Program Description
Overview
OJP is committed to advancing work that promotes civil rights and racial equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety and protects the public from crime and evolving threats, and builds trust between law enforcement and the community.
The purpose of the implementation study is to summarize the work done by the five demonstration sites to reduce childhood fatalities due to neglect. The study will be grounded in the theories of change developed by the demonstration sites during the planning year, the demonstration sites’ own local evaluations, the overall theory of change, and assessment of the technical assistance (TA) and learning exchange models.
Statutory Authority: 34 U.S.C. § 20103(c)(1)(A)
Specific Information
The goal of this demonstration initiative is to support the development of multidisciplinary strategies and responses to effectively address cases involving children who have experienced serious or near-death injuries as a result of abuse and/or neglect, and to reduce the number of child fatalities within each of the participating jurisdictions.
OVC first released the Reducing Child Fatalities and Serious Injuries Caused by Crime Victimization in FY 2019 as an effort to reduce child abuse and neglect fatalities and injuries using a collaborative, community-based, public health approach. The initiative integrates a broad spectrum of partners and systems to build models for supports and services to support healthy families.
The FY 2019 funding under this initiative was for a demonstration project, including an implementation study.
OVC decided not to fund in the implementation study in FY 2020. The TA provider used foundation funding during years 1 and 2 of the project to understand some lessons learned by the sites during the planning phase and early implementation. Those findings will help to inform the proposed implementation study.
The purpose of this new award is to implement the final necessary pieces of this demonstration’s implementation study to summarize the work done by the five implementation sites to reduce childhood fatalities due to neglect using a public health, collaborative approach and better understand how the components of that approach can inform a 21st Century Child and Family Well-Being System. The study will be grounded in the theories of change developed by the sites during the planning year, the sites’ own evaluation plans, and the overall theory of change and evaluation of the TA and learning exchange models that sit at the Alliance level.
Goals, Objectives, Deliverables, and Timeline
The primary audiences for this evaluation are the Alliance and OVC. Secondary audiences include the demonstration sites and the broader field of systems working to support resilient children and families.
This evaluation will not attempt to tell the story of each demonstration site. Rather, it is designed as an initiative level evaluation seeking to generate insights across all five demonstration sites using various groupings of context and strategy to better ground the learning.
Given the overall purpose and context of the evaluation, one of the major goals of the design is to carefully balance the burden of data collection on the demonstration sites with the learning objectives of the Alliance and
OVC.
Goals This implementation study will prioritize—
Existing research and insights developed with TA providers, demonstration sites and other stakeholders during the first two years of this initiative.
Reviews of progress reporting, evaluation updates and contributions by the demonstration sites through the technical assistance and learning exchange mechanisms.
Gathering data from the demonstration sites based on their perception and experiences with implementation.
Verification of evidence through a set of targeted outcomes based on data collection from additional stakeholders including the Alliance, technical assistance providers, community partners, & parents and caregivers.
Examination of the broader field working to advance a 21st Century Child and Family Well-Being system.
Objectives The evaluation will seek to inform the following evaluation questions:
1. How and to what extent are community-based collaboratives successfully advancing strategies to reduce childhood injuries and fatalities due to maltreatment while given a public health pandemic and contributing to the knowledge base around the core components of models to influence systems that keep children safe and resilient?
2. To what extent are demonstration sites positioned to continue influencing child safety and wellbeing in their communities including the strength of their partnerships and the capacity to implement a public health approach?
3. How and to what extent did National Technical Assistance and Learning influence the actions of the demonstration sites and their impact on childhood fatalities due to maltreatment?
Deliverables A presentation of preliminary findings to the demonstration sites and technical assistance team prior to the end of the funding award and produce a final written report to the Alliance and OVC at the end of the demonstration project or, if preferred, a presentation or series of written briefs.
The Goals, Objectives, and Deliverables are directly related to the performance measures that show the completed work’s results, as discussed in the Content of Application Submission section.
