MILITARY INTEGRATION SUPPORT BRANCH
W912DY-22-R-0020
This is a SOURCES SOUGHT notice. The Government is seeking to identify qualified sources under North American Industry Classification System (NAICS) 541330, Engineering Services. The small business size standard is $16.5 Million. This Sources Sought is for market research purposes only and IS NOT A REQUEST FOR PRICE PROPOSAL nor does it restrict the government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to rank responses, provide any reply to interested companies and responses will not be returned.
1. CONTRACT INFORMATION.
The purpose of this contract is to provide each Army Reserve Regional Support Command with fire protection and health life and safety assessments of facilities and buildings across CONUS. The contractor will be responsible for supporting and maintaining a fire and safety program in support of Army Reserve; for the locations assigned the contractor will be required to review design submittals, guidance documents and other documentation to assess compliance of those documents with current fire and life health and safety codes. Upon the request of the Government to travel to a site location, the contractor will engage in on-site assessments of buildings and facilities in order to assess those buildings for compliance with fire protection and health, life and safety codes. In the event a code compliance issue with a current building or facility is identified, the contractor will identify a means of mitigating and/or resolving that code compliance issue. An initial report detailing the code compliance issue(s) identified via an on-site assessment, the level of severity of the code compliance issue, and an assessment of mitigation measures will be provided to the Government within 24 hours of departure from the site location. A more detailed assessment will be provided to the Government within 14 (fourteen) calendar days after departure from the site location. The purpose of this task order is to reduce health, life and safety risk of occupied buildings.
This is a non-personal services contract to provide technical fire services support at various facilities in support of four Regional Support Commands (RSC). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. Contractor personnel will be certified according to DoDM 6055.06, DoD Fire and Emergency Services Certification program. Jan 2, 2020, reference qualifications and certifications for fire inspectors. The Government anticipates awarding a firm-fixed price contract that has one base year with four
(4) option years. Prior Government contract experience is not required for submitting a response under this sources sought notice or for submitting a proposal under the planned solicitation.
FAR 52.222-41(n) Seniority list. Not less than 10 days prior to completion of any contract being performed at a Federal facility where service employees may be retained in the performance of the succeeding contract and subject to a wage determination which contains vacation or other benefit provisions based upon length of service with a Contractor (predecessor) or successor (29 CFR
4.173), the incumbent Prime Contractor shall furnish the Contracting Officer a certified list of the names of all service employees on the Contractor’s or subcontractor’s payroll during the last month of contract performance. Such list shall also contain anniversary dates of employment on the contract either with the current or predecessor Contractors of each such service employee. The Contracting Officer shall turn over such list to the successor Contractor at the commencement of the succeeding contract.
All awarded contracts must be performed in compliance with the U.S. Army Corps of Engineers (USACE) Safety and Health Requirements Manual, EM385-1-1 (https://www.publications.usace.army.mil/USACE-Publications/Engineer-Manuals/ ) and must also comply with all Federal, State and local laws, ordinances, codes, and regulations.
2. PROJECT INFORMATION.
The contractor shall provide all personnel, supplies, supervision, tools, materials, equipment, transportation and other items and non-personal services necessary to provide technical fire services. Provision of government furnished property will be limited to office space and support (telephone, printer, network access) at the various Regional Support Commands (RSC). No Government personnel will provide services. The contractor shall perform to the standards in the contract as well as all local, state, and federal regulations.
Some Tasks Include:
Creating & maintaining a fire prevention program Assistance with fire system repair projects Providing input on life/health/safety facility issues Assistance in monitoring & providing performance input on fire monitoring and fire inspection programs Providing technical fire expertise
It is anticipated that each of the four RSCs will require a dedicated individual to provide the level of support required, IAW DFARS 252.222-7000. The Government preference is for a single contractor employee supporting this contract to be located at or near (within a four-hour drive) each of the RSC main office locations or at an RSC building to support training and network access. The contractor is directed to populate the four positions in direct support of each RSC with individuals who are within this area of operations. RSC locations are at the following locations: Joint Base McGuire-Dix-Lakehurst, NJ; Fort Jackson, SC; Fort McCoy, WI and Mountain View, CA.
99th Regional Support Command 5231 South Scott Plaza Joint Base McGuire-Dix-Lakehurst, NJ 08640 The 99th Regional Support Command provides base operations support (BASOPS) to all Army Reserve Soldiers, units, facilities and equipment for the entire Northeast Region of the Army Reserve, including Pennsylvania, West Virginia, Virginia, Maryland, Delaware, New Jersey, New York, Vermont, Massachusetts, Rhode Island, Maine, Connecticut, New Hampshire, and the District of Columbia.
81st Regional Support Command 81 Wildcat Way Fort Jackson, SC 29207 The 81st Regional Support Command provides base operations support (BASOPS) to all Army Reserve Soldiers, units, facilities and equipment for the entire Southeast Region of the Army Reserve, including Kentucky, Tennessee, North Carolina, South Carolina, Louisiana, Mississippi, Alabama, Georgia, Florida, and Puerto Rico.
88th Regional Support Command 60 South O Street Fort McCoy, WI 54656 The 88th Regional Support Command provides base operations support (BASOPS) to all Army Reserve Soldiers, units, facilities and equipment for the Northwest & Central Region of the Army Reserve, including Washington, Oregon, Idaho, Montana, Wyoming, Utah, Colorado, North Dakota, South Dakota, Nebraska, Kansas, Missouri, Iowa, Minnesota, Wisconsin, Illinois, Indiana, Michigan, and Ohio.
63rd Regional Support Command 230 RT Jones Road Mountain View, CA 94043 The 63rd Regional Support Command provides base operations support (BASOPS) to all Army Reserve Soldiers, units, facilities and equipment for the Southwest Region of the Army Reserve, including Arkansas, Oklahoma, Texas, New Mexico, Arizona, Nevada, and California.
3. SUBMISSION REQUIREMENTS.
Interested firms should complete and submit the Project Information Form Template (maximum of five (5) projects) by providing brief narratives indicating your firm’s experience and qualifications with similar type services. The contractor shall also complete the Sources Sought Questionnaire which provides detailed information related to the responding firm, acquisition interest, contractor arrangement, and specific performance capabilities (Sections 1 through 6)
Respondents need to indicate all business designations (small business, 8(a), certified HUB Zone Small Business, Small Disadvantaged Business, Woman Owned Small Business (WOSB), Veteran Owned Small Business (VOSB) and/or Service Disabled Veteran Owned Small Business (SDVOSB)). Interested business firms who meet the capability requirements identified in this notice are requested to reply to this notice with a response to the attached Sources Sought Questionnaire.
If no experience or capabilities are associated with a particular question, so indicate.
Submission shall be received NO LATER THAN: 2:00 p.m. Central Time, Friday, 01 April 2022;
and should not exceed fifteen (15) one-sided, 8 1/2” X 11” pages using no smaller than 10 sized font.
Computer files must be compatible with Microsoft Word 2013.
NO HARD COPY OR FACSIMILE SUBMISSIONS WILL BE ACCEPTED. Cover letters and extraneous materials (brochures, etc.) will not be considered.
