Program Description
Overview
OJP is committed to advancing work that promotes civil rights and racial equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety and protects the public from crime and evolving threats, and builds trust between law enforcement and the community.
Section 5 of the COVID–19 Hate Crimes Act, entitled the “JABARA-HEYER NO HATE ACT” authorizes the Attorney General to make grants to states to create state-run hate crime reporting hotlines. The purpose of this solicitation is two-fold: OVC seeks (1) applications to establish state-run hate crime reporting hotlines designed to assist victims who might otherwise be reluctant to report hate crimes; and (2) applications to enhance the quality of services and referrals for hotline users by providing specialized training and technical assistance (TTA) to all award recipients under this program. OVC encourages state governments to form partnerships with community-based organizations, culturally specific entities, and other partners with access to the populations intended to benefit from the state hate crime hotline to fulfill the goals of this solicitation. Therefore, OVC welcomes applications under which two or more entities would carry out the federal award; however, only the state agency may be the applicant and must be the entity with primary responsibility for administering the funding and managing the entire project.
Statutory Authority
34 U.S.C. § 30507(e)
Specific Information
Purpose Area 1 - State-Run Hate Crime Reporting Hotlines
The Jabara-Heyer NO HATE Act State-Run Hate Crime Reporting Hotlines program authorizes grants to states to create state-run hate crime reporting hotlines. The state applicant is required by law and under this solicitation to ensure the following.
The hotline will direct victims of hate crime to— local support services, and law enforcement, if appropriate.
Any personally identifiable information that an individual provides to an agency of the state through the hotlines is not directly or indirectly disclosed without the consent of the individual, to— any other agency of the state, any other state, the Federal Government, or any other person or entity.
The staff members who operate the hotline are trained to be knowledgeable about— applicable federal, state, and local hate crime laws;
local law enforcement resources;
applicable local support services; and trauma-informed responses and working with victims.
The hotline is accessible to— individuals with limited English proficiency, and individuals with disabilities.
The hotlines funded under this program are intended to support victims who might be reluctant to report hate crimes to law enforcement. Project designs should address how these victims will be assisted. Applicants must demonstrate their plans for collaboration with stakeholders (potentially including other hotlines) to complete a community resource map, which identifies the needs of the community and the resources available to address those needs through a hate crime reporting hotline; policies to govern the operation of the hotline; and outreach/marketing plans. Detailed language and accessibility plans are pivotal.
Purpose Area 2 - Training and Technical Assistance (TTA)
Under this category, the applicant will develop and deliver training and technical assistance designed to assist OVC grantees and other stakeholders under this program to ensure successful implementation of state-run hate crimes hotlines, by— providing TTA regarding hotlines, models, or implementation strategies;
providing TTA on hate crimes, hate incidences, reporting options, etc.;
assisting grantees in developing resource materials and awareness information on hate crimes and related topics;
offering peer-to-peer learning opportunities; and conducting activities to effectively increase awareness and use of state-run hate crime reporting hotlines.
Applicants must demonstrate experience and expertise in victimization and in delivering TTA. Applications representing partnerships among two or more qualified organizations to meet these requirements are welcomed.
Under both categories, OVC will give preference to applicants that document support for the proposed project (with Memoranda of Understanding (MOU) or Letters of Support).
Goals, Objectives, and Deliverables
Goals
The primary goal is for state agencies to establish and operate state-run hate crime reporting hotlines to facilitate significantly increased reporting of hate crimes data, and to ensure that victims are connected to available support services and informed about their options for reporting to law enforcement. In addition, OVC is seeking to support award recipients under this program by providing training and technical assistance to them through a dedicated provider.
Objectives
Under Purpose Area 1, successful applicants will strive to achieve the goals of this program through the following objectives, as applicable:

In support of this Executive Order, OJP will provide priority consideration when making award decisions to the following:

How to Apply
Registration: Before submitting an application, all applicants must register with the System for Award Management (SAM). You must renew and validate your registration every 12 months. If you do not renew your SAM registration, it will expire. An expired registration can delay or prevent application submission in Grants.gov and JustGrants.
Registration and renewal can take up to 10 business days to complete.
Submission: Applications must be submitted to DOJ electronically through a two-step process via Grants.gov and JustGrants.
Step 1: After registering with SAM, the applicant must submit the SF-424 and SF-LLL in Grants.gov at https://www.grants.gov/web/grants/register.html by the Grants.gov deadline. Submit the SF-424 and SF-LLL as early as possible, but no later than 48 hours before the Grants.gov deadline. If an applicant fails to submit in Grants.gov, they will be unable to apply in JustGrants.
Step 2: The applicant must then submit the full application, including attachments, in JustGrants at JustGrants.usdoj.gov by the JustGrants deadline.
Within 24 hours after receipt of confirmation emails from Grants.gov, the individual in Section 8F of the SF-424 will receive an email from DIAMD-NoReply@usdoj.gov with instructions on how to create a JustGrants account. Register the Entity Administrator and

Once registered in JustGrants, the Application Submitter will receive an emailed link to complete the rest of the application in JustGrants. The Entity Administrator also will need to log into JustGrants to review and invite the applicant’s Authorized Representative(s) before an application can be submitted.
Submit the complete application package in JustGrants at least 24 – 48 hours prior to the JustGrants deadline. Some of the application components will be entered directly into JustGrants, and others will require uploading attached documents. Therefore, applicants will need to allow ample time before the JustGrants deadline to prepare each component.
Applicants may save their progress in the system and revise the application as needed prior to hitting the Submit button at the end of the application in JustGrants.
For additional information, see the “How to Apply” section in the OJP Grant Application Resource Guide and the DOJ Application Submission Checklist.
Submission Dates and Time
The SF-424 and the SF-LLL must be submitted in Grants.gov by 11:59 p.m. eastern time on May 30, 2023.
The full application must be submitted in JustGrants by 8:59 p.m. eastern time on June 5, 2023.
OJP urges applicants to submit their Grants.gov and JustGrants submissions prior to the due dates with sufficient time to correct any errors and resubmit by the submission deadlines if a rejection notification is received. To be considered timely, the full application must be submitted in JustGrants by the JustGrants application deadline.
Failure to begin the SAM.gov, Grants.gov, or JustGrants registration process in sufficient time (i.e., waiting until the date identified in this solicitation) is not an acceptable reason for late submission.
Experiencing Unforeseen Technical Issues Preventing Submission of an Application
OJP will only consider requests to submit an application after the deadline when the applicant can document that a technical issue with a government system prevented application submission.
If an applicant misses a deadline due to unforeseen technical issues with SAM.gov, Grants.gov, or JustGrants, the applicant may request a waiver to submit an application after the deadline. However, the waiver request will not be considered unless it includes a tracking number generated when the applicant contacts the applicable service desks to report technical difficulties. Tracking numbers are generated automatically when an applicant emails the applicable service desks; and for this reason applicants are encouraged to email the appropriate service desk, even if they also intend to call the service desk for phone support.
