John McLoughlin Elementary School, Candy Lane Elementary School, and Oregon City High School CTE Renovation Projects (RFP B04-2025). The District is seeking CMGC services to manage major renovations including building modernization, infrastructure updates, safety and security upgrades, and sitework at these four school sites. The projects are structured as three separate CMGC contracts: one combined contract for Candy Lane Elementary and Oregon City High School CTE, and separate contracts for John McLoughlin Elementary and Holcomb Elementary. The District reserves the right to award between one and three firms for these three contracts. Project scopes involve concurrent mechanical, electrical, and building systems work while maintaining occupied facilities with students, staff, and teachers present during construction. The mandatory pre-proposal meeting was held on June 24, 2025, with site walks scheduled for the same date. Proposals were due July 9, 2025 at 2:00 PM PST, to be delivered to the Oregon City School District Administration Office at 1417 12th Street, Oregon City, OR 97045. Construction is scheduled to commence on May 1, 2026 for elementary schools and the high school CTE project, with substantial completion by August 14, 2026 and final completion by September 30, 2026. The Quality construction projects have a construction start date of June 17, 2026, with substantial completion by July 30, 2027 and final completion by October 30, 2027.

The construction budgets and target GMPs for each project are: John McLoughlin Elementary at $19 million, Candy Lane Elementary at $10 million, Holcomb Elementary at $17 million, and Oregon City High School CTE at $3.5 million. Proposers must submit costs for all line items and unit cost rates on Attachment G, including labor rates for pre-construction phase services and general conditions items with specified staff position hours. The District expects new work to meet a minimum 50-year life expectancy standard. Proposals must comply with Oregon Public Contracting Law, including Prevailing Wage Requirements per ORS 279C.800 through ORS 279C.870. Hazardous material survey documentation is not included with the RFP and will be made available only to successful CMGC firms. All proposals require a completed Proposal Certification Form signed in ink. The addendum clarifies that the one-page cover letter requirement and executive summary statement are the same document section, and that 11x17 pages count as two pages toward the page limit. Questions regarding the RFP should be submitted to Kimberly Davis at kimberly.davis@oregcity.k12.or.us.

GENERAL INFORMATION

1. Revised Attachment A – Proposal Certification Form

OCSD CMGC RFP B04-2025 QUESTIONS – ADDENDUM #1

1. Quantities for general conditions items are listed on Attachment G, including hours for staff positions. Please confirm costs are required to be submitted/included for all items and their associated quantities, including hours for all staff positions.

• Yes, costs are required to be included for each line item and unit cost rate requested.

2. Are existing plans available for the individual project sites?

• No, the District does not publish as-builts or floor plans for security reasons.

3. Section 1.1 of the RFP states (1) contract for all three schools (although they might be contracted individually). There is a total of (4) projects/schools. Can you please clarify?

• Oregon City High School CTE and Candy Lane ES will be considered (1) contract. John McLoughlin ES and Holcomb ES will be separate contracts, for a total of (4) schools, but (3) CMGC contracts. Per the RFP, OCSD reserves the right to hire between 1 and 3 firms for the (3) above referenced contracts.

4. Are cover, cover letter, table of contents, tabs, dividers and back covers included in the page count?

• The above referenced pages are not included in the page count.

5. Can 11x17 pages be included in the proposal, and if so, does it count as one or two pages towards the page limit?

• Yes, they can be included and 11 x 17 counts as two pages.

6. Are 11x17 fold outs allowed for showing logistics and phasing plans?

• Yes, they can be included and 11 x 17 counts as two pages.

7. Can the mandatory pre-proposal sign-in sheet be provided?

• The sign in sheet is attached as part of this addendum.

8. For pre-construction phase services scope of work outlined in attachment E of the RF, please clarify how you would like to see costs for the services broken out on attachment G:

• Labor rates only? Yes

• Labor rates and total cost for services for all (4) projects? Only the preconstruction labor rates are requested for any or all portions of the (4) projects.

• Labor rates and total costs for services broken out for each individual projects (similar to the requested general conditions costs)? No, see above answers.

9. Please clarify the proposal process for individual project award vs. lumped project award. Depending on the scenario, fee, labor hours, etc. would change.

How will OCSD level bids based on a variety of scenarios of potential award?

• Per the RFP the District reserves the right to award any or all contracts to 1-3 firms based on the selection criteria and final scores.

10. The RFP states to include a one-page cover letter and then goes on in section

5.2 to request an executive summary with a statement “that the proposing firm has reviewed, understands and will comply with all requirements of Oregon Public Contracting Law, including but not limited to, Prevailing Wage Requirements per ORS 279C.800 through ORS 279C.870.” Is the one-page cover letter required in section 5.1 the same as “A. Executive Summary” or is the intent that these are two separate pages/sections of the proposal?

• Yes, the reference to the cover letter in 5.1 refers to the executive summary in 5.2.

11. I noticed that Attachment A, the Proposal Certification form, has the word "Draft" stamped on it. I wanted to make sure that I had the correct version, since it is required to be signed in ink, I thought it would be an original. We are happy to sign it as is, but I'd like to confirm that I do indeed have the proper form.

• Please see the revised Attachment A form with the Draft watermark removed.

12. As discussed in the pre-proposal meeting, the CMGC firms can propose one project team to be considered for any one of the three projects. The Candy Lane Elementary School and OCHS project may be awarded as one project, which would require two project field teams. Does the CMGC firm need to submit two project teams in order to be considered for the Candy Lane ES/OCHS project?

• Please provide a project team composition that aligns with Attachment G.

13. Have hazardous material surveys been completed for the four schools? If so, can they be provided?

• Hazardous Material Survey documentation is not included with this RFP.

This information will be made available to the successful CMGC firms(s).
