About this file

This file contains Occupational Safety and Health Administration (OSHA) Hazard Communication guidance documentation establishing the uniform format requirements for Safety Data Sheets (SDSs) as mandated under the Hazard Communication Standard (HCS) effective June 1, 2015. The document outlines the 16 required sections that SDSs must include, ranging from product identification and hazard classification to physical properties, stability information, toxicological data, ecological considerations, disposal methods, transport information, regulatory compliance details, and revision dates. Each section specifies the particular information that chemical manufacturers, distributors, importers, and employers must communicate to ensure safe handling and use of hazardous chemical products.

This attachment serves as a compliance reference document for the City of Tampa's fire hydrant inspection, testing, and maintenance services solicitation at the Howard F. Curren Advanced Wastewater Treatment Plant. The inclusion of OSHA SDS requirements indicates that contractors performing work at the AWTP facility must comply with federal occupational safety and health standards and properly handle any hazardous chemicals encountered during inspection, testing, certification, and maintenance activities on the approximately 32 fire hydrants located throughout the facility at 2700 Maritime Boulevard, Tampa, Florida. Contractors must ensure access to and understanding of SDSs for any chemical products used during service delivery, and must adhere to all safety protocols outlined in the OSHA Hazard Communication Standard as part of their contractual obligations.

ATTACHMENT A

Occupational Safety and Health Administration Hazard Communication Safety Data Sheets

The Hazard Communication Standard (HCS) requires chemical manufacturers, distributors, or importers to provide Safety Data Sh eets

(SDSs) (formerly known as Material Safety Data Sheets or MSDSs) to communicate the hazards of hazardous chemical products. As of

June 1, 2015, the HCS will require new SDSs to be in a uniform format, and include the section numbers, the headings, and associated information under the headings below:

Section 1, Identification: Includes product identifier; manufacturer or distributor name, address, phone number; emergency phone number; recommended use; restrictions on use.

Section 2, Hazard(s) identification: Includes all hazards regarding the chemical; required label elements.

Section 3, Composition/information on ingredients: Includes information on chemical ingredients; trade secret claims.

Section 4, First-aid measures: Includes important symptoms/effects, acute, delayed; required treatment.

Section 5, Fire-fighting measures: Lists suitable extinguishing techniques, equipment; chemical hazards from fire.

Section 6, Accidental release measures: Lists emergency procedures; protective equipment; proper methods of containment and cleanup.

Section 7, Handling, and storage: Lists precautions for safe handling and storage, including incompatibilities.

Section 8, Exposure controls/personal protection: Lists OSHA’s Permissible Exposure Limits (PELs); ACGIH Threshold Limit Values

(TLVs); and any other exposure limit used or recommended by the chemical manufacturer, importer, or employer preparing the SDS where available as well as appropriate engineering controls; personal protective equipment (PPE).

Section 9, Physical and chemical properties: Lists the chemical's characteristics.

Section 10, Stability, and reactivity: Lists chemical stability and possibility of hazardous reactions.

Section 11, Toxicological information: Includes routes of exposure; related symptoms, acute and chronic effects; numerical measures of toxicity.

Section 12, Ecological information*: Ecotoxicity (aquatic and terrestrial, where available); Persistence and degradability;

Bioaccumulative potential; Mobility in soil; other adverse effects (such as hazardous to the ozone layer).

Section 13, Disposal considerations*: Description of waste residuesand information on their safehandlingand methods of disposal, including the disposal of any contaminated packaging.

Section 14, Transport information*: UN number and shipping name; Transport hazard class(es); Packing group, if applicable;

Environmental hazards (e.g., Marine pollutant (Yes/No)); Transport in bulk (according to Annex II of MARPOL 73/78 and the IBC Code);

Other Special precautions which a user needs to be aware of, or needs to comply with, in connection with transport or conveyance either within or outside their premises.

Section 15, Regulatory information*: Safety, health, and environmental regulations specific for the product(s) in question.

Section 16, Other information: Includes the date of preparation or last revision.

*Note: Since other Agencies regulate this information, OSHA will not be enforcing Sections 12 through 15(29 CFR 1910.1200(g)(2)).
