About this file

This file is an Occupational Safety and Health Administration (OSHA) technical reference document outlining the uniform format and content requirements for Safety Data Sheets (SDSs) under the Hazard Communication Standard (HCS), effective June 1, 2015. The document specifies 16 mandatory sections that chemical manufacturers, distributors, and importers must include on SDSs to communicate hazardous chemical product information. These sections encompass product identification and emergency contact information; hazard identification; chemical composition and ingredients; first-aid measures; fire-fighting guidance; accidental release procedures; handling and storage precautions; exposure controls and personal protective equipment requirements; physical and chemical properties; stability and reactivity information; toxicological data; and other specialized information categories. The document references OSHA's Permissible Exposure Limits (PELs) and ACGIH Threshold Limit Values (TLVs) as key exposure benchmarks that must be included where available.

While sections 12 through 15 of the SDS format address ecological information, disposal considerations, transport information, and regulatory requirements, OSHA clarifies that it will not enforce these sections as they fall under the jurisdiction of other federal agencies. The document provides a structured framework designed to standardize hazard communication across the chemical industry and ensure that workers and users receive consistent, comprehensive safety information. The reference to detailed information available on the OSHA Hazard Communication website indicates this document serves as a summary guide to the complete regulatory standard, with links provided for more extensive guidance on each section's requirements.

Occupational Safety and Health Administration Hazard Communication Safety Data Sheets

The Hazard Communication Standard (HCS) requires chemical manufacturers, distributors, or importers to provide Safety Data Sh eets

(SDSs) (formerly known as Material Safety Data Sheets or MSDSs) to communicate the hazards of hazardous chemical products. As of

June 1, 2015, the HCS will require new SDSs to be in a uniform format, and include the section numbers, the headings, and associated information under the headings below:

Section 1, Identification: Includes product identifier; manufacturer or distributor name, address, phone number; emergency phone number; recommended use; restrictions on use.

Section 2, Hazard(s) identification: Includes all hazards regarding the chemical; required label elements.

Section 3, Composition/information on ingredients: Includes information on chemical ingredients; trade secret claims.

Section 4, First-aid measures: Includes important symptoms/effects, acute, delayed; required treatment.

Section 5, Fire-fighting measures: Lists suitable extinguishing techniques, equipment; chemical hazards from fire.

Section 6, Accidental release measures: Lists emergency procedures; protective equipment; proper methods of containment and cleanup.

Section 7, Handling, and storage: Lists precautions for safe handling and storage, including incompatibilities.

Section 8, Exposure controls/personal protection: Lists OSHA’s Permissible Exposure Limits (PELs); ACGIH Threshold Limit Values

(TLVs); and any other exposure limit used or recommended by the chemical manufacturer, importer, or employer preparing the SDS where available as well as appropriate engineering controls; personal protective equipment (PPE).

Section 9, Physical and chemical properties: Lists the chemical's characteristics.

Section 10, Stability, and reactivity: Lists chemical stability and possibility of hazardous reactions.

Section 11, Toxicological information: Includes routes of exposure; related symptoms, acute and chronic effects; numerical measures of toxicity.

Section 12, Ecological information*: Ecotoxicity (aquatic and terrestrial, where available); Persistence and degradability;

Bioaccumulative potential; Mobility in soil; other adverse effects (such as hazardous to the ozone layer).

Section 13, Disposal considerations*: Description of waste residuesand information on their safehandlingand methods of disposal, including the disposal of any contaminated packaging.

Section 14, Transport information*: UN number and shipping name; Transport hazard class(es); Packing group, if applicable;

Environmental hazards (e.g., Marine pollutant (Yes/No)); Transport in bulk (according to Annex II of MARPOL 73/78 and the IBC Code);

Other Special precautions which a user needs to be aware of, or needs to comply with, in connection with transport or conveyance either within or outside their premises.

Section 15, Regulatory information*: Safety, health, and environmental regulations specific for the product(s) in question.

Section 16, Other information: Includes the date of preparation or last revision.

*Note: Since other Agencies regulate this information, OSHA will not be enforcing Sections 12 through 15(29 CFR 1910.1200(g)(2)).
